The Carnival.
Preparations for Macon's great anniver
sary Diamond Jubilee anil Carnival are
going ah (Mil in a most satisfactory way,
ami the various committees haviiiK the
work of the dilToriui departments la
charge are doing most excellent and public
spirited work for Macon.
The business men of the city generally
should remember that a large number of
people who have undertaken the responsi
bility of carrying the undertaking to a suc
cessful issue are givlu* their time and
their energies free and without hope of re
ward to the city and for the general good
of the community.
In order to secure the succeasof the plans
that have been laid It will bo necessary
for a certain amount of money to bo con
tributed and the lluauee committee looks
to the business sense of the merchants and
citizens generally to «e uro this amouut.
After all, this is only an investment made,
and an investment that must bring its re
turns within the next thirty days. It is
certain that not less than a hundred tkou
oaud dollars will hi brought to Maeon and
put in circulation here .is a result of the
carnival Five per cent of this amount will
have to be in vexed iu order to insure tho
results The ttnance committee is now at
work among the merchants to secure the
money, and it should be forthcoming with
as little trouble as possible to the gentle
men who have undertaken the arduous aud
generally thankless task of solicitors for
con'tribuuous We have no doubt, that the
money will be contributed, but what we
want to impress ujton those who are ap
proached and who will be the direct benefl
claries of the money that is put la circula
tion here as a result of the carnival, is
that there should he no haggling and no
hesitation. The work ot securing mom y
by solicitation is no easy task Someone
has got to do it and it is proper for the
people of the city t be prepared. They are
not doing a favor to the solicitng commit
tee, but are making an investment for
themselves, and they have had ample time
to decide what amouut they can afford :«
give. If they have not thought of the mat
ter, let thorn now consider it in the light
which has been thrown on it and give lib
erally, promtly and cheerfully so ass to en
courage and lighten the work of the com
mittee.
The carnival plans have been pitched on
a scale that would reflect credit on a city
three* times the size of Macon. It is ve*ry
probable that no city in the South out
side of New Orleans has ever undertaken
such a senes of displays as will be given
free to the visitors to Maeon. The rail
roads have been liberal in the granting of
rates and this alone insurer a big attend
toioe. ..
Only some four weeks remains before the
earnlval opens and It liquid be the aim of
every citizen of Maeon to do everything
in his or her power now to add to the
crowds and the attractions of the occasion.
Talk H up and boost it along. Let’s get
down to work and give our minds to the
carnival. Let's help ;be gentlemen who
are douig the work out of a spirit of en
terprise that is commendable and proper.
Let every man iu Macon be an advertis
ing medium for the great carnival and
let us all celebrate Maocn s seventy-fifth
birthday with a rush.
A Gross Injustice to Macon.
A eiatenieut made at a meeting of the
Chamber of Commerce yesterday is ealeu-,
lated to do this city no little damage un
iiot be worth anything, and which are not
Some time ago the Chamber appointed
a committee to investigate the question of
Insurance rates for Macon, and singularly
enough appointed three insurance agents
for the larger companies to make the in
vestigation.
It is not to be presumed that any mem
ber of the Chamber of Commerce thougnt
for an instant that the report of that com
mittee would be unfavorable to the insur
ance companies. The fact of the matter
is that the report contained a number of
comparative flgures which may or may
not be worth anything, which are Dot
worth auyth ag so far as bringing about
any change in the situation is concerned
It is a general complaint and the gen
eral belief that the Insurance rates in Ma
<*on are too high and the sympathy of the
business community .3 entirely with the
gentleman who has undertaken to make
the fight for lower rates. He has gone into
a desperate struggle against heavy odds
and it is unfortunate that the committee
from the Chamber of Commerce could not
have found itself able to give him, and not
the insurance companies, their support.
But the statement was made in the
Chamber of Commerce yesterday by the
chairman of the committee on these In
surance rates that the reason Macon had
higher rates than other cities was that
she had an inefficient fire department and
an insufficient water supply. Neither of
these statements are in accordance with
the existing facts. Macon's Are depan

true that the water supply for the last
few month# and up to a month ago has not
been such aa to create a sense of security
U is nevertheless a fact that the insurance
rate# now existing have stood through all
stages of the water supply and would
stand until all rivers and all waters are

over If the people of Macon do not make
an effort to free themselves. Such an
abortive report a« that brought in the
Chamber of Commerce yesterday and
such a statement a* that attributing the
cause of s he high rates to Insufficient wa
ter and inefficient Are department are cal
culated to kill the Chamber of Commerce
and under the circumstances we are of the
opinion that the people would applaud the
killing
Macon's Are departement Is no* lnefL
cient. A statement to this effect should
meet with prompt and public denial from
the Chamber of Commerce. In Justice to
the department and in Justice to the prop
erty owners of the city who pay the in
surance rate# raised because of this false
hypothesis the Cnamber of Commerce
ehould repudiate the statement and stamp
it as injurious to the good name and com
mercial Interests of the city.
Macon has not an insufficient water
supply In Justice to the water company
and in Justice to the property owners who
pay the Insurance ratee kept at their pres
ent bas:a because the insurance companies
say that Macon has not enough water, the
Chamber of Commerce should correct the
statement and officially announce what Is
a fact that Macon has now as good a water
supply as any city In Georgia or In the
country.
If the agents of the insurance companies
who were appointed a committee from
the Chamber of Commerce to Investigate
the insurance rates the city of Macon can
find no better reason than these for bur
dining Macon with higher insurance rates
than her neighbors the rate ought to coaio
down at once.
Mrs. Myrick’ B Roast.
Mre. Myrick, of the Americus Times Re
corder, talks straight out in open meeting
as is her wont in addreseing herself to the
subject of the differences between she of
ficers and men of the Third Georgia regi
ment. Tho Times-Recorder says:
"Ten days ago Colonel-Judge Candler
telegraphed Congressman Livingston, ‘We
are all spoiling for a Job in the service,
hurry to Washington and fix us,” and wo
were told in the Washington dispatches
twenty-four hours aferward that the influ
ential Lon had gone and worked the
scheme through his bosom friend, Assis
tant Secretary Micklejohn, which keeps
1,200 good men from the comforts of home
in order that another bosom political
friend, Colonel-Judge Candler and his of
ficers, might draw more money than they
ever made In one year In all their lives
before.
"The returns will doubtless come in later
from Colonel Lon’s rushed trip to Wash
ington and his recent seance with Brother
Micklejohn The Republicans will need
some scattering votes to put through some
pet zntasure in congress this winter. We
will then probably see chronicled the last
act in this shameful deal aud living trag
edy, which is a disgrace to Georgia. Con
gressman Bartlett and Senator Bacou tried
to undo the wrong done the private soldier,
but their Influence eou n't%l for naught
against Livingston, the bosom friend of
Republican Assistant Secretary of War
Micklejohn.
“Well, it has been said and can be said
again, Birds of a feather will flock to
gether.” But there Is a hereafter, and all
things come to those who wait. Let the
boys in ranks and their kith and ktn abide
their inning, and when their day comes, as
it is sure to do. let 'them turn their smoke
less powder upon these would-be-warriors,
who are in for revenue only, and crush
their political aspirations into a shapeless
mass of debris which will be permeated
with rottenness that even 'Democratic buz
zards will not be eaucht flying 'uwmwl
thereabouts ’
A circular has been issued from Populist
headquarters In Atlanta instructing county
chairmen of that party. In effect, to do all
they can toward bringing about fusion 'be
tween the Republican and Populist parties
during the approaching elections. The
circular declares that there are thousands
of negro votes to be had “If they oan be
made to see that they are in the same
boat." It may be that, they are "in the
same boat" with some of the Populist
leaders, but there are thousands of white
Populist voters who decline to take further
passage In that craft. What would suc
cessful fusion amount to in Georgia, asks
the Savannah News. Look over into North
Carolina for an answer. The white people
of this state are not prepared to have
negro politicians running their state and
county offices, and thetr insane asylum
and other charitable institutions.
The city of Nashville has about decided
to open hydrants for the purpose of fur
nishing free water for the poor. The city
attorney of Nashville has held that the
board has a right to grant free water, and
it is likely that before a great w hile public
hydrants will be opened In different parts
of Nashville for the benefit of families un
able to pay tho water tax Water is as
much a necessity of life as the air we
breathe, and many believe that every city
should furnish free water to those who are
unable to pay for It. Os course this does
not apply to all of the luxuries and con
veniences of water, for baths, sprinkling,
etc . but merely for drinking and domestic
purposes.
Kansas was one of the states where cap
ital was not protected, yet Kansas has
"money to burn.” The legislation com
plained of, according to the Indianapolis
Sentinel, freed her from a heavy annual
drain for interest and dividends at once
began piling up money, and now domestic
capital is abundant and profits from it are
retained in the state. The so-called "fool
legislation" has proven a lasting benefit.
Tho Atlanta Journal says: “We eongrat
oulate Macon on the prospect of her Car
nival, which will begin October 11, and
continue three days Thousands of dollars
will be expended upon the preparations
for this event, and it will undoubtedly be
both interesting and brilliant."
The Chattanooga Times gives names of
over 300 soldiers who have died of disease
in Chlekamauga and it is safe to say that
a large percentage of the deaths is charge
able to the negligence and incompetency
of the medical department of the govern
ment.
The New York Sun says that Hon. Joe
Bailey, of Texas, the leader of the minor
ity in the house, has fallen from his high
eetate and is now the "sulky darling" of
a single congressional district.
"There Is more fibbing.” says the Au
gusta Chronicle, "about malaria than any
thing else and Southern people make their
section odious to many Northerners by
libelling :he atmosphere.
“Four cent cotton," whines a Georgia
planter, and this leads the Jacksonville
iFla.) Metropolis to ask “Why cultivate
suck an unprofitable crop everey year?"
The Smith family recently held a re
union in New Jersey. Some of them prob
ably died in the war. but 3.000 of them
managed to get together.
The Philadelphia Record remarks that
as the advance agent of prosperity goes
over the route he finds that he did not
overbill the show.
