Atkinson baj issued is as follows: “Whereas, lit is proposed to erect a monument to be unveiled on United States lay at the coming Paris exposition. July 4, 1900, to mark the obscure and neglected resting place of Gen. La Fayette iu the ca<tal of the French republic, and “Whereas, This mcuument is to .be erec ted with fuuds contributed by the peo ple of this country, thereby enabling them, by this tribute, to discharge a debt of gratitude to on?, who, leaving the easy life of a nobleman his. native laud, came io the help of cur country during the dark est days of her struggle for liberty and rendered distinguished service to her cause, encouraging the disheartetned pa triots of the revolution to renewed efforts, and “Whereas, the LaFayette memorial com miss. on which has active charge of this fund has designated October 19 next, the anniversary of the surrender cf Yorktown to t'ho combined armies of America and France, as a day to be celebrated by the children of the United States and friends of education as ‘LaFayette Day,’ “Therefore I. William Y. Atkinson, gov ernor of Georgia, in conformity of the plan of the LaFayette memorial commission, hereby designate October 19, 189 S, as La Fayete Day, and suggest that school t- ackers and officials of the state observe the day with appropriate exercises, and that an opportunity be given the pupils, patrons and citizens of the state generally to contribute to this memorial fund. Oct. 11. —The prison ccmmk ?:cn has t:: yet decided on the site for the pen.tentLary and will today or tomorrow go to Upson couiuy, where another site will be visited and inspected- The commiseicn «.u in session all .day yesterday and heard from those who have farms and sites which they desire to sell to the state. Interesting talks were made by those who have pla es to offer and -the ! commissioners were given details of the surroundings and usefulness of various si tee. After the hearing yesrerday the commis sioners went into executive session and were behind closed doors for some time. - At the time 'he matter of selecting a site was fully discussed and ‘the commission then acted favorably on an invitation to visit another site. Among those who spoke before the com miseion yesterday was Ca-ptain T. F. New ell, who has for sale a plantation of 2,200 acres on the Oconee river. There is water power of 2,800 horse on an adjoining prop erty and stress was laid on the value of this water power. It was pointed out that electricity could be generated there and sold to Macon and Milledgeville. Mr. Henry Horne, of Macon, and Mr. J. S. B. Thomson, of the Southern Railway, were heard in behalf of the Glover place at Juliette. This site is located in Jones county. Mr. Thompson told the commis sion that his road would do anything in the way of putting in sidetracks at ‘this place. It now seems probable that it will be several days before the commission will reach a decision concerning the prison site. Wheeling, W. Va., Oct. 11. —West Vir ginia is alone among all the states of the union in enjoying 'the distinction cf having all her troops kept in the federal service. The First and Second regiments will be , send to Porto Rico and Cuba shortly, and ; today the Fourth United States Volunteers, ! immures, are to sail for Manzanilla, Cuba, from Fernandina, Fla.
