THK CITY.
Notice to Postmasters.
The law and the instructions of the Post Office
Department imperatively require that the postage
on all transient printed matter shall be prepaid by
pottage ttampt, and that such matter he distinctly
postmarked at the mailing office. A practice has
also become common, among a certain class of
postmasters, of buying a patronage to their re
spective offices, to the injury of thoso naturally
entitled to it, by allowing to the mailing party a
portion of their own commissions on the legal
postage.
We are requested to say that any neglect on the
part of a postmaster to obey the above instruc
tions, or any such unfair practice for obtaining
patronage, will be considered by the department
good cause for the removal of the offender.
Washington Union.
The following lines were penned by Lord No
zoo, in 167-. They first appeared in the ,
about the timo of the reign of tho first , in
England:
‘Foryears, upon a mountain's brow,
A hermit lived—the Lord knows how.
‘Plain was his dress, and coarse his fare;
Ho got his food—the Lord knows where.
‘Jlis prayers were short, his wants were few,
lie had a friend—the Lord knows who.
‘No care nor trouble vexed his lot;
lie had a wish—the Lord knows what.
‘At length this holy man did die;
He left the world—the Lord knows why.
‘He’s Iniried in a gloomy den,
And he shall rise—tho Lord knows when !’
A Good Oxe.—We have scon and read of some
cool things in our day, but the following, which
we derive from an esteemed and always entertain
ing correspondent,’ is positively ‘iced.’ A youn<*
lawyer got his first note for collection. It was
against a country customer; so he sat down and
wrote him a letter in due form, advising him that
his note was left for collection, that it ‘had run for
a long time,’ and required immediate attention to
‘save costs.’ In about ten days he received this
answer:
Valley Forks, Nov. 15, 184?.
E. T. IL, Esq, Dear Sir: I received your polite
note of tho sth inst. this day. It was directed to
the post office at Freetown. The mail comes from
your village to Tompkinsville every day by the
stage, which runs from your place to Ovvego, lea
ving your village at six o’clock in tho forenoon.
From Tompkinsville there is a mail every other
day to Freetown, and also to Valley Forks. From
thence there i3 a cross mail around the hills and
through the lower towns in this county to our
place once a week, but the postmasters on that
route can’t read very well, and sometimes keep a
letter over ono mail to spell out the direction. By
directing your letters to this office, where I get
my papers, I should get them generally in about
three days after you mail them, and about a week
or ton days sooner than if directed to Freetown ;
which delay might, in some eases, bo of consider
able consequence. I hope, my dear Sir, you will
not suffer any inconvenienco from it this time; but
I thought it best, as you seemed a little ignorant
of the geography of this part of tho country, to
givo you this information, that you might in fu
ture know how to direct to, dear Sir,

It strikes us that it would bo rather sharpe prac
tice to servo a summons and complaint on that
customer !
Tom Corwin’s lust.
At a trial recently held at Yellow Springs, j
growing out of a difficulty between some of the
students and the faculty of Antioch, the “Old
Waggon Boy,” who represented the faculty, was
exhibiting to the jury a foil, or cane, belonging to
one of the students, which was probably used
in the melee. Tom was in his usual happy mood
and brought down the house frequently by his
witty illustrations of the noble science of fencing;
now parrying imaginary thrusts, and anon throw
ing himself fiercely upon the attack. At last,
haviug exhausted his full store of pleasantries,
with one fell thrust ho made feint to strike one of
the students, Mr. Fisher, who sat near by, and
with look of unfathomable gloom and the voico of
a stentor, he thundered out: “And what would
you do, sir, being unarmed, if I should attempt to
pierce you through ?” Imagine the roar of laugh
ter which greeted this last oloquent effort of the
“old stumper” when the half-frightened student,
collecting again his wits, sprang to his feet, and
successfully mimiciug Corwin’s most bombastic
stylo, exclaimed: il l’d welcome you, sir, tcith
bloody hands to a hospitable grave.”
Proposed Methods for Enabling Ships
of War to Resist Shot. —The London corres
pondent of the New York Commercial Advertiser,
in his letter of October 19, says:
At a recent dinner, Lord Hardwicke, as the re
presentative of the British Admiralty, mentioned,
in connection with the necessity fer a liberal ex
penditure in maintaining our fleet, the result of
some highly important experiments on the value
of various methods proposed lor enabling ships-of
war to resist shot. These experiments, he said,
wore tried upon the side of an oak-built frigate,
which was plated with iron in sections in various
ways. In one part was placed a sheet of wrought
iron four iuches thick. Another part was covered
with iron four inches thick, but composed of seve
ral platos. There were also plates of iron cover
ed with India rubber ten inches thick, and various
other preparations. The frigate was fired upon
with OS pounders, charged with ten pounds of
powder, and the result was that the four inch solid i
wrought iron plate resisted every ball, and caused
them to break into dust, while all the other j
•sheathings wore shot through “as though they
were rotten eggs.”
Sir Gore Ousley's Mission to Nicaragua.
—lt is stated that Sir Wm. Gore Gusiey is in
structed to relinquish to Nicaragua sovereignty
over Greytown and the Mosquito coast, at pre
sent under the British protectorate. This, howev
er, is not to be an unconditional surrender. The
treaty to be negotiated provides for the protection
of the Indians, and also securo the vested rights
of British subjects. Metes and boundaries are
described, within which tho Indians have reserv
ed rights, somewhat similar to those of the North
American Indians within the territory of the
Lnited States. Tney are also to have an annuity
secured them from the custom collected at Grey
town, which is to remain forever a free port, but
within the sovereignty of Nicaragua. All grants
of laud made subsequent to January, ISSS, if not
over one square league, are to be respected aud
held valid by tbe new sovereignty. The Indians
are to have no power to sell their reservation, un
less it be to become merged in the Government
Nicaragua. The terms of the treaty securing
these objects are cautiously worded. Great Bri
taiu will only relinquish her protectorate after
ample security in the treaty covering these sever
al points.
