Santiago de Cuba. August 13.—(8y Mull ) There is no need for alarm in the United States as to the yellow fever condition in Santiago. In fact, Santiago could hardly be called a yellow fever port, It is no sin gularly free from the disease. But mala rial fever is all about us. This city of 40. iron people, commonly known as the hot bed of yellow fever on the island, believed to be even worse than Havana, can only show forth today four cases as a rteult of its neglect and decay and the return of thousands of poverty-stricken and unelcee refugees. These cases are all isolated, being kept in the yellow fever hospital acrown the bay For tiu absence of this terrible scourge and the prevention of its whohwale Infection credit must be given to Dr. S. M Gonaalee, of Pensacola, Fla., Who has been made city health officer and inspector of the port by t'he military authorities. \ few days after Santiago eapltutated anti the American force* marched in, Dr. Gonsales was hurriedly ordered from the Nueces, then bound for Porto Rico, «wi« intrusted with the import a. n't miesion of making Santiago and yellow fever strang ers. He is a young man, ohook full of nervous energy and common sense. (Nor et he without experience. In 18844 he handled ithe yellow <ev«r -scourge at McClenny, Fla., and in 1898 w«» the health officer of Escambia county, Ln which Pensacola is located, when that placs suffered from an epidemic of smallpox. In both places he made a record to be proud of, fighting both diseases until they were driven out, and losing a phenomenally sni'.ill percentage of case*. Dr. Gonzales found a bad condition of af fairs in Santiago. There was not a boapl tal in t'he city except those for the Spanish sick and wounded, and those were crowded to repletion. The sanitary condition had been abso lutely neglected for weeks anid mon»fa. Thousands of ragged and unclean refugees were returning every day. Added to thia it must be said that the American regi ment guarding the city had not been over clean. It was quartered in one of the big theater buildings in one of the prinolpad streets hading to the bay. The soldiers cooked in t’he streets in both the front and rear of the building, and threw the leavings of their meals into the gutters. In forty-eight hours after Dr. Gonzales took charge he. had three hospi tals established; one for those who were sick, but not from contagious or infectious diseases, farther away from the city a de tention hospital for suspicious caes for yel low fever patients. He and his assistants made diligent examination of every se rious case of sickness in the city with the result that only four cases were found. He has begun systematically to cleanse and purify the city. Three hundred men, armed with wheelbarrows, brooms and shovels are daily at work removing every particle of refuse from the streets. This is not thrown in the bay, as formerly, but hauled in wagons to the suburbs and burn ed. There is a penalty attached for throw ing anything having the capacity of decay in the streets. AU garbage must be placed in barrels, whence it is gathered and haul ed away. If it is found necessary ‘the streets will be washed down and scrubbed with an antiseptic solution, ft is expected that this intelligent foresight and energetic work wil have the result of ridding the city of even suspicious cases, and make It as healthy as the ordinary American city. If it docs not do so it will not be because Dr. Gonzales has failed to'take any precau tion that intelligent professional wisdom could dictate. That there has been and is still yellow fever at Baquiri and Siboney cannot be de nied. It. has raged with the worst viru lence at Siboney. The records of the hos pital there show about 75t cases treated, with a death loss of 45, 6 per cent. The percentage must have been greater than this, as many were sent to the yellow fever hospital on mere suspicion, instead of a detention ward being prepared for them. Many recovered who can never be con vinced that they had yellow fever at aYx. As I with of three placre are virtually' aban doned, there is no danger of the disease be ing transmitted to Santiago from either of them. Notwithstanding the dearth of fever, the death rate in Santiago is the highest in years. For the week ending today' ithe average per day was 70. The passers by can see a funeral procession in almost every street. The great majority of these dead lost their lives from dysentery, and were children. They are of the families of refu gees, who lived for days and weeks in >the foul. dank, jungles, living only on wild | fruit and berries. The result of such a diet is plainly apparent in the number of little coffins that are carried out of the city every day. Next in order as a de stroyer of life is consumption. New York, August 13 —‘A big railroad deal has been brought to a close in the West. A controlling interest in the Chicago. Indianapolis and Louisville rail road. better known as the "Monon,” has been acquired by the "Big Four,” and ne gotiations are under way for the acquisi tion of the Cincinnati, Hamilton and Day ton. The latter deal, however, has not yet been perfected, although it is believed in Wall street that it is only a question of a few days before an agreement will (be reached. The Big Four, or Cleveland. Cincinnati. Chicago and St. Louis railroad. Is controlled by the Vanderbilts, and this road is operat' d in such close connection with the Chesapeake and Ohio that gossip has intimated that it is a part of the deal that the Chesapeake road shall eventually be taken into the enlarged Big Four sys tem. The acquisition of the Monon will add 535 more miles to the Big Four sys tem of 1,838 miles and if it shall secure the Cincinnati, Hamilton and Dayton, which has t>4l miles, it will have a combined mileage of 3,015 miles. The city was in total darkness last night and many people were wondering at the reason. The electric light and fire alarm wires became crossed in some manner and had the electric light wires been turned on it would have destroyed the fire alarm sys tem. The lights were ordered to be cut off by the city electrician. The cross will be remedied today and the lights will be on tonight. Out in Kansas lives a happy wife. COTTON HAS THE BUST And Is Shedding Rapidly—A Prom inent Farmer Gives His Views on the Situation. The farmers are growjng more and more uneasy about the cotton crop as the rains continue. The heavy rains of the past few days has injured the cotton to a great ex tent and the warehousemen say that the crop will be ruined if the rains continue; that it already has been cut off by the rains and that it will cause many farmers to lose heavily. A prominent farmer of the Warrior dis trict said that all the cotton in his sec tion had almost been ruined by the rains and would be entirely so if the rains con tinued. "My crop has been cut off one half,” he said, "and so have .the crops of my neighbors. We have had enough rain to last six weeks and I would be glad if no more fell in that time. My cotton has taken on the rust and is shedding very rapidly. I have been farming twenty years amd I have never before seen such a season as this has been. I have seen rain in greater quantities fall, but never at this season of the year when the cotton crop was just in the stage of making.’ "If I haff to depend entirely on cotton for my living I would surely go in debt this year, but I am one who believes in living at home and I have enough at home to live on for some time and I will kill more hogs this fall and will be well fixed on the provision line. But 'I don’t think of myself always. It is my neighbors that I feel for. Some of them are entirely de pendent on the cotton for their bread and many of them will fail to make it this year. The corn crop will be the largest ever known and of course that will help some, but the farmers have debts to pay and cotton is .the only thing they can pay them with. I am in hopes that the sun will shine hot for about three weeks and I think that it might help the cotton in some respects. ‘IMy opinions were expressed on the subject yesterday and all of them on the line that the cotton crop was ruined and that many farmers would be bankrupt.
