The Colonial government continues is- '
suing decrees as usual which is very
amusing in view of the fact that there are
ho many American commissins here which
in the course of a few days will change the 1
entire face of affairs. Tne Americans pay
not the slightest attention to these recent
orders, decisions and decrees.
At the last meeting of the colonial cabi
ni t, however, the secretary decided upon
u measure of real interest to the island,
submitting to General Blanco for signature
decree allowing free entry at all ports of
the island to cattle destined for re-stock
ing cattie farms, to working of oxen and
milch cows.
A pamphlet addressed to the United
States evacuation commission has been
printed and widely circulated asking the
American authorities to prevent the return
h( re, where they would be a constant me
nace to order and safety, of the seven hun
<lrtd Nanigoes who have been released
from Arperican prisons by the Spanish
government since the protocol was signed.
The .Xanigos are professional murderers,
burglars, thieves and criminals of the low
est and most depraved type. They form
clubs binding members to commit murders
at fixed hours for the .mere sake of shed
ding blood. St nor Porrua, formerly civil
governor of Havana, dealt strongly with
these ruffians, practically breaking up
tluir clubs here and sending more than 700
to Spain’s penal settlement in Africa.
These are the criminals who Spain has
released to return to Havana and renew
their criminal vocations as a fresh ob
stacle to the peaceful and quiet reconstruc
tion of the island by the Americans.
The Nanigo club have branched in every
town and village in 'Cuba and is a very
powerful enterprise. All the editorials in
the local press of the late exhorting the
Cubans to lay down their arms and return
to the cultivation of their lands pointing
out the future prosperity lies in Cuban co
operation with and observance of American
institutions and laws and the folly of talk
about absolute independence and uprisings
have been religiously suppressed by the
official censor.
Notices at the head of the editorial col
umns of La Lucha announcing the censor
ial death of an article are matters of daily
occurrence. Though the articles themselves
give good advice to the Cubans and are |
absolutely harmless.
The customs receipts for the month of ,
September at the ports of Sagua, Cardenas,
Ci' nfuegos, Matanzas, Nuevitas, Caibarian
and Havana amounted to $1,320,370, which
was $655,220 in excess of the receipts of
September. 15.97.
The contractors have all material ready
and have promised to deliver her within
six months.

Seattle, WaA.. Oct. 13.—News is received
from Alaska that Lake Bennett froze over
about a week ago. A few days plater the
Ice went out and the steamers continued to
run. The river is getting very low aaid
will soon freeze for the winter.
But one more steamer is expected at the
lakes from Dawson. There will soon be a
•cessation of the outward travel until the .
travelers can come out over the ice. Many
will come out then.
The steamer James Domittills had a hard
time in getting up-the river to the lakes
from Dawson. She was fast on a sandbar I
several days. Her machinery broke down j
at White Horse rapids. Here she was laid
up for the winter.

marches and guard duty must be done in

change back. When the Macon soldier I
boys returned from camp many of them ‘
tried to wear their "dress” shoes. They I

small and were forced to purchase larger !

why many of the Macon negroes are at

Griffin, Oct. 13. —The white primary
which was held on Wednesday to nominate
a mayor, four aidermen and a clerk and
treasurer for the city of Griffin, passed off
very quietly and nothing of an unpleasant
nature occurred.
