Washington, March 31. —The news today
is in exact accord with that program of
•the administration already outlined. There
are fr.-sh assurances that that program
still remains unaltered.
1. An immediate truce pending negotia
tions between Cuba and Spain for peace.
2. Recognition by the 'United States of
the gallantry achieved and heroically
n; 11i .! d . n 1. b n os Cuba.
3. Immediate relief for the unexampled
districts on the island caused by General
'Wcyler’s savage edict of “concentration.”
4. The offer of the friendly services
of the United States in the negotiation
of peace, if desired by both paties.
In the negotiations ifow in progress, the
president is willing to go to reasonable
lengths to save Spain’s “Face,” as the
Chinese term it.
A popular misapprehension should be
corrected. By the Constitution of the
United States the legislative branch is not
associated with the president in the con
duct of inter .-ourse with foreign nations,
except in three points:
J. Selection of the nation’s diplomatic
representatives.
2. Ratification of treaties.
3. Declaration of war.
A word as to the President 'McKinley’s
flimn ss. An impression es pliability and
indecision is created iu the public' mind
by the fact that the president has not an
nounced tb the nation a fixed and irredu
cible policy.
There is reason to believe that the im
pression is a wrong one. The president is
striving ncerely and most earnestly to
effect his program by peaceful negotiations
rather than by war. Therefore, as shown
above, the program necessarily must re
main for the president to be as firm and
forceful in war as he is friendly and -con
ciliatory in peace. Finally, will there be
war? It looks very expectable, but Spain
and not the United States must choose.
The above program will be enforced ex
cept the fourth point, which is only a
friendly offer. If Spain shal accede, there
will lie no war. Should she refuse, war
must follow.

Senator and Writer Meet on the Train Be
tween Macon and Americus.
Many odd incidents befall the guberna
torial candidates who are so industriously
touring the state at present, and a good
many of them will some day be printed.
But here is one that may be told at once:
The other day Senator Berner was trav
eling from Macon to Americus, and, ac
cording to a special in the Atlanta Con
stitution, occupied a seat in the passenger
coach with Dr. Golden, 'a well known Bap
tist divine of Cuthbert- Like everybody
else, they were talking about -the prospects
of war. and they drifted gradually into a
discussion of the comparative strength of
the European nations. Dr. Golden spoke
of the formidable army and navy of Eu
rope, and its wonderful fighting capacity.
‘‘That’s all true,” said Senator Berner,
“but 1 have recently been reading of the
(Russia, and am just beginning to realize
her power. When I went to school I used
to think, from st miring my Georgraphy,
that Siberia was a cold, barren trackless
waste, valuable in no way except as a po
litical prison. But I have just finished the
remarkable works of George Kennan on
Russia and Siberia, and he has given me
an insight into those countries that is al
most unbelievable. For hundreds of miles
north and south Siberia is as fertile as oar
own great wes', occupying about ttie same
latitude as lowa. He tells of the stories of
the minerals, and his description of the
wheat crop amt the agricultural prospects
ought to awaken the world tp a knowledge
that it has never had before.”
ks Senator Berner spoke a fellow -pas
senger. sitting just across the way. eyed
him rather curiously. He was tall. slim,
broad-shouldered man. with strong feat
ure.se, real black eyes, and a figure de
noting tremendous muscular strength.
When the senator paused the stranger
turned toward him and said:
“I .too. am very much interested in the
countries of which you speak, and I agree
w th you that either in times of peace or
war t would be well for rhe world to ap
preciate their strength and resources."
‘1 wish I could tell you more.” replied
the senator with that spirit of democracy

advise you tn read Mr. Kennan’s writings.
They are no: only exhaustive treatise on
the-subject, but are wonderfully well writ
ten."
"Thank you." said the stranger, smil
ing. “I wrote them myself.”
And he handed to Senator Berner a card
inscribed:
"Mr, George Kennan. New York.”
He was on his way to fill a lecture en
gagement in Columbus, and when the
senator's astonishment died down, all
three gentlemen fell into a discussion that
caused the other passengers in the car to
lay aside their newspapers and listen.
When Mr. Kenfian next appears in Forsyth
he will be Senator Berner’s guest.

WAR WOULDN’T STOP THEM.
Coastwise Steamers Would Continue Run
ning.
The officials of the Ocean Steamship
Company have noticed no decrease in the
freight handled by their lines since the
war scare has been on, says - the Savan
nah Morning News. It has been stated
that shippers have been holding back stuff
with the view of inducing the steamship
companies all along the coast to name
lower rates in order to get a chance w
handle the freight. It was said the ship
pers make show of being afraid to ship
on account of the probability of war and
the uncertainty of frei-ght reaching its
destination and being properly disposed of.
This may be the case at some points, but
the officials say that it is not true of Sa
vannah.
There has been only one product on
which receipts have fallen. This is cotton,
many of the interior dealers having ceas
ed buying. This affects the railroads and
also the coast vessels, as much cotton is
shipped to the European ports via New
York and Boston. The buyers have sus
pended operations on account of the un
certainty of the situation in so far as war
is concerned.
Speaking of the course to be pursued
by the steamship line in the event of war.
Vice President Eagan said yesterday that
its vessels would probably continue to be
run. iie admitted that th* pasesnger lists
would naturally decrease, but said that
provisions for their accommodation and
entertainment would probably be main
tained. There would be a great deal of
freight to be shipped even in time of war,
and the steam-ship line would be right in
for its transportation.
Mr. Egan said an additional expense for
the operation of the vessels with this coun
try at war with another would be encoun
tered in insurance. War rates are very
high, as the probabilities of a vessel being
captured or sunk is not regarded as slight.
The vessels of all the coastwise lines
would doubtless continue to be run as long
as freight was offered them and the insur
ance companies did not demand too high
rates.

Prorrinent Man of Fitzgerald is in Trouble
Over Double Life.
Columbus, Ind., March 31 —James W.
Miler, of South Bethany, who came to this
city about two riionths ago, surrendered
himself and pleaded guilty to bigamy, was
acquitted in the circuit court here Satur
day afternoon.
Miller acknowledged that he was mar
ried to Charlotte Wyman in September,
1895, in Belmont county, 0., separating
soon after and coming to South Bethany.
A few months later he was notified by his
brother in Belmont county that his wife,
whom he had left, had secured a divorce.
Miller then courted and married Miss
Nettie Griffin at South Bethany on the
first anniversary of his firsj marriage.
About a year later a babe was born to
them. Soon after it developed that the first
wife had secured no divorce. Mr. and Mrs.
Miller then separated until the matter was
lawfully settled.
The court exonerated Mr. Miller from all
criminal intent, but ruled that his mar
riage to Miss Griffin was illegal and void
and that if he desired to continue living
with his second wife he would have to se
cure a divorce from his former wife, pro
cure another marriage license anti have
the second marriage ceremony performed.
WILL CARRY A BIG CROWD.

Game of Ball at Milledgeville Will be Very
Interesting.
The first game of college ball of the
season will be played at Milledgeville Sat
urday between Milledgeville and the Mer
cer teams, zl large crowd of Macon people
will go over to Milledgeville on that day
and cheer the Macon boys on to victory.
It is said that the Milledgeville team is
stronger than it has been for years, and
that they will make it interesting for the
Mercer boys. At the first of the season it
was thought that the Milledgeville boys
woubld not be abel to get a team at all,
but some of the boys .went to work and got
up a team that is said to be exceedingly
strong.
The Central railway has granted a spe
cial rate of 75 cents for the round trip,
and several extra cars will be carried over
to accommodate the crowds.

Rev. Thomas Dixon Lectured at Wesleyan
Last Night.
A fairly good crowd heard Rev. Thomas
Dixon lecture at the Wesleyan chapel last
night on “The Dusk of the Century.”
Upon request of the audience this lecture
was substantiated for the one on “The
Almighty Dollar,’ which Mr, Dixon Lad
decided to deliver.
For about a half hour prccecdjng the
regular lecture Mr. Dixon spo-ke of the
conditions in Cuba, and said that he saw
no way to avoid conflict with Spain, and
that Cuba must be free.
His lecture proper was a delightful dis
course -and he held the attention of the
audience throughout his remarks.

of the new beat on the Ocmulgee river has
been raised, and the committee has had
no trouble in raising the amount.
The committee will go out again today,
and attempt to raise the rest of the stock,
and as soon as their work is completed
bids will be received for the building of the
new boat, which will be very much like
the one .which is now running on the
river.

IMPORTANT FOR MACON.
Something in the Wind That Means a Big
Improvement.
There is something in the wind, and
Macon will be the beneficiary.
A hint dropped this morning and a sub
sequent happening disclosed the whole
thing, but on account of the importance of
it qnd the fact that the. parties interested
have shown positively that the publication
of the f-acis now would-, in all probability
upset the plans that have been forming
for some time—months, in fact—the mat
ter is withheld for.the present.
It will interest Macon people, however,
to know that there is good news in store
for them, and when it is known it will
be admitted that it is better than anything
that has happened here for the last ten
years.
Singularly enough, the whole thing has
been kept a complete secret, and those
who are principally concerned have not
told anyone.
The nc-cessity for secrecy was imperative
but in a few days, it may be hours, the
News will be in possession of the facts.
Tne fact of the matter is that there is
something going to happen that Macon has
beeen crying for for many years. *
It will mean the employment of a large
number of hands and the saving of a large
sum of money to the city annually.
FULL OF INTEREST .
Wil! be the Meeting of the Carnival Com
mittee.
The meeting of the executive commit
tee of the Carnival Association tomorrow
afternoon will be .full of interest.
At one time it was thought advisable
to suspend the preparations for .the carni
val until it was known whether war would
interfere with the plans or not, but it is
the opinion of the committee that if there
is war it will be -all happily over before the
Macon Carnival, in which event 'the carni
val will 'be in place and a great many
preparations can be made now without
running any risk. At least all these mat
ters will be discussed at the meeting to
morrow afternoon and the reports of the
sub-committees will be interesting.
The meeting will .be held at the rooms
of the Chamber of Commence.
