In obedience to the will oF the Legiflitute, the Aimappropriated for Mister and* Whit ne 7» h»i been, paid to Mr. Whitney, the farviving copirthar, and hie receipt obtained therefor. The models of the Saw-Gin have been deposited hv him, and the Refold tion V of the 18th of December lad, has been In every refptft complied with. Agreeably to the last claafe of the Appropriation Aft of 1804, fun* of eight thousand nine hundred and feventy.fiva dollsts, forty feven cents, being the tail balance due on the eontraft of the State with the late Mr. Srrcckhcifen of Bourdeauk, has been paid to and w.iuitted by Mr. Kohae, agreeable to hIS * >u » -O. -»,.t — General; »nd Receipts and Acquittances fl>rtn.it]y authenticated, have been received; but as the original deed of contrast has been dcliv|*cd up, the depofi t made by Mr. iCofanc, as a feettrity for the accomplilh ment of this objeft, is retained; Under the authority of the ndclaufcof the Appro priation A<ii of the last year, the sum of r two thousand fix hundred and twenty.two pounds,' Paper Medium, equal to eleven thousand two hundred and thirty.feven dol lars, fifteen cents, has been burned in the presence of the committee appointed by the Legiflatnre; and it is confidently believed that there is no more of it in existence. The whole amount which has been burnt, is ninety.eight thousand two hundred and ninety-fcven pounds, leaving a balance of the original exrffion of one thousand seven hundred and three pounds, which it is fup pofedjias been loft ordeftroyed in thecourfe of circulation. Since the last meeting of the Li the sum of fcventy.fivc thou- V land one hundred and nineteen dollars, ninety-one cents, of the St<te debt, has been redeemed; and the Certificates have been duly cancelled. Upon this purchase of Stock thcre has been a gain to the State, of twelve thousand four hundred and forty eight dollars fixty.eight cents. It becomes a painful duty to state, that since the last meeting of the leglllature, it has been difeovered that various funis were received by Daniel O'Oyley, Esq. whilst afting as treafnrer of the lower division, amounting wichintercft, (which cannot as yet be accurately calculated) to about eight thousand dollars j which were not by him, passed to the credit of the state. Mr, D’Oyley ftaresy and a belief has been there by induced, that these ©millions and errors on his part, have arisen from accident and and inattention. Most of the sums which make ap the above amount, appear to have been received by him out of his office, and , for which he gave no official duplicate re- ■ ceipts. Os the above Aim, Mr. D’Oyley has since paid two thousand dollars, and a fait has been commenced by the attorneys general against him and his furctics to itcovcf the balance. Chriftophar Willimani, redding in the collection diftrifts «yf Bt. Philip and St. Michael, stands indebted in the sum of two thousand four hundred and two dollars* thir ty-four cents, for seven year's arrears of taxes; from the payment of which he claims an exemption under a reflation of the le. giflature, of the Bth of December, 1798. To this resolution the attention of your honorable honfeis refpcftfully invited. By virtue of the resolution of ths ' ture, of 18th December laft* Ants have been commenced in the dUlrift of Richland, against Benjamin Waring and John G. Guignard, Efqrs. former trtafurers, for the Aims refpeftively due by them, which the solicitor reports will be brought to issue in April next. It becorpes a dory to state, that the bonds given by those gentlemen, for the faithful difeharge of the duties of their office, ednnot be found; and it is apprehended, that from this circumstance, Torn*difficulty may arise; Application has been made to his excellency the governor, as Prefidcnt of the board of truftccs of the South-Caroiina College, for the annual ac count of diftrarfenSeots on account of that ' institution, as required by the aft eftablilh ingit, which has not yet been received.
