The Cost of War.
Jt is always well lo count the cost ahead.
This is practicable in almost everythiug
but war. The cost of a war is a serious
problem, with a two-fold import in money
and human life, its twin powers. Tradi
tion and history consist almost entirely
of wars, battles and slaughter, for as far
ibaek as we can peer in the mists of an
tiquity we (Ind that man has been killing
and being killed, ami lhe death roll of
this Incessant struggle confounds the rea
son and overpowers the imagination by its
immensity.
Commencing with the Trojan war, the
first chapter of European and Asiatic his
tory, it is estimated that “glorious war”
has claimed as Ills men 40,000,000 human
■ very century. The estimated waste
ol l.uniau life in Europe alone averages
■ 15,000,000 and 20,000,000 souls a
Three thousand years may have
ela,iised since the battle raged around the
walls of Troy, and in (hat time probably
the most inconceivable number of 1,200,-
000,000 have perished in order to enforce
sundry systems of politics, to decide the
ownership of some few square miles of
laud, or to avenge the wounded pride of a
ruler or of a ruling estate.
If every man. woman and child now
living on this planet were massed together
on a vast plain and by their sides werq
ranged all the dead who perished in war
the two forces would nearly equal one an
other. If every human being on the earth
"were struck down tomorrow by- some fear
ful plague, the loss would be no more than
that which the weapons of the soldiers
have accomplished in the past.
The European wars of the first half of
this century slew 2,500,000 men at a cost
of $6,850,000. The Crimean war was fol
lowed by the Chinese war, the Franco-
Italian, the American civil, the Austro
-I‘russlan, the Franco-German and the
Russo- Turkish wars, together with in
numerable minor campaigns little in com
parison. but great in slaughter of life and
loss of treasure.
The Crimean war cost Great Britain
$350,000,000 of money, while Russia and
France spent $1,150,000,000, to say nothing
of the 500.000 slain. The Franco-German
war cost France, not taking into account
the war indemnity to Germany and the
loss of Alsace-Lorrane, $850,000,000 for the
seven months. Russia’s victory over Tur
key in 1577-78 cost her $950,000,000. In the
last seventy years Russia has spent $1,675,-
000,000 and lost 700,000 lives in war. The
struggle with China cost Japan 211,000 - I
000 yen.
Ju 1869 the European peace armies num- ;
tiered 2.200,000 men; today they number
4.100,000. In 1569 Europe spent $117,000,-
000 on her armies and navies; today she
spends nearly $240,000,000 annually.
A Just Complaint.
The merchants of Third street are anx
ious to see the pavement on their streets
completed without delay- and to this end
they have petitioned the mayor to use his
influence to have the work done.
It is a matter of the utmost importance
to the business interests of the city that I
this matter should have the attention of
the proper authorities. There is no reason
that we can see why business should be
blocked by the ploughing up of one of the
important business streets in the city and
then abandoning the work and so putting
the merchants to unnecessary inconven
ience and expense.
The contract for the laying of Third
street with brick was authorized some time
ago and the very next day the street was
ploughed up and made Impassable. Then ;
the work was suspended, we presume until
the completion of Cherry street.
It is of great importance that the streets
be paved before the Carnival opens or at
least that all should be made passable.
If the brick company is prepared to carry
out its contract it should do its work
promptly and if they cause the merchants
unnecessary expense they should be limit
ed as to time from the commencement of
the breaking up of the street to the laying
of the last brick so as to avoid complaints
such as are now being justly made bv the
merchants on Third street.
Alger Rises to Explain.
.Secretary of War Alger, keenly feeling
Che criticisms that are being heaped upon
•him every day, has reached the explana
tion stage of his perturbation. It has been
said, whether correctly or incorrectly, that
"Ho who descends to explain is half
wrong.’
The secretary’s letter to Chauncey M.
Depew indubitably partakes of the charac
ter of special pleading. There are some
admissions—admissions that are vital and
deplorable, as well as ill calculated from
the standpoint of an ex parte statement,
to reassure the public mind on the ques
tion of the mangement of the Santiago
campaign, especially with reference to the
oommisary, medical corps, sanitation and
the general well being and health of the
men.
A few extracts from the communication
will disclose the tone of the Secretary’s
j labored effort;
J here is nothing young men in robust
health are so prodigal of as their health
until it is gone.
I he great difficulty of landing supplies
subsequently was, the wind sprang up
every’ morning at lu o’clock and made a
high surf, rendering almost impossible the
I use of small boats with one lighter, which
■ was all they had left for this purpose.
However, the result and the subsequent
sickness that has broken out in the army
. showed the great wwdorn in General Shaf
ter in moving forward to make 'the attack
while his men were in vigor.
That some men have been neglected on
the transports coming home there is no
doubt all against positive orders, due,
perhaps, to carelessness and negligence.”’
As a letter writer, it can be said of Sec
retary Alger that he is a demonstrated
success.
Some of his explanations do not explain,

can not be characterized as disingenious, it
is open to the charge of magnifying the
admitted facts while magnifying the issues.
The secretary cannot answer intelligent
and honest criticism of the campaign by
asservating that he shipped one million
billion pounds of bacon or a billion million
pounds of beans.
A Little “Ad.”
In speaking of the value of advertising

modem little notice. The people found it,
I however, as they do all things in the Press,
j and this morning the advertiser had more
I than twenty callers in response to it. He
ihad no trouble in finding a good purchaser
for the property he had on hand.
Here was a notice that called directly for
the expenditure of cash. It was not one
that would command the attention of any
other class than those having money, yet
■there were more than twenty persons who
were ready to investigate it. The notice
was onl four lines long. There is more than
a hint to business men in the result of the
insertion of this little notice.
It is sometimes necessary for a store to
be closed au I a clerk who is a good em
ploye has to lest and sleep. No so with an
advertisement. It is always before the
people when in a good medium and it
works withuot ceasing. It neither stops
■to eat nor sleep.”

Rio do Janeiro has some active agents
of publicity who themselves possess the
gift of tongues. Certain of these gentle
men who feel an interest in the zoological
gardens of Rio have lately decided to ad
vertise this attraction among the strangers
and pilgrims coming into the harbor
They have therefore issued a circular “tc
visitors lying at anchor,” which is ex-
I pressed in Portuguese, English, French
I and German, and which deserves to be
1 quoted in part as a specimen of English as
she is spoken by the unattached professor.
The circular runs thus:

It is obscure, but one seems to feel what
