New York. Oct. I.—A special to th© Her-
, aid from Washington says:
If the present -plans are carried out It is
! expected that the evacuation of Cuba will
' have been completed by Decem<ber 31 and
the new year will see the American color's
raised all over the Island.
’ -It is now believed the plan? will be car-*
• rled out because advices today from the
I military commission in Havana indicate
- that Spain will no longer contend for de
lay. It is aid that the transports -which
| took th© prisoners from Santiago will re
i turn promptly to Cuba to facilitate a very
I speedy evacuation. These transports have
| a capacity of 25,000 men.
I am further informed that it not likely
that more han 00,000 hr 75,000 soldiers will
return to Spain. The other 50,000 or 60,000
will remain, lay down their arms and be
come citizens of the Island. This, it is con
sidcred, will be in no wise objectionable to
this government.
Secretary Alger has said that 50,000 or
60,000 United States troops will be station
ed in Cuba, at points which will probably
be decidi .1 upon within the next few days.
It. is the plan of the administration not to
consolidate any great number of troops In
niiy one place.
The army of occupation -will probably
consist of four infantry divisions and one
cavalry division. The plans of keeping the
Seventh army corps together will doubtless
be abandoned and on this point General
Bee has been In conference with Secretary
Alger.
Colonel -Hecker, of the quartermaster's
department, who has been in the South for
I he last two weeks looking for points that
were meet suitable for embarkation, has
recommended Charleston and Savannah. It
has been decided to abandon Camp Meade,
Camp Black and the Camp at Lexington,
Ky.
Secretary Alger has said that the troops
there would be sent to points in the
Suth not yet settled upon, but I am relia
bly informed that the winter camps will
all be within the limits of Georgia and
South Carolina. Orders will be issued at
an early date for the movement of troops,
sc that they may not be exposed to the
hardsl ips of the northern climate.
When asked as to the dispotition of the
whole army Secretary Alger said that with
12.000 men in Porto Rico. 29.090 in the
Philippines and from 50,00 to 60,000 in
Cuba, there would not be more than 50,000
left. These would either ,bo in Southern
camps or assigned to stations.
“How long will they remain In the
Southern camps?” Secretary Alger was
asked.
“As long as they are needed In the ser
vice,” he replied.

ENGINEERS RETURN
From Nicarauga Ready to Make Their Re
port.

Washington, Oct. I—The1 —The civil engineers,
who have been in Nicaragua since the be
ginning of the inquiry by the present Ni
caragua canal commission into the feasi
bility of the projected canal, have reported
in Washington to Admiral Walker, the
president of the board and have -been per
mitted to return to their homes.
These engineers who have been engaged
in making actual tests and inspection of
the country which will be traversed by the
canal have brought with them an-enor
mous amount of filed notes filling no less
than seventeen packing boxes. These have
been turned over to the commission which
Admiral Walker says is now ready to pro
ceed with the collation of the material col
lected and the preparation of the final re

Times from Washington says: Representa
tives Berry, of Kentucky, who is a member
of the commission on foreign affairs, when
asked what position the Democrats would
take about annexation, answered without
hesitation:
“I can answer only for myself. My posi
tion is that the United States should take
and keep every foot of ground that has
come to us by virtue of thrashing the
Spaniards. We should do this without lis
tening to or considering the opinion of any
other nation. If we choose later on to give
away or sell any part of this conquered
territory, it is our right to do so, and no
other power can say agight against it.
What we have won by the sword is abso
lutely our own.”

Gladstone iu:<l Ruskin.
Canon Scott-Hollanil, in The Common
wealth, gives an account of the first occa
sion on which Mr. Gladstone and Mr,
Ruskin met. It was at Hawarden about
1881, and the canon arrived by the same
train as Mr. Ruskin.
“As wo drove up,’’ xays Canon Scott-
Holland, “I discovered he had the darkest
view possible of his host, imbibed from
the ‘Master’ Carlyle, to whose imagina
tion ho figured apparently as the symbol
of all with which he was at war. Ruskin
was therefore extremely timid and suspi
cious and had secured in view of a possible
retreat a telegram which might at any
moment summon him home. This tele
gram loomed largely the first day, and we
were constantly under its menace. ” But
as hour by hour Ruskin got happier the
references to its possible arrival came more
and more rarely, and finally it became
purely mythical.
The amusement of the meeting of th#
two, the canon points out, lay in the abso
lute contrast between them at every point
on which conversatisni could conceivably
turn. At one time Walter Scott was up
permost. Here indeed, it was thought,
was common, ground, but Mr. Gladstone
unfortunately dropped the remark that
“Sir Walter had made Scotland.’’ On Mr.
Ruskin 's inquiry as to the meaning of the
phrase, Mr. Gladstone began telling of the
amazing contrast between the means of
communication in Scotland before Sir
Walter wrote compared with the present
day, mentioning the number of coachea
that were now conveying masses of happy
trippers up and down the Trossachs. Mr.
Ruskin’s face had been deepening with
horror, and at last ho could bear it no
longer. “But, my dear sir,” he broke
out, “that is not making Scotland; it is
unmaking it!”

Colonel Sherges Says that They Are
Bright Intelligent and Ready

St. Paul, Minn., Oct. I—Cel.1 —Cel. Samuel
Sturgis, of the United States army, has ar
rived in St. Paul from Manila, which place
he left in company with General Babcock,
of the United States army, August 30, ar
riving in San Francisco, September 22.
Colonel Sturgis has been the assistant
adjutant general of the army corps at Ma
nila and of the department of Manila un-_
der General Merritt.
Os the volunteers trops, he saye that
they endured constant hardships without
a murmur or complaint of any kind. Their
patience and endurance were remarkable
and proved that they were a high class of
men. Speaking of the land engagement at
Manila, he said:
“1 was not on the firing line during the
fight, as my duties called me elsewhere.
But the conduct of the men was fine and
soldierly throughout. I went into the city
with General Merritt. Our first count of
the Spanish made out ten thousand of
them, all well armed and equipped and all
in good physical condition. We were sur
prised at the completeness of their equip
ment which, as I noticed, was almost per
fect. The 25,000 Mausers surrendered were
new and in good condition. From the con
dition of the Spaniards it. was apparent
that they were by no means starving al
though food was scarce in the city. Their
ammunition was abundant and their ser
vice pieces were in good order.
‘lMany of the Spaniards had money and
their entire force was remarkably effec
tive.
“The insurgents are rather decent fel
lows. considering all they knew of the
world they have learned from the Span
iards. They believe that all other people
are like the Spaniards, who have abused
them, taxed and retarded them, keeping
them down and oppressed them and have
not allowed them to do anything for them
selves. Naturally they have become from
imitating their teachers, suspicious, the
only way is the Spanish way. They could
not for a moment comprehend our mo
tives, our quiet and orderly work of res
toration. They were lost in wonder. It
was not the Spanish method. They are
bright, anxious to learn and intelligent
and the Spanish might have made much
more of them than they have.
"Several of the leaders called on General
Merritt for a conference. They were well
mannered and intelligent and when Gen
eral Merritt explained to them that he had
not come to interfere with their rights and
explained other features of the situation,
they went away satisfied. The interview
was entirely satisfactory.
“We had little sickness and I think our
immunity was due mainly to the fact that
the men did not sleep on the ground but
on the beds of bamboo, raised above the
ground.”

perior Court of said county: The petition
of B. A. Wise and F. O. Schofield, both of
said county, shows;
I. That they desire for themselves, their
associates, successors and assigns to be
come incorporated under the name of B.
A. Wise & Co.
2. The term for which the petitioners
ask to be incorporated is twenty years,
with the privilege of renewal at the end
of that time.
3. The capital stock of 'the corporation is
to be ten thousand dollars (10,000) divided
into shares of SIOO dollars each. Petitioners
further wish the privilege of increasing
said capital stock from time to time or at
any time to an amount not exceeding fifty
thousand dollars ($30,000.
4. Ten per cent, of said capital stock
of ten thousand dollars ($10,000) has al
ready been paid in.
5. The object of the proposed corporation
is pecuniary profit and gain to its stock
holders, and its purpose is to conduct and
carry on a general real estate, insurance
and brokerage business. Said corporation
is to have the right to buy and sell real
estate, to take or execute notes, security
deeds, mortgages and other instruments
in connection with and pertinent to the
business it shall carry on; to own such
real estate as may be consonent with its
general business; to act as agent in renting

shall charge or receive comissions or bro

sale or real or personal pro
perty, receiving a commission or brokerage
for such services; to represent as agents
fire, life and any and all other kinds of
insurance companies and to do all such
things in connection with such insurance
companies as are usual to be done by
agent-s writing fire, life and other insur
ance; and to generally conduct a brokerage
business, in stocks, bonds or other prop
erty, buying and selling upon commission
or brokerage, or upon its own behalf, as
it may think to its profit or advantage,
and to do all the acts necessary or usual in
the management, purchase of sale of real
or personal property, for themselves or
others, or in the conduct of the insurance
business; to negotiate, as brokers, loans
charge and receive proper compensation
therefor.
6. The principal office and place ot bus
iness of said corporation will be in the
city of Macon, said county.
Wherefore the petitioners pray that an
order or decree may be granted by the
court incorporating them under the name
and style aforesaid, with all the rights,
privileges and immunities provided by law,
together with such as above indicated, and
subject to all the liabilities and burdens
Imposed by law.
