Ferdinand, for a considerable period, resisted, but yielded at last, and on \pril 6, IX3O, or dered that an incomplete decree by Charles JV.. in 17X9, which appeared to repeal the Salle law. should be published and made perpetual. All the Bourbons protested, and the King endeavored to undo ills ac tion by what was called a “decree of derogation.*' but on his deathbed lie de clared that ills act was Hie result of mis representation and was therefore null and void. Tile brother of Ferdinand, usually known as Hon Carlos, but who indulged in the name and title at home of Carlos Maria Isidor de Borhon y-Borbon. infant of Spain, entered his protest before the death of Ferdinand against all the proceedings setting aside the Salle law admitting the female line, and declared himself the law ful heir-apparent to the throne of Spain, dtn med in t e|y on the death of Ferdinand tlie northern provinces of Spain arose and declared for King Charles, as he was styled, and these people were called Car lists, a name which continues to exist. Those who adhered to the existing govern ment. the government of the Queen Re gent. were popularly called Chrlstinos. Ihe cause of Don Carlos, dear to the Spanish heart as standing for bigotry and despotism, seemed at one time likely to triumph, but was betrayed by one of its generals. Morotto. Hon Carlos fled from Spain, and in 1X44 abdicated in favor of his son, the second Hou Carlos. Cabrera Invaded Spain In 1X49. but he neglected ills former practice of murdering and mu tilating his prisoners, and his efforts were not supported with the former enthusiasm. The second Hon Carlos attempted to enter Spain In IS4S and again in 1860, when he was arrested and signed a renunciation of his claims to the Spanish throne. The present pretender is a third Ikm Carlos, grandson of tht first, a son of Don Juan' He has made several attempts to over throw the government of Spain; the most formidable beginning in 1573 and lasting until 1X76. The Hon Jaime, who is de scribed as desirous of mixing in Spanish affairs ns head of the Carlists, is the son of the third Don Carlos. It is a noticeaible fact in Spanish history that no real curse ever permanently de parts from Spain. One of the permanent afflictions of Spain Is what may be termed < arllsni. In no other country is such a Party as the Carlists possible, it is a party willing to shed its blood for a ffOV ernment of the worst type of the four teenth century. There have been many Carlist risings, and they are perpetually expected. Sampson seems to excel in capturing fishing craft rather than in bombarding fortified cities, he wasted tons of steel on Kan Juan without accomplishing anything of real consequence. Legislating in the Interests of Capital. M hat possible objection can be made to running this war on a temporary loan in the form of treasury notes, non-interest beanng and redeemable in coin at the pleasure of the government, as has been often done from the war 1812 down? Who wants our bonded debt increased? The people need more ourrency in their daily business, that a treasury note issue, something like the greenb.uk would fur nish and even without a legal tender feat ure they would float at par but idle capi tal wants bonds to invest in and draw in terest on. •Walker, of Massachusetts, recently said on the floor of the House that they were here to legislate for the people and not for the hankers. But the vote in the House showed Walker’s mistake. The interest bearing capital of the world has always tried to have money scarce to increase its value. To increase the value of dollars means to reduce the Price of all that labor produces. Unless a dollar buys more it is not worth ore. One of the ways to increase the value of anything i s to lessen the quantity. Savannah, Macon and Atlanta will fur nish over half of Georgia’s quota of vol unteers. When it comes to an actual test •tue "town boys" are usually found ready to do their duty, says the Dublin Dispatch Grades in the Navy. The promotion of Dewey to the rank of admiral calls up the fact that the United States have had but two admirals, first, David G. Farragut, and David ID. Porter: only three vice-admiral*. Farr.vgat, Porter and Andrew H. Foote, mention.- the At lanta Journal in an interesting editorial on the subject of grades in the navy. Fastening the Gold Standard Upon Us It is already evident that tin 'Republi can party is taking advantage of present disturbed conditions to fix the single '.old stand.ir.l more securely and permanently upon this country. The gold standard Republican party, a.- a party, now stand fully committed to per petuate the exclusion of silver as one of the full money metals. The only reason now given for it is that silvt r is too cheap, it is a “dishonest, dol lar,” a “lifly-cent dolar.” With a secre tary of the treasury urging on con.grer.a legislation to more firmly fix upon ns the single gold standard, and a president say ing to a 'Belshazzar banquet of New York millionaires (to their great delight) that it was tlie true policy’ to always pay tne creditors in the dearest dollars, there can be no retreat, and the battle of 1900 will see no lodging on that question. Here Is an admission from Judge Atkin son's home paper, his own -personal'organ, that should convince the gentleman of the hopelessness of his ease. The Brunswick Times says: “Two primaries will doubtless be held for the election of governor and officers of state on June fith. One will be called by the regular Democracy and one by the ring combination. It is generally conceded that 'Handler will have a large majority of the votes cast in the Democratic primary, and that the strength of the ring will be con centrated on Atkinson.” A story in which there is a thread of romance is 'now 'being tohl of Admiral Dewey. According to report when a young man he loved a beautiful girl -who in turn had an affection for ami later married a Spaniard. If this is true, it is evident that when lie went into the engagement with the Spanish fleet Dewey remembered some thing besides the Maine. Says the Buffalo Times: “The address issued by the Archbishops of the Catholic church on the war is a. splendid patriotic utterance. But the record of the antiquity of the domesticated dogs does net even stop with the earliest known Egyptian monuments. Not only w ere such breeds known in Eu rope during the iron and bronze ages, but also during the antecedent neolithic or polished stum: period, 'i'biso have been de scribed by Professors Ruttimeyer and Woldrich, and those who are acquainted with the ililiiculty of distinguishing be tween some of the living species by the skulls alone will understand the laborious nature of the task. Still these authorities appear to have made out that tho Swiss neolithic dog(Canis palustris) had certain cranial resemblances to bath hounds and spaniels, and thus indicate an advanceil type, w hich is considered to have I een de rived from neither wolves nor jackals, but from some species new extinct. Two oth er breeds have also been recognized from the superficial deposits of the continent, and if. as is very likely to tie the case, any or all of these races are the forerunners of some of tho modern breeds it will readily he understood how complex is the origin of the mixid group w hich vve now call Cuuis laniiliaris.
