New York, July 2.—A dispatch to the
Tribune from Hong Kong says:
The condition at (Manila, according to
the latest advices, remains substantially
unchanged. The insurgents have invested
the city prety completely on the lanward
side and Admiral Dewey securely holds
the bay.
(Between the tw'o beleaguring forces a
satisfactory understanding seems to exist,
so that there will be no attempt of occupa
tion of the city by the insurgents until
Admiral 'Dewey gives the word, and that
will not be until the first detachment of
General Merritt’s army arrives and is
landed and can march into the city to take
control of It and safeguard life and prop
erty.
The foreign residents are somewhat pan
ic stricken at the near approach of the
insurgents, but there is no reason to ap
prehend any emergency that will call for
i or justify the landing of marines from bhe
foreign warships for t'he protection of tae
city.
The American ships and men a’-e in good
condition and are in readiness for an Im
mediate movement upon the city as soon
as the troopships arrive, that may be any
day. In fact, the ships are now overdue,
reckoning upon the basis of the sneed made
by them from San Francisco to Honolulu.
No uneasiness. : s felt for their safety.
There are no Spanish wars,lips in the Pa
c’flc that could me test them.
The theory is widely held here that they
have stopped for a few days on their way
to take possession of the Caroline or the
Marinne Islands. In that case Admiral
iDewey will feel amply repaid for the extra
days of waiting he he has had to endure
and the’ir belated arrival will be all the
more welcome.

Jamaican Authorities Will
Not Allow Boats to
Land.

faica, July 2—'Action has been taken by the
Jamaican authorities which will interfere
very seriously with the wo.k of the Amer
ican newspaper dispat n boats running be
tween the coast of noa off Santiago ds
Cuba and <Port Antonio, the nearest point
at which news in regard to events trans
piring at the seat of war can be cabled to
the United States.
The quarantine board of Kingston has is
sued an order that these boats must not
be entered at or cleared from Port An
tonio without permission of the board, but
must go into quarantine until after in
vestigation. This will detain the boats
here several hours at least and in some
cases a day or two and possibly longer,

It is hoped, however, that the quaran
tine officials may be induced to show clem
ency in this matter despite the strict rules
applied this season to ordinary vessels ar
riving from Cuban ports; because the dis
patch boats do not enter Cuban ports as
there are none of these they can enter
now, and when they are not at Port Anto
nio they are on the high seas, simply en
gaged in carrying dispatches, which are
transferred to them by small boats a mile
or more off the Cuban coast, and they
have no direct communication with the
shore. They have been running to Port
Antonio daily for six weeks past, as there
is no other means of getting news to the
United States promptly.
The only direct cable communication
with southeastern Cuba is by a line re
cently established by the Americans at
.Guantanamo and Juraga, which runs to the
United States byway of Hayti; but this
line is occupied almost exclusively in car
rying official dispatches between the army
and navy representatives at Washington
and only the most meagre telegrams can
be sent ever it.
If the Jamaican authorities enforce the
quarantine regulations strictly against
newspaper boats which are maintained at
great effort and expense, Jamaica will have
to be abandoned as a point of filing dis
patches and the public of the United
States and other countries wjll receive a
greater delayed service of news regarding
the progress of the war.
