from and after the thirtieth day, of June
next, the following article;;, in addition to**
thole already exempted from duty, fiiall,
and iftay he imported free from any duty,
namely, Vugs of linen, of cotton, of wool
len, at.d, of hemp cloth ; bridles of Twine,
legulus of ar.tim my, un wrought clay, un
wroughr burr Hones, and the bark of the
cork tree.
Sec. 2. And he if further tnaHcd, That
from and after the thirtieth day cf J.un#|
next, the duties no\v in force upon the at W
tides here'n after enumerated and deferibed,
at their importation into the United States,
(hall cease, and that in lieu thereof, there
shall be thenceforth laid, levied, and col
leded, up*i tbe.faid articles,, at their said
importation, the several ;md N refpe<flive
rates or duties following, that is to fay :
On foreign caught dried fifh, fifty cents
per quintal;
• On salmon one hundred cents per barrel, •
on mackerel sixty cents per barrel, and on
all other pickle fifh,. forty cents per barrel.
On cables, tared cordage, white lead,
red flead, almonds, currants, prunes and
plums, figs, raisins imported in jars and
boxes, and mufcadel raisins, two cents per
pound :
On all other kinds of raisins, one cent
and an half per pound :
On fallow, yellow ochre in oil, anchors,
slid (beet iron, one cent and a half per pound:
On Spanish brown, dry yellow ochre,
flit and hoop iron, one cent per pound :
On flarch, three cents per pound :
On hair powder, glue, and feincs, four
cents per pound :
On pewter plates and dllhcs four cents
per pound.
On untared cordage, two cents and a
half per pound'.
On quickfrlver, fix cents per pound :
On Chinefc caflla, and gun powder, four
cents per pound ;
On cinnamon and cloves, twenty cents
per pound :
On mace, one dollar and twenty.five
cents per pound ; >
On nutmegs, fifty cents per pout'd.
On black glass quart bottles, sixty cents
per groce : ,•
On window glass as follows :—On all
aoc above eight inches by ten, one dollar
and sixty cents per hundred fqnare feet, not
above re/ inches by twelve, one dollars
and feventy.fi ve cents per hundred square
feet, and ail above ten.inches by twelve,
two dollars and twenty-five cents per hun
dred square feet. -•
On fegars, two dollars per thousand f
On kid and Morocco flioes, fifteen cents
-a pair;
' On foreign lime, fifry cents per calk,
containing sixty gallons, and on Sicily '
wine, thirty cents per gallon :
See. e. And be it further tnaGed, That
an addition often per centum fiiall be made
to the several rates of duties above fptcified
arid imposed in refped to all such gnods,
wares -rid merchandize as aforefaid, as
fiiall after the faid*thirtieth day t»f June,
be imported in {hips or veflels not of the
United h tares.
Sec. 4. And be ji further enafled, That

and collefted, in the fame manner, and un
der ’the fame regulations and allowances aa
on drawbacks, mode of security, and time
or payment refpedi vely, as the several du
ties now in force on the tcfpeftive articles
herein before enumerated ; Provided howe*
ver, That no drawbacks shall be allowed on
the exportation of foreign filh, *r of fifh oil
or of playing cards.
Sec. 5. And be it further enaßed, That
all duties and.drawbacks, wbifhby virtue of
this afl, ihall be payable and allowable on
any fpccific quantity of goods, wares ans
merchandize, (hall be deemed to apply in
proportion to any quantity greater or leia
than such fpecifrc quantfty.
Sec, 6. And be it further enabled , That
a duty of fifty cents per ton to be denomi
nated “ light money,” shall be levied and
collefted on all (hips or vdfels nat of the
United States, which, after risr afojefaid
- thirtieth day of June next, may enter the
ports of the United States : Provided ho<w~
ever, That nothing in this aft shall be so
construed as to contravene any provision of
the treaty or conv entious concluded between
the Uoi.ed States of America and the i'rench
Republic, on the thirtieth day of April,
one thousand eight hundred and three : And
provided alfi , That jhc said light money
(lull be levied and collected in the fame
manner, and under the fame regulations as
the tonnage duties now imposed by law.
Sec. 7.. And be it further thaSed, That
the pedum exercising the powers which un
der'the Spanish government, were veiled in
the intendant of the provmce ofLouftiana,
shall until a diflrift court of the United
States {hall be established in the territory of
Orleans, in conformity with the provisions
of the aft entitled (X An aft erefting-Lourfi
aaa into two territories ; and providing for
the temiyra/y government thereof,” have
and execife, in all cases whatever arifmg
within the said territory under the laws re
gulating and providing for the colleftion (if .
duties on imports and tonnage, or vnder any
other revenue laws of the United States,
the fame jurifdiftion and powers which by
law, arc given to the diflrift and circuit
- courts of the United States. And the pow
ers to remit fines, penalties or forfeitures,
and to remove disabilities, which by law,
arc veiled in the secretary of the treasury,
may, and shall, in all cases of such fines,
penalties, forfeitures or disabilities incurred
within the territory of Orleans, and until a
governor of the said territory shall be ap
pointed and (hall enter into the funftions of
his office, be excrcifed by the person cxeci
fing the powers which, under the Spanish
government, were veiled in the governor of
ihe province of Louifiaha ; and the laid
powers to remit fines, penalties or forfeit
ures and to remove disabilities, may and
Ihall in like manner, be excrcifed by the go
vernor of the said territory, from the time
when he fnall enter into the funftions of his
office, in conformity with the provtfions of
the said aft, until the end of the next feifion

ads, records and judicial proceedings in
each-fate , fall he authenticated /> as to
take eff-jft in every other fate.”
BE it enacted by the Senate and Uovfe
of Reprefenlatives of the Untied Stalls
of America in Congre/s ajfembled. That
kom and after the pallagc of thfs aft, all
records and exemplifications of office books,
which arc or may be kept in any public of
fice of any flaie, nat appertaining to a
court, (hall be proved or admitted in any
court or office in any other date, by the
atteflation of the keeper of the said records
or books, and the Teal of his ®ffi& thereto
annexed, if there be a seal, together with
a certificate ol the presiding justice of the
court of the county or diflrift, as the case
may be, in* which such office is or may. be
kept; or of the governor, the secretary cf
state, the -chancellor or the keeper of the
great seal of the Hate, that the said attefia
tion is in due form, and by the proper offi
cer and the said certificate, if given by
the prefiding.jullice of a courr, Ihall be fur
ther authenticated by the clerk or pretheno
