Minutes of last meeting read—
Aid. Spear moved to reconsider eo much of
the proceeding* of last meeting as re arda the
City Council building a bridge across the Rail
road opposite the old entrance to the cemetery.
Which was agreed to.
In agreeing thereto the yeas and nays we re
required to be recorded—yeas 7, nays 8. Those
who voted in the affirmative were Aids. Boze
man, Douglass, Hazleton, Johnson, Peabody,
Spear and Wright. Negatite Aids, Bivins,Boa
tick, Croft.
The journal of ias't meeting was then approved.
Dr. Ellison submitted the following report:
Dr. E. C. Ellison, City Physician, Dear Sir:—
Your Health Officers for Ward No. 2, be*
leave to report that they have made n thorough
examination of the Ward, and find the following
necessary to bo attended to immediately, viz: °
The cellar under the room in the Oglethorpe
House occupied by Messrs. Bullock & Radcliffe,
we find iu a very filthy condition. The owners
and tenants refuse in positive terms to remove
the nuisance.
The cellar under that portion of the two story
douse on Oglethorpe St. occupied by Mrs. Turn
er, is in suca a oondi ion that it is important to
be looked af.or at once, as all the rain that falls
m the yard finds its way into the cellar instead
of the street.
We find about the two story "house on the lane
running from Broad to OHethorpa st., iu a filthy
condition, and should bo removed at ence.
There is a number of lota that has some trash
oa them necessary to be removed, but the tenants
promise a speedy removal of the same.
Wa are pleased to report that throughout the
Ward the citizens evinced a disposition to be
governed by our advice, and cheerfully removed
»nyrh ; ng we suggested as an improvement for
the benefit of the health of our city. W© met
with but one case whore wa were refused.
All of which is most respectfully submitted.

AN relation to .Dogs by Aid.
Bivins:
Be 1 1 enacted by the Mayor and Aldermen of the
City of Columbus,
Art. 1. All persona owning or having dogs in
the city, may report to the Clerk of Council the'
number of dogs and a description of the same,
all of which shall be by said Clerk entered in a
book to be kept by him for that purpose.
Art. 2. The Clerk of Council shall cause to be
‘ made suitable collars, of a style easily recog
nised, and shall furnish each person making a
report with a collar for each dog so reported.
Art. 3. All persons reporting dogs in conform
ity with this ordinance, shall pay to the Clerk
of Council the sum of three dollars for the use of
the city, for each dog reported, before receiving
collars for such dogs.
Art. 4. The Marshal, Deputy-M>rsha! and
Police shall, from &nd after the Ist of July and
until the 15th of Augus , kill all dogs found run.
sing at large in the streets of this city, except
such as may have on a collar furnished in ac
cordance with t..e provisions of this Ordinance.
Art. 6. No dogs shali be shot in the streets,
except from day-break until 6>a P- M., and any
Marshal or Polioeman who may kill any dog hav
ing on a collar as wherein mectiontd, shall be
fined in the sum of ten dollars for the use of the
owner of said dog. Which was adopted.
By Aid. Douglass—
Whereas, itia highly expedient to reduce the
expenditures of tee city to the most eccraomieal
point, so that the burdens of taxation may be
lightly felt on the one hand, and that our abili
it> on the other hand be increased for provi
ding for the necessitous of the families of sol
diers who may need relief—be it
Resolved, That on and after tha 24th June
that the existing police system of this city bo
discontinued, and the members of the force (ex
cepting Marshal and Deputy Marshal) bo dis
charged.
Resolved, That in lieu of said Police force
that the male citizens of Columbus be invi
ted to organize & volunteer police force of sixty
men to be sworn into the police service for 90
days, and at the end of saidtime, a second oali
for volunteers be made for tho same period.
Resolved, That said force of 60 men be divided
Into squads of 10 each, one of whom shall be
chosen captain of said squad, and each squad
to serve one week at a lime over the whole city,
alternating from squad No. 1 to No. 0, aad all
to be under the control of the Mayor as provi
ded by existing ordinances.
Resolved, That not more tb&n 4 men in each
squad shall be mounted, and act a.ea horse pa
trol.
Resolved, That the Mayor immediately issue
his call for Police Volunteers in accordance
with the foregoing resolutions.
Aid. Bozeman moved to postpone the matter
until the next meeting, and that the resolutions
be published. Agreed to.
By Aid. Croft—That the Deputy-Marshal be
required to clean out the City Cemetery with the
c ity hands at an early day. Which was agreed
to.
By Aid. Bostwick—Resolved, That the Mar
*hal visit every street ifi the corporation twice a
week, in order to see that everything is carried
cat according to the rules of the city. Also that
the Deputy-Marshal shall devote his whole time
to the city hands, and not absent himself there
from except by special permission from the May

Bed out with Turn Plows, six feet apart; open
vraierfurrow with straight shovel; run subsoil
plow or long scooter in water furrow; drop corn
and one spoonful of Guano alternately cue foot
apart in the furrow; that is let the corn be two
fast apart and the Guano midway between tbs
corn; cover with long scooters running down
one side and up the other sid® of water furrow;
then break out middles with long scooters, and
afterwards keep down grass with sweeps or hors®
hoes, All kind* of Guano for sale at.
