Offices: Corner Second and Cherry Streets: A Policeman’s Duly. The S.r. innah Press has a timely edi torial on cruelty to animate which applies to Ma on wild equal force. It is entirely uiiiiei ex-ary to revive a society for the prevention of cruelty to animals, as the j'rexs . 11.;*,. ■ls the police do their duty. Every polo < official is bound to notice any . are of th- Ity to animals, and the chief of polo< Mould remind his men of this pai; of their iuty 1 11' state law and tha < ity ordiuati ■ protects dumb animals from i i m Ity and every officer of the law is tin- proto or of the dumb animal. If in fails in his duty in this respect he is as. bad as the offender. The Press says: 'loo many people forget at this trying season of the year the duty we owe to dumb animal*. Horsts ami beasts of bur d n driven through the sun should re ceive constant care Many a poor animal suffers from thirst and sun ami overwork. Tills is a real evil, although it is hard to make some people see it. The hack horses ami truck teams in Savannah are very frequently neglected and aiiusid anti there are no authorities in Savannah dele gated with porter to look especially after these poor bea ts They are driven day ami night, often overloaded, and fre quently beaten when tired nature rebels against further efiorl. How often are they fed and watered during the rot hours of the day? The man who mistreats- his beast is almost as had as a brute hlm silf. but many people neglect their ani mals from inadvertence. The man who starts out to champion the cause of dumb animals will get a great deal of abuse ansi will be rated a nuisance by people who prefer to work their abuse# without out side interference. Put such a man will do a greit deal of good in a community. He will have public sentiment on his side. The law is already with him and any of our local courts will enforce thise pro visions which protect the beasts of bur den and other animals. There are plain statutes in the state laws witli punitive provisions and the man who, through ma lice or ignorance, violates them should be brought to book. Who will take up this matter and revive the old Georgia So ciety for tlie Prevention of 'Cruelty to Ani mals in Savannah? It is a matter worth looking after. Chatleston New. and Courier: ‘‘Th" Spaniards now probably regard Cervera’s dash into Santiago as dasher bad strat egy." Great Copper Mine, Only 12 miles from Santiago de Cuba are the celebrated copper mines, said to be among the largest in Hie world. Few Strangers leave Santiago without inspect ing them. Cobre village i« one of the oldest on the Island II hi otdinarily a population of 2.0U0 ami is situated in a valley. It may be t, unhid by boat ami ears, or by horses and volatile. The ears run only three or four times a week, connecting With the boat from Santiago, and starting from the station on the other side of the bay. The pleasantest way of making the journey is to start about 6 o'clock in the morning, and in a volante, enjoy a cool, romantic and beautiful ride of about two hours. The mines are the property of an En glish stock company, whose general mana ger is a Spaniard. About 250 men are usually employed, and they have six cap tains, who in turn have five assistants. Most of the captains are practical miners from Cornwall or Wales. The assistants, as a rule, are also miners from Great Britain. The laborers are mostly colored men and Chinese. The mines are situated in a wild locality in the valley of the Cobre iMomitains. The various buildings, ma chine shops, furnaces and the homes of the worknu n make up considerable of a village. Upon hte death of Diego Velasquez, the conqueror of the island, his followers, in 1524. began to get copper out of these mines. In 1544 Hernando Mine/. Lobo tried to interest ihe authorities in the en terprise. but the lack of intelligent work men prevented anything being done. It is said that Hernado Cortez got great fee.ilth from this source. Many of tht In dians who labored for him died, as they were unused to such hard tasks. If revenge Is sweet Lieutenant Wain wright must have developed a severe case of saccharine face by this time. Spanish Naval Remnants. The destruction of Cervera’s fleet does not mean that everything in the shape of a war vessel has disappeared from Cuban waters. Spain has now twelve cruisers, thirty gunboats of various sizes, and a Humber of small yachts and tugs of vari ous sizes and armaments, which were con verted into war vessels tit the beginning of the Cuban insurrection in 1896. The list of 'the more important of these vessels Is is follows: Cruisers —The Pili pinas. i;p46 tons: Jorge Juan. 1.152 tons: Galicia. Atarquese de Molinas. Martin Alonzo. Vincente Yanez. Pinson. Marquez de la Ensenada. XII.. Infanta Isabel. Hernan Cortez. Pizarro and the Conde Venadito. Among the minor vessels, many of which in size and armament, are almost as im portant as the cruisers, are the gunboats General Concha. Magallanes. Alceo. Cuba Espanola. Cow:ramaestro, Vasco Nunez de Balboa. Diego Velasquez. Ponce de Leon. Alvarado. Sandoval Alerta. ArdiUa Co zneta. Fradera. Gaviota. Golondrina. Le gora, Flecha. Estrella. Linda Satelite. Virgin Centeinela. Relempago. Bardoe Es peran a. Intrepido. Mensajero. Almendares. Baracoa Criollo, Santo Cildes and the Cauto. Besides these there are man? small ves sels. corresponding to the mosquito fleet of the United States, in the keys and bays along the coast of Cuba and Puerto Rico. These were put in commission at the outset of the Cuban insurrection by the fninister of Marine. Captain Aunnn. and have since then been cruising between Cuba and the United States coast, prin- Ctpnlly on the outlook for filibustering vessels. Since the opening of the Spanish- American war, however, they have done considerable damage to our forces. Even before th* arrival of Admiral Cer vera’s fleet in Cuban waters they were the principal defenders of the northern coast of Cuba, where they were then concentra ted, The pames and locations of these vessels, together with their armament and the number of tnen they carry, have been furnished the I nited States government, and it is only a question of time when they will meet the fate of Cervera’s squadron. Tile fact that Shafter did not climb that tree with Wheeler is no reflection upon his bravery: he just couldn't." says Mrs. My rick tn the Americus Recorder. Take Away Your Smoke. Naval officers who were engaged in the battle with Cervera’s fleet declare that in the hottest and most exciting parts of the fight the smoke from the powder us<d in our navy very seriously interfered with the aim of the gunners becaust the smoke hung in such dense clouds around our ships as to completely shut off the view of the enemy. Mr Richard Harding Davis, who is the war correspondent of the N't w York Herald was on board of Admiral Sampson's flagship during the bombard ment of Matanzas, and of the effect of smoke oh that occasion he has this to say: ■The ship seemed to work and to fight by herself; you heard no human voire of command, only the- grieved tones of I ieu t nant Mulligan rising from his smoke - choked deck below, where he could not see to aim his six-inch sun. and from where he begged Lieutenant Marble again and again to ‘take your damned smoke out of the way.' Lieutenant Martile was. vault ing in and out of his forward turret like a squirrel in a cage. On. instant you would see him far out on the deck, wh.re shattered pieces of vla.-s and woodwork eddied like haves in a hurricane, and the next pushing the turret with his shoulder as though he meant to shove it overboard, and then he would wave his hand to his cresv inside and there would be a racking roar, a parting of air and sea and sky. a flash of flame vomiting black smoke, and he would be swallowed up in it like a nicked pantomime. And instantly from the depths b. low. like the voice of a lost •oul. would rise ihe protesting shriek of Dick Mulligan asking, frantically, ‘Oh. will you take yout damned smoke out of my way! Employment of Women. In Philadelphia there is an organization tint devotes it., ehmis to procuring tm i.'Om.ut for d< serving females, but it de clines to book on its lists women who are willing to do anything.” They demand to know what the girl can do, or some specific thing that she Is willing to under take either as expert or novice. This so ciety giv.s the following official advice: At the present time, in the severe strug gle for existence, dependent in great part • n the vast and unprecedented increase of ;m>i.illation, it should be regarded as the imperative duty of all persons belonging to what may be termed the middle classes to give their daughters training in some pursuit which will enable them to obtain their own living, it should be borne in mind by parents and guardians that a very con: id< cable portton of the single women now living will not be married. In the first place there are much larger numbers of women than of men. In the severe struggle of life there are many men now who will not burden themselves with the responsibilities and cares of a family. They consider, rightly or wrongly, that they have not the means of so doing. The Hessians. Tile Hesians are direct descendants of those regiments of Hessians sent to the I nited States during the Revolution and dapturid ii)y Washington at Tren'ton, < hrislmas, 1776. They afterward joined the lulled States army and fought agains't the English. They settled mainly in Penn sylvania, two-thirds of the population of that state being of Hessian descent. Some o's the societies are called Kur-Hessians, which ignifii s eh ctor-Hessians. In 1806 Hesse-Darmstadt became an electorate, anki tlie Km-Hessians were those who cast a vote for the Fing and Grand Duke. The Kur-Hessians are the descendants of these electors. In America there is no distinction of class, but in Germany the Kur-Hessians have the same position as our presidential electors. The action of the president in calling for negio volunteers and appointing negroes as captains and lieutenants has had a very bad effect in 'many of Ihe txouthern stales, loung white men do not care to enlist in tin army and be thrown in the same camp vcith negro troops and perhaps be com p< Hi d Ito salute some greasy buck negro who may happen to wear the shoulder strap of a commissioned officer. President McKinley has played negro politics, and in doing so htis chilled the military ardor of thousands of gallant youths in this sec tion of the country. Here is a list of the states that will elect governors this year: New York, New Jersey. Pennsylvania, Alabama. Ar kansas, California, Colorado, Connecticut, Georgia, Idaho. Kansas, Michigan, Min nesota. Nebraska, Nevada, New’ Hamp shire, North Dakota. South Dakota. South Carolina. Fennessee, Texas. Wyoming and "Wisconsin. In the past twelve months the people of the United States have consumed 34,423,- "’•4 barrels of beer. The statistics show that the per capita consumption of this beverage in this country is increasing every year. It is estimated that if the war continues a year the brewers of this country will pay the treasury $69,000,000. The tax-dodger, the man who conceals his property from the knowledge of the as sessor, or undervalues it under oath, is a more dangerous enemy Ito the common wealth than the anarchist. The one screens himself against the penalty of the law; the other ex]>oses himself to it. It may not be generally known that a fleet consists of twelve battleships, while a squadron is composed of less than twelve battleships and may be part of a fleet. A flotilla is composed of twelve or more men of-war. some of which may be battleships.
