By Associated Press. New York, Nov. 2.—A dispatch to the Tribune from Washington Bays: The navy department has practically de cided to abandon wrecking operations un der existing contracts on the Spanish cruisers Cristobal Colon, Vizcaya and Al mirante Oquendo, near Santiago, which have become onerously expensive to the government and to approve the recom mendations in part at least of Naval Con structor Hobson and other officers who have been superintending the work of res cuing these vessels. The department has reached the conclu sion that the Vizcaya and the Almirante Oquendo wil probably never be raised and that the Cristobal Colon. If saved at all, will not be brought to the United States by the Merritt and Chapman Wrecking Co.’ of New York, which has been work ing on this vessel under a special contract involving the payment of $829.25 a day since July 29th, without visibly improving the chances of that vessel’s salvage. The same company, since July 6th, when it executed the first contract for the prosecution of wrecking operations on the ships of Cervena’s squadron has been re ceiving a separate payment of SBOO a day with the single result that the Maria Te resa is now on her way to Norfolk, not exceeding $500,000 will be paid to the wrecking company on her account. The board of construction to which the matter was referred by Secretary Long, after he had virtually decided that the present arrangement was becoming intol erable, assumed the responsibility of te commending that the salvage of the Colon be annulled on November 10th and that new proposals for righting and raising that, vessel be publicly sought by the navy department under restrictions which would involve the government in no ad ditional. expense unless the attempt was altogether successful. The department will send a cable dis patch to Captain Colby M. Chester, senior naval officer on the south coast of Cuba, if the neeommendations of the board are approval, as they will be without doubt, directing him to concentrate the wrecking work for the present altogether on the Reina Mercedes, which is submerged in still water and capable of ready raising, and that no further attention for the pres ent will -be paid to the Vizcaya and the Oq aendo. Captain Chester will also in all proba- I <ility be directed to proceed at once to de stroy the collier Merrimac, utilizing for this purpose the naval vessels under his command -and their explosives, this plan being calculated to relieve the government of additional expense, while at the same time giving naval seaman desirable prac tice In countermining and the removal of channel obstructions.. Naval officials have not expressed any particular dissatisfaction with the work of ■the Merritt-Chapman Wrecking Company, which has receive! $1,600 a day for more than three months at Santiago, but the experts are thoroughly agreed that little mere can be accomplished beyond the raising of the Mercedes with tbe present j plant at Santiago and they have decided that further expense in other directions Is now -unwarranted. This decision was further influenced by the arrival in Washington of representa tives of a great Swedish wrecking cor poration, which suceeded in rescuing the ’British battleship Howe from a condition ' comparative with that of the Cristobal Co lon and which points to a record of over 500 ships which it has extracted from more or less serious positions, nearly all of them submerged at considerable depths. This company, it appears, is not only con fident of its ability to bring the Cristobal Colon and the other Spanish vessels to the United States, but is ready to guarantee the delivery of the Maine in the big dry dock at the navy yard at New York. The Sweedish wreckers propose to take all the risks of failure without expense to the government and to rely, if they succeed for compensation wholly on arbitration. A TEXAS WONDER. The jacket in the style of a Zouave is cut away sharply in front, just above the waist line. The double revers, rather wide and pointed, roll back over a chemisette of cream colored silk muslin, pleated and finished with a great soft bow at hte neck. The jacket in the back is fitted closely to the figure and finished with double basques open behind and curving to 'the front, the belt of black velvet with gilt buckle con cealing the seams.
