UPON the petition of James Sykes,
Rating that he is confined in the com
mon Jail of Richmond county, at the suit
of Asaph Waterman & Joshua Grinage, for
a sum of money which he is unable to pay,
and that he is willing to give up all his
estate, both real and personal, for the
benefit of his creditors, and therefore prays
that he may be difehargod from confine
ment, agreeably to the laws and confuta
tion of this state-.-The said James Sykes
being brought before the court in support
of his petition, it appeared that he was con
fined as above stated. It is therefore ordered,
That the said James Sykes do give notice
to his creditors as thfc law direfts, to appear
by himfelf or attornies at the court house
in the county of Richmond, on the 13th
day of September next, to shew cause, if
any they have, why the said James Sykes
should not be difeharged in terms of the

publilhing the works of Algernon Syd
ney'. The world has so long and so genc>
rally founded the piaffes of his “ diftonrjes
on governments* that it seems fuperfluous,
and even presumptuous, for an individual
to add his feeble breath to the gale. Their
are in truth a rich treasure of republican
principles supported by copious and cog
ent arguments, and adorned with the finefl:
flowers of feience ; It is probably the heft
elementary bock of the principles of govern
ment, as founded in natural right, that has
ever been pubhjhed hi any language —And
it is much to in such a govern
ment as ours, nrat it Ibould be put Into the
hands of our youth, as soon as their minds
are fufficiently matured for that branch
of study. Should you proceed to the pub
ication, be fogood as to confider me a fub
