NICARAGUA
INTO THE UNION
The United States of Central
America Is in Existence
Today.
MI 10 SME COffllCT
• ■ ■■—
Just at the Time the State Was
About to Pass Into Another Ex
istence It Was Closed.
By Associated Press.
New York, Nov. I—A dispatch to the
Herald from Washington says:
There appears to have been good reason
for the prompt action of the Nicaraguan
■congress in ratifying the new agreement
entered into between president, Zelava,
with Messrs. Eryo & Cragin tor the Nica
raguan canal concession.
Nicaragua will cease today to exist as a
republic and in the future action respect
ing foreign concession in connection with
the canal will have to be taken by the
"United States of Central America" com
prising what will hereafter be known as
the State of Honduras, Salvador and Nica
ragua. Any further negotiations by the
United States government in regard to the
Nicaraguan canal will therefore have to
be with this new republic. The recent ac
tivity of Messrs. Eyre & Cragin in secur
ing the agreement with the president of
Nicaraugu. and the promptness displayed
by the Nicarauguan congress in ratifying
the agreement can therefore be well un
derstood.
As understood here, these gentlemen
have not actually obtained the concession
for building the canal—this is not admis
sible under the present term of contract
with the Maritime Canal Company. An
application which gives them the right to
construct the canal when the contract now
held by the iMarttime Canal Company
lapses. But whatever may be .the techni
cal name for the agreement .which has
•been recently entered into, there is little
■doubt that Messrs. Eyre & Cragin have
obtained from the Nicaraguan government
an important and valuable privilege which
will have to be considered when the time
comes for the United States goveiyiment
to take hold of the project.
After today the national and internat
ional affairs of Nicaraguana, Honduras
Salvador will be conducted by a provis
ional government. This government will
be inaugurated today and will be located
at Amapala, Honduras. In accordance with
the new constitution recently agreed upon
by these three countrys, a provisional
government comprising a delegate from
each of the these states to sit at the point
named, is to have the control of all nat
ional internal and international affairs
March 15—when a president of “Estadoes
Unidos de Centro America” Is to be elect
ed. The delegates from the three coun
tries, which will hereafter be known as
states, are Dr. Galleger, iEI Salvada; Dr.
Coronel iMatus, Nicaragua, and Dr.
Ugarte, (Honduras. The president respect
ive'ly of Honduras. Salvador and Nica
ragua, will hereafter be known as gov
ernors and the congresses will become
legislatures as with our own states.
The granting to another company the
right to build the Nicaraguan canal pro
vided the contract now held by the Mari
time Canal Company lapses as a result of
failure to carry out its terms, has greatly
embarrassed the Nicaragua administra
tion. Through Minister Merr, stationed at
San Jose and the American consul at
Managua, the authorities have learned of
the presentation of the agreement entered
.into by the Messrs. Eyre & Cragin >to the
Nicaraguan legislature and of the result
ing development. No details, howevere,
have yet come officially. The embarrass
ment of this administration lies in the
fact that It has indorsed the project of the
Maritime Canal Company and that bills
are now pending in congress preferring
government aid in the construction of the
• canal, one of which it is expected, will
pass during the coming session.
From the way the authorities talk it Is
evident to their minds that the new com
pany interested in the canal has simply
come in to complicate the situation and
one of the officials said that he believed
it could be bought out and was to obtain
such a result that It negotiated the agree
ment it had made with the Nicaraguan
government. (Article 48 of the concessions
given to the Nicaraguan Canal Company
provides that if at the expiration of ten
years “the work should not be completed
so as to have the Maritime communication
between the two oceans opened in con
sideration of the great capital the com
pany may have invested in the enterprise
and of the good will and ability it may
have shown any difficulties encountered,
the republic binds Itself to concede a new
extension.”
Furthermore, the contract provides that
“the states binds Itself not to make any
subsequent concession for the opening of
the canal between the two oceans during
the term of the present concession.”

FRENCH GOWN OP WOOL BENGALINE FROM HARPER’S BAZAR
Wool bengaline, a material which falls
ingraceful folds, forms an attractive skirt
with no fulness about the hips and an
especially pretty flare around the bottom
where it measures about four yards and
spreads out behind in fan like pleats. A
plain but becoming effect in trimming
consists of double-folded bands of the ma
terial, two or three in a cluster, which
outline an apron in front, and reaching
higher toward the back, produce a yoke
effect behind, where it is fastened by sev
eral buttons. Below this opening the ma
terial is extended wider for the adjust
ment of the pleats. In order that the skirt
may be adaptable to all figures the pat
tehrn is given with directions for cutting
a little fulness at the waist line in the
back.
The blouse of chenille-dotted silk has
an adjustable chemisette that forms a vest

How Gold Nuggets Grow.
It is generally supposed that the nug
gets which are found in the river gravels
of Klondike and other auriferous regions
have been brought down by the rivers di
rect from the reefs in which the gold orig
inally lay.
Many practical miners and scientific
men, however, have long been of opinion
that this cannot be the case, for no masses
of gold of so large a size were ever found
in the reefs themselves. They believe, on
the other hand, that the nuggets have
grown where they are now found, just as
a crystal of salt will grow in a strong
brine, but with so insoluble a substance
as gold it was difficult to understand how
such growth could take place. Experi
ments carried out in Australia have shown
that decaying vegetable matter will cause
the deposition of gold from solutions of
gold salts, but these salts are not known
to occur in reefs.
The mystery is now solved. A Slavonic
chemist named Zzigmody has just shown
that gold itself can exist in a soluble form.
By acting on a slightly alkaline solution
of a gold salt with formaldehyde and sub
mitting the product to dialysis he has suc
ceeded in obtaining gold in a colloidal
condition, in which state it is soluble in
water and may be precipitated by the ad
dition of common salt.
It is probable that some of the gold in
quartz reefs exists in this condition. It is
washed out by the rain, carried away in
solution by the rivers and deposited in the
river gravels wherever there is anything
containing salt to cause its precipitation.
In the course of ages a large nugget may
in this way bo formed.—London Mail.
