Promoted. —Lieut. Col. Charles .1. Williams
has been appointed by Gov. Brown, Colonel of
the Frst Regiment in the Army of Georgia—a
post made vacant by the resignation of Col. Win.
f, Hardee. Col. Williams has been assigned
the command of Fort Pulaski, and left for that
post yesterday, in obedience to orders from the
Vdjutnnt General. Good luck attend him.
Personal and Military. —We wero pleased

tation as an officer of infantry, and wo may add

Gov. Brown has shown commendablo dteerimi
nation in calling him to the public service in the
capacity of Brigadier General of the Frst Brig
ade, a trust which, in peace or war. will never
ho dishonored in his hands.
The Convention. —The question of reduction,
rays the Savannah Republican, so far as regards
ho liovso of Representatives, received an effec
tual quietus in the Convention yesterday, the
HUh, by a refusal to reconsider the vote of tho
day previous laying all the propositions on the
table.
Tho spociul committee to lay off tho State into
-14 Senatorial Districts, have not yet reported,
but it is understood they nre nearlv ready, and
will and » so to day or to-morrow.

Me~-.ra. Editors :—If war should result from
the effort of the Confederate States to establish
their independence, it will be admitted to be the
duty of every man living under and receiving the
protection of that government to make somo sac
rifice or exertion to uphold its fiag. There is no
necessity for every man to become a soldier, but
he can sen e the State none the less efficiently in
the capacity of citizen by contributions of mate
rial aid. In the contingency supposed the citi
zen? of Columbus will have ample opportunity to
exhibit their devotion to the cause of independ
ence. There are several volunteer companies in
this city, which, when tho tocsin of war shallbe
sounded, will bo ameng the foremost to enlist in
the defence of their country’s honor. Those com
panies embrace many young men In moderate
circumstances, and, even were it otherwise, their
mission would be to defend the rights and liber
ties of those who remain at home, and it would
he improper and unjust that they should be com
pelled to bear exclusively tho expense of their
equipment. There are hundreds of men in and
around Columbus who could equip each one sol
dier for tho field, and never fee! it. Would it not
;>o right and patriotic for them to do it! There
are many others who may not bo able to do so
o uch, but who could contribute something for
that object. No city in the South can surpass
oar own in the military ardor and manly bear
ing of her volunteer soldiery. Will Columbus
consent that any other city should surpass her in
providing for tho comfort of those she J*»ay sand
into the field. I believe sho will not.

2d. Break out middies with long Scooters,
31. Work surface with lioiso-lioes or Sweeps;
run shallow; keep grass out, and tho crop is made.
Plant four feet by drills and thin out to one
foot apart: use 160 lbs. of Phosphate to acre. —
The Mapes’ Phosphate to be bad in any quanti

corn; cover with long scooters running down
one side and up tho other side of water furrow;
then break out middles with long scooters, and
afterwards keep down grass with sweeps or horse

Thu Ohio Fat Boy.-- -The body of Vantile
Mack, the celebrated Ohio Fat Boy, who died in
New York while exhibiting at Barnuna’s Museum,
passed through Pittsburg on Thursday, by rail
road. it was marked “Agent Ohio Fat Boy,
Darlington, Pennsylvania,” and was described
on the bill of lading as follows: “One Fat Boy—
dead. Double first class passenger freight.
Weight, 600 pounds. Freight $2,50.” The
weight, as given above, ncludes the coffin and
box.
lYtoii California.— A dispatch from Fort
Kearney announces the arrival of the Pony Ex
press, which left San Francisco on the 23d ult.,
and says:
The Union celebration in San Francisco, on
the 22d, absorbed all attention. The day was
universally observed by abstaining from busi
ness. It is estimated that over 20,000 people
attended the Union meeting, and speeches were
made by Edward Stanley, Eugene Casserly, Col.
Crockett and others. Resolutions were unani
mously adopted declaring the unalterable attach
ment of California to tho Union: that there ex
ists no power under the constitution for a State
to secede, and that California will cheerfully
acquiesce in any honorable plan for the adjust
ment of existing difficulties, so ato secure the
rights of all the States; and that California repu
diates the project of a Pacific republic.
James A. McDougal was nominated as candi
date for the United States Senate by a caucus
of 28 Douglas Democrats, on the 20th.
