Slavery ix West Y’irginia. —To the surprise, ol everybody, the delegates in the West Virginia Constitutional Convention, at Wheeling, are loth to giv up skyory in their State, though by tin* census of 1860, there was not 10,000 blacks in all these counties, two Hurls of whom have now probably slipped out behind our army. These delegates don't want slavery, per se, and yet they have such scruples about the “rights of property.” that the dying' institution, they, in effee', give it new strength, and add to the evil they would lain remove.
