Proposition.
Messrs Editors— Many things are needed
at the present time—some more than oth
ers; but theie are some things eminently
needed in each separate department, of'gen*
eral necessities. Allow me to call the at
tention of benevolent citizens to a subject
of great importance to thousands ot our pa»
tnotic brav«s in that field where tfio heart
ot true manhood finds ample scope for all
its better powers—
At the present time there are not less
than ten thousand disabled soldiery, who
have lost their limbs in this helLinspireu
war. Who has not met in his daily walks
the “Empty Sleeve,” so touchingly sung, in
lines not inferior to the “Song of the Shirt,”
and has not observed, as he passes a'ong,
the absent boot,” yet to be sung in some
thrilling measure, by one of God’s own
poets! And wiio does not often wish as he
meets and passes these noble sufferers, with
a silent homage, that ha had it in his power,
by some divine art, to touch the 6awed bone
aad make it grow agaiu; to bring bone to
its fellow bone, aud clothe them anew with
sinews and iesh, and make the “lame man
leap as an hart?” Who has not studied Job's
defence, when wrongfully accused, and
heard him sav; “I w«*‘ eyes to the blind,
and ieet was Ito the lame,” and has not
sighed lor the exquisite joy of per
forming suen offices for the blind a a.l tne
lame ?
There is, however, an unproductive and
idle sentimentalism chetished in thousands
of bosoms and evinced in frequent moisten
ing of the eyes, as some story of the sor
rows of Siberian remoteness, or ot centuries
long laid to sleep, is hung over in luxurirue
parlors, and for a moment the heart is
wrung with anguish at the thought that
the sympathizingreader had not lived then
and there to put forth the needed hand,
offer the cheering cordial, speak the uuut
toied word, do the generous deed.
Oh, human weakness! Men sigh that
they lived not to tight in the hatiles, skir
mishes rather call them of our Revola*
tionary fathers. They imagine if the
enjoyed greater opportunities they

Never such battles fought before. Never
such openings for usefulness. Every man,
woman and child may fill some sphere, do
some needed deed, perform some unusual
ly worthy act, speak inspired words into
hearts that are nigh to fainting, bind up
the broken spirit, cause the dumb to sing
and make the lame to walk. And, besides
I will say, after having had much to do
with the channels of benevolence for many

i never knew the people at large so gener
ously disposed and ready to aid the needy
and destitute, and to contribute the/r sub
stance, money and personal services tor the
advancement of every worthy enterprise,
every just claim. The heart of the Con
federacy throbs with divine emotion; sacred

Not blood, nor dominion, nor ambition,
nor other gains than God approves ; not
the destruction of others, but our own in*

mevitdbility--this onward movement of
the age—everywhere work calls us huu
ifreo*.toDgued to toil. It we cannot lead
ani. es, we may lead the blind who lost
the) v.sion in the bloody strife. If we can
not offer our limbs in the holocaust de
mat ded by the blood-thirsty spirit Art our
barbarous invaders, may we not furnish the
poor substitutes or human contrivance to
these who need them ? If we cannot storm
the deadly breach, may we not staunch a
gaping wound ? There is no time nor place
lor idlers now. It is the object of this com
rnunication to ascertain whether we haay
not ake this matter in hand at once aud
relitve the needy. I said there was ten
thousand sufferers who have lost their
limbs in battles. So think intelligent ob
servers. Artificial legs and nande are made i
so perfect that tne observer often fails so
detect the loss endured or'the ioas supplied.
But these limbs coot large sums of money.
A poor young soldier in this city gave his
little all—several hundred dollars—lor a leg,
and it was so imperiod a piece of work
that it was found upon trial to be useless
—so leg and money are both gone. Thous
.anda have no means to purchase with,
while others cannot obtain them :<>r the
want ol the information necessary. This
object demands the attention of the good
people of the couutty at. large.
then, that a “Society,” a “Guild,” or an
“Association,” shall be organized in this
city, composed of the distinguished and the
undistinguished, of all the Confederate
States, with a President, Vice Presidents,
Secretaries, Treasurer and Executive Com*
uiittee; and, as a parent or central organi
zation, shall arrange for simitar organiza
tions in all the Corrfederaie States. The
association shall raise funds, and have made
or imported such artificial limbs as may be
needed by those deprived of theirs, and
presented to them, not as an act of charity,
but conferred as an act of esteem and
gratitude—a nation’s gratitude and respect.
Generous men are anxious. no% ‘to
make iaige donations to the treats,
name the subject is the only ogeecu icquuou
to secure sufficient lands.
Nor need I remind you that it will re
quire more than a million of dollars to meet
the necessities of those whose cause I plead.
At one time I thought it wouid be well to
connect the arrangement with the “Veteran
Soldiers’ Home” enterprise ; but they are
distioct interests, and can be better man*
aged separately. The “Home” is now in
congressional bands. With the powerful
influence and measures the Surgeon Gen
era!, Dr. Moure,.will, with the honorable
Secretary of War, oring to ts e establish
ment ol that desirable insiitutioay together
with I fie legislative aid it will receive in the
Stales, and the donations it will obtain, it
rnusi, at an eariy day,open its doors to the

! Southern ouizens ana soldiers have been inhu
manly murdered by these men, and the gadant
Major deserves the thanks of the Confederacy,
and more especially of Georgia, for having
brought them to justice. About fifty of the dark
countenanced scoundrels have arrived here, and
will be forwarded, 1 hope, to Governor Brown,
who will deal wifklhem as they richly doserve.
1 have not the fob particulars ot the soout, or I
would, give them to you in detail. It is certainly,
from all 1 learn, one ot the most brilliant scouts
wliioh has been oaronicled during the war.
* It seems that Gen. Grant order
for a oounty eieotion, to be held at 4 the Court
house in tae Gove. Major Cheneworrb,' hearing
of this, made a forced march at night, and the
next morning ‘‘bagged” the party, Lumpkin's
company included Capt. Lumpkin is surely a
bad sheriff. The universal exclamation is that
Governor Brown should give Major 0. a sword
lor tnua saving Georgia soil troin beiug polluted
by a Union election, and breaking up this nest of
tories and outlaws.

required to present them fir revision to their County
Enrolling Officers who will forward to the Chiefs cf
Districts, Tne latter will transmit them through the
Commandants of Camps of Instruction to the Com
mandants of Conscripts, with an expression of opinion.
The Enrolling nffice/s wiil give receipts for’ theae
papers when delivered, and reclaim the ; receipts on
returning the papers which, when returned, will be
invariably endorsed as revised and approved, or dis
approved at a given date
Until the 20m ot February, the receipts issued as
above will protect ffiem from consciiptiou. After
that date, neither the receipts nor ;he paper* will pro
tect, unless the latter.be endorsed as levissd at a.date
subaebuent to the issue ot this order.
