Macon, Ga„ May 19, 1898.—We, the
grand jury, chosen and sworn at the April
trim, 1898. Bibb superior court, beg leave
to make the following presentments:
C< HJNTY THEASUBER.
We find the books neatly and correctly
kept, and congratulate the county of Bibb
on the efficiency of the officer in this de
partment. The following shows the re
ceipt? and disbursements up to M trch 31

CITY COURTS.
The books of the clerks of the superior
and city courts we find in excellent con
dition. neatly kept.
The grand jury for .years past have per
sUten'lly recommended the building of a
fire-proof annex in the rear of the clerk
of the superior court office for the safe de
posit and keeping ofthe valuable records
of this county. The county commission
ers, for some reason unknown to us, have
failed to build said annex, and we do here
by emphatically request that this be at
tended to at once.
We would also recommend that the
county commissioners enlarge the present
office of the city clerk, as, in our judg
ment, it is necessary and can be done
without a large outlay to the county.
ORIDIN'.MRY.
We find all the books in this office kept,
in a careful and .neat manner and with
such system as reflects much credit upon
this efficient officer and his capable as
sistant.
We would recommend ‘that a competent
person be employed by the county com
missions to arrange the legal papers and
book now stored in the garret of the court
house and place them on file in the office
of the clek of the superior court. These
papers have been neglected, and former
grand juries have made the same request
without avail.
OGL NTY 'COM'M'HSSTON'E.RS.
The books of the qounty commissioners
have been cart fully examined, and every
entry checked. We congratulate the coun
ty of .Bibb on the manner in which this
office in conducted. The folowing will
show the amount paid out by this county
for vaccination, medical attention and
building pest botlse during the recent
small pox scare—s4,B39.lo.
IBUTICHERS’ BOOKS.
We find a. great improvement in the
keeping of the butchers’ books. We find,
however, that a few of the butchers do not
give the color of the person from whom
they buy cattle. We would suggest that
they be more careful in the future.
JUSTICE OiF THE PEACE IBOOKS.
The justice oif the peace books, as a
whole, we find are unifomly neat and cor
rect. We recommend that the county
commissioners furnish a plain book for the
iustic of the peace docket, as the one now
furnished does not give the magistrate
proper room 'to write such things explan
atory of a great many’ eases, as is neces
sary for him to do. '
SHERIFF AiND Ji ATT. IBOOKS.
The sheriff and jail books we find prop
erly kept as the law requires. There are
now fortyieight prisoners in jail. We
earnestly recommend ‘that a heater be
placed in the jail, as we consider it neces
sary for the health and comfort of the
prisoners and the safety of the building.
TAX COLLECTOR AND TAX RECEIVER
We commend the tax collector on the
simplicity and correctness of his books,
which are easily understood and balanced
once a week. The following is a statement
of the tax collector as reported. He has

We find vouchers for all disbursements.
That it is the sense of this grand jury
from the data shown us in the comptroll
er’s reports that there is a Very, very
great injustice done the tax payers in this
state and county by the under valuations
of the railroad property in the state. In
our opinion the .pro-rata of taxes paid by
the railroads to this county are not in any
degree commensurate with the taxes paid
by the masses in the county, and we urge
our tax assesors and county commission
ers to look at once into this nfatter and see
if the citizens of this county are protected
from this gross injustice.
We find that all the many railroads cen
tering in our county, with ail their im
mense interests only pay to the county
$12,214. Over a hundred miles of railroads
besides their valuable terminal facilities.
One road with 1 6-10 miles only pay $72.43
taxes.
PUBLIC BUILDINGS.
We find all the. public buildings in the
county are in a fair and good condition
with the exception of the third floor of the
court house needs kalsomining. We would
tecommcmd that the closet on the first floor
be removed and placed under the steps in
the rear <rf the building, and also that the
closet from the furnace room should be
removed and placed in another part of the
ha-, ment, and the basement now is occu
pied by the tax collector and sheriff. This
should be convenient to these officers. We
further recommend that the property in
the rear of the court house be fenc. ,1 in.
HOSPITAL \M) CHARTTIES.
The Ross Home we find in good condi
tion with the exception of the inside of
some of the houses, being in need of
paint.
The inmates we find are well cared for
and properly fed. The boApital now con
tains, white males 26. white females, 43,
colored males. 33, colored females. 16.
white children 13, total 131. The expense
to keep tip the home for the past six
months, ending March 31st, 1898, was
$7,892.18.
We. like previous grand juries, earnestly
recommend that a chapel be constructed
at once and that the superintendent of the
MACON NEWS FRIDAY EVENING, MAY 20 fBgS.
Ross Home be required to request some
minister of the gospel to conduct’ services
in said chapel and attend burial services.
PUBLIC SCHOOLS.
We find the schools in the city and coun
try in a most <■ xeellent condition. The
teachers are not merely lesson hearers as
many were in the olden time, but they are
teachers in the true sense of the word.
Teaching with them is a science and the
highest evidence of it is the thorough
training which their pupils exhibited. We
congratulate the Board of Education on
the election of their teachers and super-

We find that nearly all of the school
buildings in the country are owned by the
Board of Education for the county and are
in fairly good condition.
We, however, find that the Union High
School building needs some little repairs
and also the Walden school needs paint
ing.
We find that some of 'the schools in the
country are in favor of male principals.
We get the following figures from the
superintendent’s last annual report from
1896-1897:
Total enrolled, 7.046. Os these 3,645 are
white and 3,401 are negroes. They average
school attendance for the-year, 5,197.
Total expenditures for the year. SBO.-
743.85. Os this amount $48,881.65 was 'the
county appropriation, $24,216 was the state
appropriation; balance raised by inciden
tal fees, tuition, etc.
We suggest that all possible economy be
used in the management of the schools,
as we all know values have greatly depre
oiatc-d, business is depressed, money mat
ters are hard and consequently taxes are
hard to pay.
We think that the country is entitled
to representation on the Board of Educa
tion. We think that three would properly
and fairly represent that section. We
therefore recommend 'that as vacancies oc
cur in the future that they be filled by the
election of members from the country un
til the number is reached.
ROADS, BRIDGES AiND CHAINGANG
We find the bridges of . the county in
good condHtion. The chaingang are prop
erly fed, clothed, and we think humanely
treated.
The roads are not so good as they should
be, owing to fifty per cent, of the chain
gang having been drawn from the road
work .and employed in draining ‘the river
sv.amp for two years past. We are in
formed that the canal will be finished in
a few months, and therefore we earnestly
recommend that the entire chaingang be
permanently employed in improving the
roads of our county and that a law re
quiring them to labor elsewhere be re
pealed by our -next legislature.
We find after personal investigation that
there is a certain class of people in Bibb
couty styling themselves loan associations,
money lenders and other false and fraudu
lent names, robbing the poor by- charging
exorbitant rates of interest, in a great
many cases amounting to 400 to 500 per
cent. We find after investigation they
cannot be reached on the criminal side of
the court for this infamous practice and
we 'therefore earnestly- request the repre
sentatives oif this county to use their in
fluence and frame such laws which will
make this practice a penal offence.
The war has come upon us, besides busi
ness depression has become intensified, the
necessaries of life are advancing, we there
fore think that retrenchments in every
branch of the public service should be the
rule where it can be effected without seri
ous injury or detriment of that service.
Tn conclusion, we thank his honor. Judge
W. 41. Felton, Jr., for courtesies extended,
and the solicitor general, Robert Hodges,
for assistance rendered. We commend our
solicitor general for his patriotism and
wish him a safe and speedy return with
victory perched on his banner. 'Mr. Roland
Ellis, his successor, we also 'thank for
courtesies.
