Macon, Ga. _ MILES MAKES FOII REPORT On the Full Conduct of the Late War With the Spaniards. AN INTERESTING DOCUMENT Containing All the Details of Cam paign as Came Under Supervi sion of Commander-in-Chifcf. By Associated Press. New York, Nov B—A special to the Her ald from Washington says: Major General Nelson A. Miles has com pleted and submitted to the war depart ment his report covering the entire periol of hostilities between the United States and (Spain. It could not be learned at the war de partment. whether this report in its entire ty will be given out for publication in the near future or at all. It Is hinted that cer tain portions of the report majt be with held. Tire sum and substance of the rea sons for withholding it, it is asserted, is the fact that the report is said to deal squarely with matters that certain offi cials prefer to keep in the background. Friend* of General Miles, w'ho profess to be cognizant of the contents of the report, say it is exhaustive in dealing with the minutest details, and many things which have not been clear to the general public as to the conduct of the war are fully and comprehensively explained. I hat rhe report is thoroughly exhaustive is shown iby the fact that it covers nearly 200 sheets of closely typewritten manifold paper and includes aii dispatches sent by and received by General Miles. In fact it covers all the part taken by the army in <he war and deals in the most minute par ticulars wim the period, beginning with General Miles’ landing in Cuba until he left the island of Porto Rico to come home. The reference to the Santiago campaign alone takes up many pages. The invasion and occupancy of Porto Rico is given in detail, it is also mentioned that General Miles conferred, with Admiral Sampson, and asked the admiral to protect the land ing of the United States troops on Cuban soil, which was done. The report also re fers to the warning General Miles gave to General Shafter and in plain English crit icizes General Shutter’s conduct of the campaign in Santiago. The report only makes brief mention of the work of the inspector general’s depart ment, which General Miles thinks was sat isfactory, in so far as the inspector general had power and authority to act. From this the Inference is drawn that the Inspector general was curtailed by authority greater than his in the conduct of his work. The report practically states that the mutilated condition of matters relating to ilhe -array status is due to the fact that much information was given out and con tradicted by the secretary of war. tVm'tained in 'the report are true copies of every telegram that passed between General Miles and the war department. None of them are curtailed or mutilated and it is said if the report is published in lull many of these telegrams and portions of otherts will be made public for the first time. These telegrams, it is further said, will toll truths that it Is alleged have been so far suppressed. The report makes no reference to the so-called Alger -Miles controversy, but some of 'the statements credited to General Milts are reiterated. A friend of General 'Miles said: “The general will not make the report public but 'the secretary of war will give it out. ‘He will not dare keep it back. It will be a bitter pill for Alger, but when it is known that Che report has been sub mitted the demand for it will be great.” Mot ,Wlia< He Meant.
