ter of Henry A. Wise of Virginia, found in an

passed at this session of the General Assembly.
At the municipal election in Manchester, N. 11.,
Mr. E. W. Harrington, Democrat, was elected
mayor, receiving 1,099 votes, against 1,080 for
Mr. Alonzo Smith, Republican.
The Pacific telegraph line has been completed
to Lexington, Mo., three hundred miles west of
St. Louis. It will be extended and in operation
to Kansas City this week.

The Good Shepherd.

tain bleak he conies,
Though the wind is blowing colder as a blithe
some air he hums,
In the fold all penned securely he has left his
ninety-nine,
Thus he reasoned, “Lost, though surely,” that dear
absent one is mine.
When a lamb, how gently tended; pasture green
and water clear,
Ever cherished, still defended, naught front wolf
bad it to fear.
Some would say, forget the rover, from a hundred
one may go,
You may not its haunt discover, beast ero this
has laid it low.
Buthe hears its far-off bleating, in the chambers
of his heart,
And from the ninety-nine retreating, love-impell
ed, he can but start.
Though ravines and dells that darken, over crags
all steep and drear,
On lie pushes, when, o li ! hearken ! ’tis a sheep
plaint meets his ear.
On with-hope, the plaint is stronger, there it is,
cowering thing,
Joyous shepherd! search no longer, round the
prize thy mantle lling,
With the sheep upon his shoulder, homeward
turn his weary feet,
Fresh it blows, and keen and colder; is the
hundred not complete?
We are authorized to state that the story about
tho yacht Wanderer bringing three hundred slaves
to this country is simply ridiculous, from the fact
she could not possibly accommodate more than
half that number. The truth of the matter, as we
are informed, is, that she had but eighty negroes,
who were selected on account of their health,
vigor, size and strength; that they were t reated
with the utmost care on the ‘voyage, and finally
landed in good condition at some point between
Floridaand Georgia, where they readily brought
seven hundred dollars each—making an aggre
gate of titty-six thousand dollars. It will be seen
by the following extract from our correspondent
from the coast of Africa, that the Wanderer was
up the Congo river in October last:
“At this place we learn from the yacht Wan
derer and brig Helen are both up the Congo river
after slaves, so reported. Keen eyes are upon
them, and they will have to be smart to get off.—

Army Intelligence
By direction of tho President of the United
States, a Court of luquiry is ordered to assemble
at West Point, New York, on the 15th inst., to in
vestigate a matter of complaint preferred by Lieut.
James St. C. Morton, Engineer department,
against Prof. Dennis H. Mahan, of the United
States Military Academy. The court will consist
of the following officers ; Col. liobt. E. Lee, Sec
ond cavalry ; Maj. Robert Anderson, First artil
lery ; Capt. Randolph B. Marcy, Fifth infantry.
Capt. Samuel Jones, First artillery, will act as
Judge Advocate and Recorder.
A board of officers, to consist of Col. Johnston,
first cavalry; J Jeut. Col. Buchanan, Fourth in
fantry ; Lieut. Col. Steptoe, Ninth infantry; Capt.
Dyer, Ordnance department; Lieut. Wilcox,
Seventh infantry, is ordered to convene at Fort
Monroe, Va., fur the purpose of making experi
ment? with small arms. Lieut. Maynadier, Tenth
infantry, will act as Judge Advocate of the
court.
It is stated that Gen. Scott is about to visit Ha
vana for a brief sojourn, passing en route through
Charleston, where it is proposed to give him a pub
lic reception.
Hits. Wigiitman and Smith. — We learn from
an exchange that Rev. W M Wightman, D D,
President of Wofford College, lias been elected
President of the Southern University, in Greens
boro’, Alabama, and that Rev. Whitefoord Smith.
D D, Professor of English Literature in Wofford
College, has been chosen President of the Female
College at Columbia.
We are glad to see the talents ot these gentle
men thus appreciated ; yet wo will regret, exceed
ingly, to see them vacate their positions in W of
ford College, which they are so well calculated to
fill.
I>r. Smith has accepted the position to which
he has been chosen. Dr. Wightman, we believe;
has not as yet sifinified bis acceptance of tbo Presi

To Keep Tikes Tight on Wheels. — A corres
pondent of tbo Southern Planter furnishes valu
able information on this interesting subject.
I iroued'a wagon some years ago, for my own
use, and before putting on the tires, I tilled the
feloes with linseed oil, aud the tires have worn
out, and were never loose. 1 ironed a buggy lor
m y own use, seven years ago, and the tires aie
now as tight as when put on. My method of fill
ing the feloes with oil is as follows : I use a long
cast iron oil heater, male for the purpose ; the oil
is brought to a boiling boat, the wheel is placed on
a stock, so as to hang in tho oil, each leloe. Ihe
timber should be dry, as green timbar will not re
eeive oil. Caro should bo taken that the oil bo
made no hotter than a boiling heat, iu order that
the timber be not burnt. Timber tilled with Oil IS
not susceptible of water, and the timber is much
more durable.

Transactions very limited at Yz to % cent decline,
closing with a downward tendency.
Savannah, Dec. 18.
COTTON —A good demand existed to-day aud
prices remain the same as before the Arabia s ac
counts were received. The sales foot 805 bales at
the following particulars 80 at 10%. 29 at 11. 11
at 11%. 189 at 11%. 27 at 11 5-16, 38 at 11%,
191 at 11%. 196 at 11%, and 90 bales at 11%
cents. We quote :

pretend to say that lie is the best artist in the United
States, yet he fears not the result of a comnarison with
