Sentence of Forde.
The Richmond Examiner of the Bth says—“R,
S. Forde, convicted of the murder of Robt, Em
met Dixoa, was sentenced on Saturday, by Jndge
Lyons, to eighteen years imprisonment in the
Penitentiary, in accordance with, the verdict
of the jury. Before the sentence was pro
nounced, the prisoner’s counsel moved for a
new trial on the ground of after discovered
evidence, which, if adduced, would have_an im
portant bearing upon the case, but the motion
was overruled. The execution of the sen.
tence was suspended lor sixty days to enable
the counsel to petition the Court of Appeal* for
a writ of error. Forde, after being sentenced,
made a brief address, in which he confirmed the
testimony of Gen. Reade relative to the proposal
for a duel. liis hope was that the correspon
dence would lead to an adjustment, and he left
the Capitol to await the issue. On reaching
Bank street, he encountered Dixon, and the ex
change of shots took place, the latter firing first
Forde closed his remarks with a touching allu
sion to his wife, wh < by his incarceration would
be deprived oi her protector. He was then re*
mauded to jail.
The last arrival from Europe bring 9 intel

Alexandria case, and that vessel is proba
bly now at liberty. The same principle of
law being involved, it is understood that
this decision coverts the alleged Confederate
rams, which, for some months past, have
been tied up iu Coventry.

Melancholy Report.
It is reported, says the Enquirer of this morn
ing, through a letter received here from the 17th
Georgia regiment, of Longstreet’s corps, that
Capt. Wm. H. H. Bennett, attached to the Com
missary department iu Gen. Henning’s brigade
is either killed or a prisoner in the hands ot th
enemy. He and others were cut on a foraging
expedition recently, when a squad ofljthe enemy
came up with them and they were compelled to
leave, and those ot the men who had reached
camps report that the last, they saw of Captain
Bennett he was fleeing and the Yankees were
shooting at him. We conclude, therefore, that
he is either killed or wounded and in the hands
of iho enemy. We hope, however, the next
tidings will bring news of the safe arrival of our
young friend in camps.

nett’s Fords' Two brigades of their infantry
crossed at Morten's in the forenoon, bat were
quickly driven back. They appeared again,
wben a portion of cur troops were sent across the
river and repulsed (hem, driving them back and
killing a considerable number. Oar men re*
turned and recrussed yesterday morning, and at
last accounts were silt »nj the other side. Heavy
firiug of artillery and musketry was heard at
intervals during the fort noon of yesteiday, and
up to one o’clock. We hud no casualties Satur
day.
This movement is not believed to he a general
advance. Meade’s army is not in a suitable
condition for such a step, and the condition of
the roads just now constitutes another impedi
ment. As the demonstration was simultaneous
with that on the Peninsula, the presumption is,
that it is for some other ulterior object—proba
bly to tap the railroad, and interrupt our com*
munica'ion with the army. A short time will
develope their purpose.—[ Richmond Whig, B.b.
Meeting of Sharks.— -The Marietta Rebel
says: *
We are informed 'bat a meeting of gome forty
or fi’iy of the leading ci'iasns of Milton county,
in the Chattahoochee Yal'ey, was held at A!
pbaretia, on Tuesday, the 2d day of February,
on the subject of supplies, and for the eetablish
mem of pricer. They pss-ed resolutions put*
ting the price of corn at $lO per bushel; flour
65 cents per pound ; wheat, S2O per bushel;
lodder, iO cents a bundle Those present, as
we are informed, reported a surplus of ooru in
their po-session of 40,000 bushels, Soldi«-rs’
families can not obtain these articles even at these
unheard of rates. One man charged SSO for a
two horse load of shucks. Another who has a
surplus of corn, offered to take 75 cents in silver,
or SSO per bbl. in Confederate money. Another
who has corn enough to last him two years, re
fuses to sell at any price. We are told that these
sharks are carrying on their extortion without
interruption. Surely the strong arm of the
govern ment can reach these vampires who are
sucking the life blood of the nation, and teach
them that a decent respeot for the opinions of
their fellow man must be observed, and that suoh
outrageous extortion will not be tolerated.
From Mexico.
The following Mexican news is obtained
from late Texas papers:
Twenty six thousand French troops have
landed in Vera Cruz to reinforce the Itnpe
ria lists.
A large force are inarching on San Luis.
Juarez is fleeting before them. He sought
a refuge in Mooterey. Gov Vidaurri pro*
posed to permit citizen Juarez to remain
there, but he would not recognize President
Juarez.
Matters at Laredo were quiet at latest
dates.
The Yankee force at Brownsville is esti
mated at 5,000 to 7,000. Gen Ord has ta
ken command there, who issued orders
upon his arrival for the entire force to be
ready to match in three days. The bad
weather prevented his moving however.—
Brownsville is fortified by a circle of re
doubts, extending from the convent to the
garrison inclosing the city. They are as
yet incomplete, and not furnished with
guns.
Poiot Isabel and Brazos Santiago are al
so fortified. The former with very heavy
guns.
The Federate are enlisting Mexicans,
who they claim to be loyal citizens ot the
United States. They have about a thous
and of them. It is reported that they are
dissatisfied with theii officers who are Amer
icans.
It is reported that the Mexicans and a
portion of the regular troops will be lef t to
occupy Brownsville while the balance of
the force will marca to the-Nueces. They
have obtained about eighty horses ou this
aide and about 2,080 horses and mules from
the stock in Cameron county. They seized
all the steamers jn the RioGraude but the
Alamo, which is stilt running from Mata*
inoras to the mouth.
The United States consul of Matamoras
has announced in any future difficulty, or
in ca»e ot an attack on that city by an out
side force, ihe United States troops would
take posession of the city to preserve or
der.
Some reports state the French had ar
rived at San Luis Polost, and taken posses
sion, which caused the family of Juartz to
fly to Monterey.

TWO HUNDRED AND FIFTEENTH DAY
The bombardment of the city was re
newed about uine o’clock Monday night
and continued to 9 o’clock Tuesday mo'rn
ing, during winch time seventeen shells
were fired at the city. The enemy were
engaged during the day in constructing
between the three hundred pounder Pa,rrotts
on Wagner, two large embrasures lor guns
dtiected upon the channel.
A fifth monitor made its appearance in*
side the bar Monday morning. In'other
respects the fleet is unchanged.
The enemy’s batteries aud our own on
James’ and Sudivun’s Islands continue to
exchange a few shots daily, tfie firing some
times being quite orisk. The official dis
patch published in our telegraphic columns
this morning confirms the opinion express*
ed some two weeks ago that most of the
enemy’s troops on Morris’ Island had been
withdrawn for an expedition elsewhere.
Three Yankee deserters belonging to the
55th Pennsylvania Regiment, stationed at
Hilton Head, arrived in this city Sunday
night, and registered their names on the
Provost Marshal’s books. Their names
are George Bruce, James Rogers and Pat
rick O'Neal. They state that they were
forced into the service as conscripts, and
were determined to quit it ou the first op
portunity. They also report much dissat
isfaction among 'he Yankee troops at Hil
ton Head, especially among the Yankee
troops at Hilton Head, especially among the
conscripts^—[Courier, 9th.

Democracy—speaking of the usurpation#
of the Lincoln Administration, says;
Is it probable that toe people will entrust
power to such maniaco again ? No! It
would bd shackling themselves with a worse
tprinent than even the old man of the sea
was to Sinbad. This Administration has
been a heavy burden to carry, but, like Sin*
bad, the people have borne with it quietly,
if not patiently, till the opportunity has
come to throw it off. It ha> been literully
made drunk with power, and the#people
must seize the moraenlydt the next election,
when its grip relaxes, to fling off the incu
bus, and stand once more before the world
as freemen. There is every indication that
tUis will be done. If the people are let
alone, a revolution of opinion will effect
it. If it is attempted to overawe and
coerce them, then another kind of a revolu
tion is the only alternative.

Anti Substitute Law,
Judge O. A. Locbiane ot tho Superior
Court Macon Circuit, delivered an original
and highly important opinion under the
act repealing the substnute law in the
case of Dermis Dajey and Phi'lip Fitz
gerald vs. Major C J Harris, yesterday
morning, Feb. 11 th.
lie held it was not only the right, but the
duly, of a nation to protect itscit, and that
any contract or right flowing out of tho op
eration of law which came in conflict, with
the preservation of the Slate, was an un
constitutional act—not obligatory on the
law making power, and within the constitu
tional power of the Government to repeal.
That if tho act allowing substitutes was
to be regarded aa a contract discharging
principals from being called into the service,
it was then a contract that the principal
should not fight in the defence of the coun
try when it was endangered, and such con
tract was unauthorized by every principle of
constitutional law. It our first Congress
had agreed Urexernpt all men from Taxa
tion durum the war who paid into the
treasury S6OO, such exemption could have
been set aside by any subsequent Legislax
lure when the public safety and selfxpres
vauoo of the Government demanded it.
He held that the interest of every citizen
was the same as that of the Government of
which he formed a pait, and the military
service rendered by the substitute was just
as much rendered to ihe principal, as a
citizen of the Government itself-—ms life,
his honor, his property and hi.-, liberty were
defended by the act, mm the consideration
inured to him as a member of the society
which composed the Government.
Contracts and vested rights must all bend
to the exigencies ot the Government, of
which the legislature was the judge, and
any act ot tho legislature eontraveniniug
the public interest, may be repealed when
the safely of the people becomes the su
preme law.
