Some changes have been made in military
affairs in Mississippi- The cavalty in that State
has boon divided into two parts ; all north oi
Grenada ami in West Tennessee is under com
mand of Major General .Forrest; all south of an
imaginary line running through Grenada east
and west, and in Louisiana, is under command
of Major General S. D. Leo. General Forrest’s
headquarters will be at Como, in Panola county,
and General Lse’s at Jackson.

The proposition has been made, we think,
by the Macon Telegraph, to bold a Conven
tion of the planters of Georgia, to agree
upon a uniform schedule of prices for such
articles as the Government requires for the

to see it acted upon without delay. We
believe there is abundance of supplies in
the country, and we believe that the plan
ters, as a eiass, are patriotic and wilting to
do their full share towards sustaining our
armies in the field. But. in the present de
ranged and unsettled condition of affairs,
caused by the depreciation of the currency,
the inflation of prices, and the restriction oi
transportation, it is impossible for individu
als or the producers of a single county or
section ot county to come to the relief oi’
the Government. To effect the end de.-ir*
ed, it is necessary, that there should be a
uniformity in prices for the same articles
throughout the. Stale. The planters of a
single county tael that they can effect-little,
good fyr the Government by reducing the
price of wheat, com and bacon, to a moder
ate price, while there is perhaps an adjoin
iiig county holding the same articles at
much higher prices. Such a state of
things would not only be unequal and uri*.
just, but would offer a field lor private
speculation. It is essential therefore, that
there should be unanimity and concord of
action in this important matter, which uan
only be brought about by convention ol
the producer s'ot the State. We feel con
fident that ii Governor Brown, himself a
planter, would call upon the planters <T the
State to meet him in convention at Macon
or Mifledgeville, at an early day, for" the
purpose of establishing a schedule of uni
form prices of produce for the subsistence
of the army, and to consult on the best
course to be adopted to secure ample sup
plies for the coming year, the call would
meet with a cordial response, and that
great good would be accomplished to he
army, the government and the people.-

the vote for Suite officers the people will
have an opportunity to pronounce in favor
of or against an amendment of the State.
Constitution making Arkansas a free Siate.
The delegates who have effected this ar
rangement are much gratified at the result
of their effor ts. '
Thu Fre ident has pardoned Mr Griffin,
one of the Arkansas delegation now here,
who was a member of the eetm n ion which
passed the ordinance for the Recession of
that Slate. The delegation wii! return u*
Arkansas this week, to arrange for calling
a convention to brius back the Stale into
the Union. Printed forrirs have been pre
pared by order of the President, to facilitate
similar proceedings in other revolted States.
A dispatch from Cairo says ;
The S'ate. Convention, which assembled
on the Bth instant, had about completed its
laoors. Tire greater portion of the Sta •
was represented, and no deliberate body
that ever assembled in the State na< com
prised more men of s umi worth and in
telligence than this Convention. An article
prohibiting slavery wa> adopted without
one dissenting vote. The constitution is to
be submitted to the people on the second
Monday in March, at which time the S;a ! e
offices and members of the Legislature u h;
be elected.

Monday in April. The action of the Con
vention was universally !-atibfactory to the
loyal men. The qualification of voter is
that prescribed by the President in his pro
clamation. It is believed that the-loyal citi
zens will be able to poll twenH thousand
voles for the Constitution. The .Convention

visional Governor. Judge Murphy is spo
ken of in ihis connection.

MISCELLANEOUS.
The Yankees are organizing a regiment of ar®
tillery to be composed of negroes.
Messrs. McGhee and Powell, who, it will be
recollected, were arrested and sent to Kentucky
by Burnside, have beeu released and have re«
turned to Knoxville. It is understood that they
secured their discharge by redeeming with green*
backs, tho Confederate notes expended 4 by them
m the purchase of cattle duriig Pegratn’s raid
into Kentucky last summer.
Almost ali the shade trees, and nearly all the
lencos m the city, were used by the Yankees for
luel, during the s ege.
_ Most of tho Yankee e’erks who stampeded from
Knoxviile eighteen months ago, have returned;
among the;:., B .non and Atwell, formerly em
pleyed by Cowan, Dickiuson & Cos., also Sand
ford, formerly ot the firm of Richardson and
San dford.
Sundry parties havo filed bills ia chancery
against prominent absentees, and such men as
Senator Haynes, Representative Swan and Dr.
J. G. M. Ramsey are advertised as absenting
themselves or so absconding that the ordinary
process of the Jaw cannot be executed.
Siege of Charleston— Two Hundred
and Ten tlx Day.
Since our last report, the enemy have
kept up a heavy and continuous tire on the
wrecked steamer Presto. During Tuesday
the shells exploded over and in her with
considerable effect, and about one o’clock
Tuesday afternoon, she was observed on
fire, which afterwards subsided. At two
o’clock, three tugs came up to the Monitors
ami commenced transferring guns and ord*»
nance stores. (Shortly afterwards one of
the Monitors opened upon the Precto with
three field guns from her deck. Fort Moul
trie and onr batteries on (Sullivan’s Island
replied to this fire, anil exploded several
shells so near the Monitor that the fragments
struck her, causing a decrease in the activity
of the field gun working detachments, and
after a short time compelled them to cease
altogether.
Wednesday the enemy again kept a slow
but steady fire on the wreck from their land
baiteries and two Monitors—one of which
again had some two or three field guns on
deck.
About 3 o’clock Wednesday afternoon
ihe steamer again took fire from tfie ene
my’s shells and burnt to ihe water’s edge.
The Monitors had previously endeavored
to strike ihe wreck by ricochet shots, but
tailed, and the attempt was soon abandon
ed. The enemy’s be st practice was from a
three hundred pounder Parrott at Gregg.
Two of the Monitors were observed yester
day to have projecting beams attached, to
serve as a protection irotn toipedo boats, of
which they appear io be in constant dread.
The nearest approach they have made to
Sullivan’s Island has deeti not over two
thousand yards.

The tiring upon tho city continues with but
small results, (,'ne humirod andthirty-five shots
were fired from h-ilf past fiva Tuesday afternoon
to half past five Wednesday evening. No fur
ther casualties are reported.
The enemy opened a brisk fire for about two
hours yesterday afternoon on battery Sunkins,
James’ Island, and on Fort Moultrie, and the
other batteries on Sullivan’s Island, doing little
or no damage. They are reported still at work
upon tbeir earthwork- at the head of Green Creek,
Long Island, and D-xon’s Island, opposite Seces

Another False Alarm Subsided,
Last week, .*ays the Rome Courier, of
the 2-1, we were deluged whit rumors to
she effect that die enemy were crossing the
Tennessee at Gunternviik in heavy force.
Newsmongers and croakers could give you
ail the particulars—how “the Yankees
commenced shelling Guntereviile on the
22d, demanded its surrender on the 23*j.
and when this was not done, that they
crossed the river, dispersed and captured
our forces there, t acked the town, aDd were
devastating the whole country thereabouts,”
A gentleman arrived in Rome last Sut.-
day morning, direct from Guntersville, who
takes the scare out of these rumors, to a
wonderful extent. He was at the place at
the time o! the reeonnoisance, and says that
not more than 150 Feds crossed the river,
that they commuted quite* a number of
petty depredations, and soon re-crossed the
river and disappeared.
If is a great misfortune tWt we have a
few persons in this section exceedingly
anxious io tell bad news. The croakers
are now pretty well mown and we would
advise our readers to place no credence in
