take when she forced aspirants for these
high ami honorable positions to scramble
for them to go ibefore the people with
their claims.
here is Judge Fish, an able, dignified
and. no dould. pure jurist, occupying a
place on the highest bench in the state,
foiled to go into th*' newspapers with a
card denouncing his opponent and most
severely criticising his methods. And this
is just the beginning.
On the other hand. Judge Gober, also
recognized as an aide and honest jurist,
is. no doubt, "showing up” Judge Fish in
the manner tii.it -eeni most necessary to
bis own succi s so far. of course, as is
h git imate and fair.
In other words, both windidates aro
making the usual political fight for the
place. They ane not exactly stumping tbo
state, but they are using circulars, open
letters and other forms of appeal, much
of which is tinged with pointed criticism
and even abuse.
Win re will this sort of thing and? Can
you not imagine? if not wait until the
number of applicants multiply. Then you
will see the same scramble for judicial
positions that you see for all other politi
cal offices. We may, ami no doubt will,
even see \laliama and Tennessee tactics

tion, the further removed from the people
is the election of judges, the longer the
term ami the higher the salary, the better
wilt he the results, the the bench
and the greater the confidence of the peo
ple. It is still our opinion that every
judge, from the highest to the lowest,
should be suggested or nominated, if not
actually chosen, by the members of his
own profession, they being, unquestion
ably. better acquainted with the qualifica
tions needed and the merits of the .aspi
rant, as well as being the parties most
direvtly interested tilerein; for it is
through the legal fraternity, after all. that
the public com* in contact with the judi
ciary. ami what concerns the people must
doubly concern their representatives be
fore the court.

Hon. O. H. Stevens won the nomination
for commissioner of agriculture. This is a
splendid move for the farmers of Georgia
and lib' Democratic party. We have noth
ing to complain of the present incombent,
Colonel Nesbitt, hut knowing Mr. Stevens
to he a good farmer and nolde Democrat,
we unhesitatingly say the state has lost
nothing. -Putnam Herald.
Fortner Capture of Santiago.
Santiago has been captured more fre
quu.ily than Havana, notices an exeaiuge.
Being t tie oldest city in Cuba it tris many
interesting historical associations. It was

the fountain of youth and gold. Bat in
spite of its wealth and importance the
French landed in 1553, and had little
trouble in capturing the city. They held
it until a ransom of sso,ooo was paid.
From this there were frequent attacks by
the numerous bands of buccaneers and pi
rat, s that infested the seas of that time.
But in 1662 occurred the attack of most
interest to us now. This was just a cen
tury previous to Lord Albemarle’s success
ful attack on Havana. laird Winsor, with
l.ss than 1.000 men, English and American,
• tl.ct.d a landing without much opposition
at Xquadores. the same town where Ad
miral Sampson was said to have landed to
eftect a junction with the insurgents.
These men marched all the way to San
tiago and took it without any trouble. The
(English exp, ,-ted to find large quantities
of treasure in Santiago, but were disap
pointed. as the wily Dons had removed Jhe
mo t of it. The English melted up the
silver church bells and to show their spite
blew up Morro Castle and destroyed the
cathedral. The Morro was rebuilt. ,In
li6t* a severe earthquake was experienced.

agriculture probably for the next eight
years unless the people decide to abolish

Mush Ado About Nothing.
The News. in common with the entire
Macon public, regrets exceedingly the un
pleasant sensation that has grown out of
certain remarks attributed to a member
of the Board of Education, and it Is doublv
to be regretted that there is a disposition
to make a public issue of th*- matter.
As for the personal dislike that called
forth an individual expression from a
member of the Board of Education, that
is a matter wrth which the public has
nothing to do. Nor can it, by- any process
of reasoning, be given an official coloring.
We are convinced That the member of the
Board to whom th.’ unfortunate expression
is attributed, had no intention of speaking
or acting in his official capacity, or in any
way involving the Board of Education in
the affair* We can only believe that some
one has failed to make the proper distinc
tion tn the matter.
For a memffier of the Board of Education
to act or speak officially in the way re
ported there could be no justification, but
any member of the Board has the right to
think or act as he pleases as an individual.
The whole affair is unfortunate and there
is no good reason why the flame should be
fanned. AVe are convinced that the whole
thing has been greatly magnified, and we
believe the gentleman whose name is con
nected with the affair will be as much sur
prised as anyone to find that so much tm-
portance has been attached to remarks
made private eitlzen. and. in no sense,
intended as an official expression. He is
too devoted to the work which the Board
of Education has in hand to do or say any
thing in his official capacity that would
in any way cause dissensions or involv. the
Board in an unpleasant and unnecessary
dispute.
The very least that the public can do is
to withhold judgment until the gentleman
himself has had an opportunity to explain
his action. This, however, need not alt-r
the opinion nor withhold ;he statement
which will be almost universally endorsed,
that the people of Macon do not -hare in
the feeling which found expression in such
an unfortunate connection. But it is cer
tainly not necessary to hold a public meet
ing or make any other unseemly demon
stration to establish this fact. Our peo
ple simply do not coincide with the gen
tleman who chose to expnss his opinion
without reserve, and that is all th<-re is
to it. It certainly should not be necessary
to call a mass meeting to express our dis
approval of one gentleman’s remark about
another. We can disagree with th- one
without deifying the other. After all. it
is an individual matter, so why should we
make such a noise about it.
The News’ circulation has the two ele
ments which are neeesasry to make it a
valuable advertising medium —quality and
quantity. It circulates among the people
who buy.
The very heavy cannonading heard in
western Nebraska is bnly the corn shoot
ing out of the ground, declares a native
liar of that state.
Tammany is about to borrow $10,000,000
and will issue gold bonds for the amount.
This is akin to party treason.
WHO w7ll be major?
Contest Among the Officers
of Immunes for the
Place.
Captain Edward Wilson, of Atlanta, and
Captain Yancey Carter, of Hartwell, are
rival candidates for the position of major
in Colonel Ray’s regiment. It was under
stood that if Captain Wilson could takt
a full battalion of four companies out of
Atlanta he would be made a major, but as
Atlanta will only furnish three companies,
the promise is not considered binding, and
Captain Yancey Carter has announced
himself a candidate for the position.
In this connection there is an interesting
story of a racy interview between the rival
captains. It is said that Captain Wilson
asker Captain Carter to vote for him for
major, saying that the choice would prob
ably be left to a vote of the captains.
Captain Carter flatly refused to vote for
Wilson, saying in so many words that he
was a candidate himself.
Colonel ißay will have the selection of
two majors and a lieutenant colonel, un
less the war department should see fit to
assign these officers to the regiment from
the list of officers i>n the regular army.
Colonel Ray’s regiment wifi be composed
of ten companies from Geongia. one from
South Carolina and one from Florida. It
will be kn< | n as the Third United States
Volunteers, and is not to be confused with
the Third regiment of Georgia volunteers,
for which the formal call is daily expected
by Governor Atkinson. Colonel Ray’s reg
iment has -Macon for its place of rendez
vous, and the recruits are being enlisted
here.
In this regiment there are three compa
nies from Atlanta, .and Edward AVilson, H.
11. Colquitt and Charles K. Maddox are the
captains.

vestment. The fact that small subscribers
have preference stimulates the demand
among small capitalists or even men of
moderate means.
The United States fours of long date,
due in 1925, are quoted in the market at
124, which is nine points above the 3 per
cent basis, which for that series would ibe
115. The eight year fours are quoted at
109, ana on that basis 3 per cents to run
ten years should be worth 105, with the
prospect that the end of the iwar will make
them worth a iiittle more.
There is a good deal of comment on the
alleged fact, stated in the press dispatches,
that the Seligmans are opening subscrip
tions for these bonds in London, Paris and
Berlin. It is explained by a financier ac
quainted with the historv of the Seligmans
that this house has (been favored .by every
RepuibUicau administration since the war
because the Seligmans assisted Abraham
Lincoln in placing United States .bonds in
Europe, particularly in Germany, when
England sympathized with the Confeder
acy.
it is also suggested that there may be
deeper reason, and that the administra
tion may wish to scatter some United
States bonds through Europe in order that
the pocket nerve may operate in favor of
this country.
The report that Emperor 'William will
interfere in the Philippines is regarded by
bankers as a stock jobber’s invention, cir
culated for the purpose of depressing the
market.
