Was Held by the Colonel Yesterday
and Everything Was Found
in Ship Shape.
Service® were held again at Camp Price
last night. A large number of soldiers at
tended the meeting and also a large num
bar of people from the city were there.
Much Interest is being manifested by
the soldiers in the meetings and a great
deal of good is expected to be accomplish
ed.
The weekly inspection by' the colonel
was held yesterday. 'All the company
streets, the tents and equipments of the
men were inspected and everything was
found to be in tiptop order.
The health of the men in eamp is im
proving and only a few are on the sick list.
Scarcely any men have reported at sick
call In the laet few days.
Majors Gordon and Wylly received their
commissions yesterday and were sworn in
by United States Commissioner Irwin at
once.
All of the companies are progressing
finely in their drills. One of the best
drilled companies on the ground is Com
pany “G,” in command of Captain Wheat
ly-
Thr soldiers in camp are very grateful
to the people of Macon for the kindness
shown them. The books and papers sent
down yesterday by the library were re
ceived with great pleasure by the men in
cam p.
The deserter who was captured some
weeks ago is till in camps He will rrob
ably be sent to Tampa to the regiment
from which na desert?! some time this
week.
The guns for the soldiers have arrived
but they 'have not been issued to the men
yet. 'Every one in camp is anxiously
awaiting the time when the guns will be
distributed.
Yesterday afternoon the members of
companies “K” and “A” had two of their
best runners pitted against each other,
Several one hundred yard races were run
and company “A” won the majority.
The tallest man in camp Is Sergeant
Brooks Clarke. Sergeant Clark is
football veteran, having played with Cor
nell and the University of Georgia for a
number of years. He is six feet four
tain Walter Wheatley. Company "G."
Inches in his stocking feet.
There is no officer of the guard.
The officer for today at the park is Cap
tain Walter Wheatley. Company "G.”
Everything is progressing smoothly and
the men are better satisfied than they have
been heretofore.

PREACHER MAY PAY.
Ten-Cent Stamp Will Have to be Placed on
Marriage Certificates.
From the Savannah Morning News.
One of the features of the new war rev
enue meausure, which is not the least in
teresting, is that stamps will have to be
put upon certificates to marriage licenses
issued from th- office of the ordinary.
The law r« quires that a tax of ten cents
shall be paid on all certificates required
by law whoch are not specified in the bill.
This certificate is required by law and it
'as not one of those in the bill, hence on
every certificate to a marriage license a
10 cent revenue stamp will have to be
placed.
In this state only one certificate is re
quired, that made by the preacher or official
marrying the parties. The license and cer
tificate are then returned to the office of
the ordinary for record, after which they
are given to the parties to the contract.
Under this arrangement it looks as if
the preacher or the justice of the peace
will have to pay the tax. The preachers
and justices who keep a supply on hand
at all times of the the necessary stamps,
and furnish them to their patrons, may
perhaps do the biggest business. The stamp
tax measure is going to engender all sorts
of competition, and who knows but that
this may be one feature of it?

Construction of the Law as
Applied to Issuing of
New Stock.
Washington, July I.—On the qeustion of
the construction of that part of schedule
A, of the act of June 13, 1898, imposing a
tax on each original issue, whether on or
ganization or reorganization or reorganiza
tion of certificates of stock, it is held by
the commissioner of internal revenue, in a
circular issued today that the meaning of
the words “original issue” as therein used,
is limited and controlled by the words,
"whether on organization or reorganiza
tion,” and that therefore the only certifi
cates of stock on which the tax of 5 cents
on each hundred dollars of face value or
fraction thereof" is imposed by this act
are those certificates issued on or after
July 1, 1898, on the organization or reor
ganization of a company?
It is held further that in the case of a
corporation having, for instance, an au
thorized capital stock of $400,000,000 of
which It has issued only $500,000 prior to
July 1, 1898, and on or after that date find
St necessary to make one or more addi
tional issues, under the authority possesed
by it, each additional issue thus made is
an "original issue” within the terms and
meaning of the statute under consideration
and the certificates of such Issue are sub
ject to the tamp tax.
Where any original certificate issued is
presented by the holder to the company or
corporation for the issuance of another
certificate in lieu thereof the certificate
or certificates thereupon issued to take
place of the original certificate, could not
under the law and language and limitation
of the statute above cited, require any
stamp as long as there is no sale or agree
ment to sell, or memorandum of sale, or
tranfer of those certificates Issued in lieu
Os the original.
In case ot sale, where the evidence of
transfer is shown only by the books of
the company, a tax of 2 cents is required to
be paid on each SIOO of face value of frac
tion thereof and the stamp representing
this is required to be placed upon such
books.
Where the change of ownership is by
transfer certificate, that is to say the exe
cuted authority to 'transfer Is contained on
the back of the state certificate which is
to be transferred, the stamp must be plac
ed on the transfer certificate, that is to say
upon the surrendered certificate containing
the transfer.
In eases of agreements to sell, or where
the transfer is by delivery of the certifi
cate assigned in blank, there must be exe
cuted a memorandum thereof, to which the
stamp is required to be affixed.
• Under the ruling herein stated, in a case
that may be supposed, of a man who is the
owner of a certificate for 10(1 shares of
stock and wishes to sell ten shares of
them to another peron, the result being
that pne certificate would be isshed for
the ten shares sold and also one additional
certificate for the ninety shares still re
maining with him, the certificate for the
ninety shares issued, with the certificate
for the ten shares sold, In lieu thereof,
does not. require any stamp representing
the tax of 5 cents on each SIOO of face
value of fraction 'thereof, as It Is not an
original issue. The only stamp required
with reference to those certificates is a
stamp on the transfer for the ten shares
sold, representing payment of the tax of 3
cents on each SIOO of face value of fraction
thereof.
In another case, stated for illustration, a
man holds several certificates for shares of
stock aggregating 100 sharese and for hls
convenience calls upon the company to
issue to him in lieu therof one certificate
for 400 shares, there being no sale, or
agreement to sell or memoranda of sale
or delivery or transfer of this new certi
ficate the statute does not require the affix
ing of any stamp thereto.

Republican club were crowded last night
with visitors and members to welcome the
president of the club, Chauncey M. De
pew, after his trip abroad. There were 300
guests.
Mr. Depew told of the recognition he re
ceived and how well the club was known
there.
Aftre referring to the anxiety over there
regarding the war, he said:
"The Englishman understands us well,
but the Frenchman does not know any
more about us than does the Chinaman.
The victory of Dewey and the heroism of
Hobson have done more to still the tide
of criticism against us than could possible
be done by any diplomat I know.”
He said England held back Germany,
Russia, Italy and Austria from interfer
enca and strongly advocated an Anglo-
Amedican alliance.
"There Is a colonial posssession desire,”
he said, “lit is in the blood, and no power
can stop It. Though we have entered upon
it In haste, we will uphold it with the
strong arm of the -military and navy. A
people of the same intellect and blood are
In hearty accord with us in this crisis,
for the civilization and humanity of the
world.”

ry Howell has Issued a circular of instruc
tions to all collectors of customs fixing
the rate of stamp tax to be required on
all customs papers under the new revenue
act.
All custom bonds will require a 50 cents
stamp, all entries for consumption or for
warehouse 25 cents to one dollar according
to value of invoice.
