The pamphlet upon ‘'Currency Facilities of City and Country Equalized," recently publlbhtd by the Reform Club of New York, bit ilns at the root of the difficulty with our present bank currency system. It shows bow, while our commercial com munltlew have been left unhampered in the creation of the form of bank currency most convenient for their trail auctions—bank deposits -the rural communities have been denied the opportunities to create the form of currency required by their business haibita -notee except at a cost which bos iwcu almost prohibitory It shows clearly why It la that a system of bank-note cur rency b.vwsl on the deposit of bonds is de trimental to the interests of rural commu rutleu (where notes and not deposits are mainly used) because (1) it necessitates tho investment away from home (In bonds) of vast sums which would otherwise be loaned to local borrowers; (2) by thus cur tailing loans to local borrowers, the sys tem raises the rate of interest which they mtiet pay, while (3) the requirement that these outside investments shall be bonds which net a very low rate of interest makes It certain that capital will not be so employed except where the loans to local borrowers can bo made at a rate high rtiough above the normal rate to make up for the loss Involved in investing in bonds froin which the return will be below the normal rate; and finally (4) because under the operations of such a system the in ducement to issue currency is least where currency and capital are least abundant and rates of interest high. On this latter point tho report cites sta tletlos from tho comptroller of the cur rency from which the astonishing facts appear that under our present national t winking system. In the South and West, where rates of interest range from 7 to 10 per cent., the baakp issue only 4 per cent, of what they migbft Issue above the least permitted, while in New England, here interest rates are from 4 to 6 per cent., the banks issue over 50 per cent, of the amount which they are permitted to issue above the minimum required. The sections of the report which are quoted la the pamphlet also explain how those evils will be remedied by the com mission a plan, which will afford to those communities which use notes equal facili ties with the commercial communitit's for supplying themselves easily and economi cally with their particular form of cur rency. Large amounts now’ invested In bonds throughout the country districts would under that plan be gradually re toaeed and made available for loans to local borrowers; there would also result an elastic currency which would en able every legitimate demand for cur rency to be promptly met. and the rates of interest throughout the West and *-sHh, which have been maintained at so high a level by the present system, would be materially lessened. Carrying out the principle of equal fair ness to all, the plan of the commission in volves the removal of the present 1 per eent. tax on bank note circulation, which falls on the medium of exchange used tnainly by rural communities. As an ex ample of the unfair incidence of this cir culation tax. it may benoted that the country national banks of Illinois (1 e . Chicago) have less capital than toe Chicago banks, and considerably less toan half their assets, and yet they pay more than nine times as much tax, because notes are Issued mainly by ths country boobs J Pile Was Too High. As the Kan sas City Star says "The ease with which the nation piled up money In its treasury to .virry on the war no <ioubt was one of the imiwtaut Influences which caused Spain to give up in despair and to ask for Peac.' It also exerted a salutary influence almost beyond calculation on the business men of the country, tor it gave them the mo&t positive assurance that the nation was not to have any financial difficulties to contend with. A full national treasury and ample resources at hand to meet all possible emergencies removed all danger of any unsettling influences on the money market, and give business men full confi dence to go ahead with the splendid ad vance which the country is making In its Induecrle* and trade." "Notwithstanding all this," correctly adds the Star, "the administration will be crttleiswi more and more in the coming months, tor issuing bonds when each month's treasury statement will show that the mooey thus borrowed is simply lying unused in the treasury. By the issue of bonds the governtuvnt made certain that it would not have to contend with a deficit. He was the fin est pedigreed hog In North Georgia—the same stock as Kirk Farrar’s fine sow. Blakely Observer: Charley Deal had a Jersey Calf to suicide Sunday, or to meet its death In a peculiar way. It was found with its head wedged in between two stumps on the side of a ditch, and the sup position is that the calf's feet slipped and it fell in the death trap. Has a Wife and Seven Children Living in Columbus. Galveston, Texas. Sept. s—Thomas Wat son is dead and John English is a prisoner in the county jail on the charge of mur der. The killing occurred in a barroom last night and English, who has but ond hand, the right having been amputated at the wrist, claims to have acted In self defeuee. Beyond this he refuses to make any statement. The deceased came here about a year ago and received employment iu the dyehouse of the Galveston cotton mills. He was 29 years of age and has a wife and seven children living at Colum bus, Ga., his home. Three shots were fired.
