PENrasiJi,A.—The recent advanoc of tbo Yan
kees to tho Chlckahominy, says the Itichmoud
Whig, and , their sudden retreat—without any
apparent objeoi — is explained by the statement
of one of tho prisoners recaptured yesterday.
It seems that the plan of escape, which has been
in progress for at least three atom Its, has been
known to the authorities at Washington for tev«
oral weeks. It was expected that the prisoners
would .succeed Sunday night; and to eo»cperate
with them and pick up such fugitives as might
chance to reach the river, a force was sent up
from Williamsburg and reached the Chiokahom
iny Saturday night. The staieinont is very
plausible and is no doubt eorrefet. The move
ment, vo;y probably, contemplated a general outs
break of ad the prisoners at Richmond.
From Bitidle T«UH«Bfits.
An intelligent citizen of H :shviiie, who left Giles
County about two weeks ago, says the Dalton
Confederate, oi the 12cfi inst., states that the
spirit oi resistance to tho Lincoln despotism,
among the people oi Middle Tennessee, is stronger
and more general than ever before. He believes
from his own knowledge and information de
rived from conversations with the citizens of that
overrun, duspoiled, oppressed section, that (he
return of our army to that section will ensure
an addition of at least 25,000 troops to its effec
tive strength. Moat persons placed the esti
mates at a much higher figure. Two regiments
had already cowo out from Middle Teaneeiw, and
men were coming out, singly and in small squads
every day. Their object seemed te be
to go to forest. It is cause of regret that more
of thorn do not join the] infantry, who are the
teal, main bulwark of our deiouse. Wo have
enough cavalry, already, if they will do their
whole duly, and sorvo as adjunct s to the infan
try, instead of superseding them.
Our informant, represents ihat provisions are
plenty rei Middle Tonnes' oo„ generally, and one
dollar m Confederate money will buy about as
much as five dollars in Georgia.
Gan. Brags.—The Montgomery Mail es the
llih inst., says: “Gen. B.axtou Bragg is needed
m this department, and we take it the Dre&ident
couid perform no more acceptable servioe than
by assigning him to its supreme command. Tho
lato events in Mississippi, and the precarious
position of Mobile, render it all important that
this department .should have at its head the
ablest commander at the disposal of the Presi
dent. That man, bojend question, is General
Bragg. Johnston cannot be spared from Geor
gia, Lee cannot bo spared from Virginia, nor
Beauregard trom Charleston, but Bragg can b«
ordered from fats temporary retirement to active
service in a sphere whore he is so much needed.—
Give us Bi ugg fer this department.”
lialloiiH Lighting efCttlex,
In our issuo of Friday last, Bays tho Charles
ton Mercury, we copied from au exohogo paper,
the following paragraph :
‘•An ingenious Frenchman has discovered a
most economical way of lighting cites, and pro
p->. es to apply it to Paris. Balloons, from tho
cars of which are to emanate an eleeirie light, are
i<> bo fixed he certain stations, and hftver over
tho city, at tho proportion of out balk.ua to 89,-
00c persons."
Tho “ingenious” Frenchman, it +s Just possi
ble, caught his idea from a South Caroiiniau ; at
least he has buen anticipated in hts discovery
by ono of our citizens. It is now some eight or
leu years s-iuco Mr W Ci!atore-,Siinais in a letter to
tho Chamber of Comm rue, which was published
in buih our city papers, indicated the discovery,
lie said ihetiuie was approaching when-cities
w .itirt bo lighted by liaiioomr. What is
itious” iu ute Franchusan, was parhups thought
very ridiculous iu the South Carolinian. I is
ccrutin that it occasioned no inquiry, whatever
might be ihe comment upon St, and tbo n,tutor
fdtl (lead from ihe press. Mr Bimmi' idea, as
wo uiulerskaod it, is that the balloon ascends
until it obtains tbo necessary elevation, and is
thuD to be anchored ; when & povyerlul light, such
as the Calcium or Drummond, is to be employed.
Fop a city like Charleston, which occupies thrice
tbo spaoo to its population as Paris, he calcula
ted that i ri.ee balloons would give us adequate
jighf, in all parts of the oily, equal to the moon
a fall. Tho same gentleman, in the name letter,
expressed the opinion, that while drainage was
o: very iirtio importance to the health of a city,
veutiUrion vrai au absolute e.-scntialj and he
went on to Bay that the time woa’M come when
cities wonld be ventilated by steam ; an idea for
which some ingenious foreigocr may oae day
make himself famous.

President Lincola is said tohnve a goad joke

[From tho London Correspondent of tho Phila

PRESID KH'lfLlKeoLM’s MESS AG E— D AVIS ’ DITTO.
The annual messages of Mr Lincoln
Mr Davis havd been re-printed in extenso
by most of the London papers, ajid, ot
course, accompanied by the criticisms of
the respective editors. The Times devoted
a column and a hall to the laudation of th/5
latter, interlarded with its usual objurga
tions upon Mr Lincoln and his Cabinet, aDd
the Northern causa generally. Its tenor
may be gathered by the last sentence ofthe
article, which is an epitomized summary
of the whole, viz., thut President Lincoln’s
message is “the most cold-blooded political
document ever written.”
ENGLISH OPINIONS OF AMERICAN AFFAIRS.
On the whole, however, I think the effect
haa been favorable, and that iheprodomk
nant idea gained by the peopie, generally,
after reading the two messages, is that th
North is as firm and determined as ever,
while symptoms ol despondency areappeat
tug in the Southern horizon. This impres
sion has been confirmed by the announce
ment, in a private telegram, received in
Liverpoo., to the eliect that rumors ot peace
negotiations weie prevalent at New York
at the time the last steamer sailed. Thu
most important statement, however, was
made by the Liverpool Post ol the 21st
instant, winch reads as follows:
“We consider ourselves in a position to
state that Lord Lyons, in a dispatch to
Lord Hassell, Irom Washington, announces
that the war in America will be ierminitted
within the next three mouths. The Con
federates being in the greatest extremities,
will have speedily to propose armistice, la
our informant we itave the fullest possible
confidence. Possibly Mr. Lincoln’s procla
mation has releret.ee to the facts on which
Lord Lyons grounded his conclusion.”
There has been no further confirmation
of this rumor, and neither the Times nor
any oilier London journal Iras commented
upon it. Such a possibility is too dreadful
for them to contemplate.
Making Shot. —The high price of shot
makes it necessary for every one tu manu
facture the article at home. This is easily
and quickly done by first casting lead into
sheets of the thickness of tho size oi' the
shot desirea ; say from three an
inch upwards. It a mould cannot "be in
vented pound the lead on a piece of sheet
iron, and hammer out to a uniform thick
ness. After the sheets are prepared, cut
into little strips, with a pair of shear*, ob
serving that you form a perfect square, and
next cut these into little bus, stm preserv
ing the square. Now roll these liilie pieces
between a piece of marble, which must not
have too smooth a surface, and a piece ot
iron, weighing some three or four pounds,
and in a short time you will have a sooi
that will answer a better purpose than the
drop, lor the reason ihat they itave more
weight.—[Exchange.
