For the Builders Who Will Have
Trouble in Getting Full Amount
of Their Money.
New York, Nov. 18.—A dispatch to the
Tribune from Washington says:
Th<- first of the thirty-knotter torpedo
boat® that i« being built in the United
States and the only one of that speed
which “has as yet undergone official trial
has finally failed to reach the require
ments artef three attempts, the first two of
them resulting in serious damage to the
vessel.
A telegram received from Lieutenant
I'onunander Frankliy .1. Drake by Secre
tary Leng shows that the Farragut, on her
final trial near San Francisco on Novem
ber 10. ran 29.73 knots an hour. He says
that this remarkable high rate of speed
was ax hleved with no excessive vibration
of hull or undue fj-iction of engines.
The vessel ran uraight away for half
an hour at the rate c<f 29.34 knots, followed
by a 'turn, this tim>» at the rate of 30.19
knots, the average for the whole course
being 29.73. The U.iion Iron Works, of
San Francisco, which built the vessel, has
appealed to Secretary Long to accept her
declaring Chat she easily makes the speed
of thirty knot® under ordinary condition®,
but was retarded in ttfae official trial by
shallow water at. I heavy head winds in
the first half when the speed fell behind
the contract rate.
The act of congress :>f June 10. 1896, au
t'horized this; vessel arid Ibe Dahlgren and’
the T. A. M. Craverr, now building at
Bath. Maine, is novel in 'that is stipulates
that the vessels shall make at leaat 39
knots and the contracts call for that speed
and declare that if the vessels fail to make
it they shall be rejected.
The department, was, therefore, compell
ed to decline that a fourth trial would be
necessary, it being powerless >to waive the
conditions, although the belief was general
among officers that a difference of
seven teen-hundredth of a knot was im
practicable of measurement in a thirty
five mile run.
The two similar boats building at Bath,
.Maine, arc within 20 per cent, of com
pletion and it is expected that their trial
wil Itake place in about a month. All three
of the vesels should have been delivered
to the government under contract in the
early ] art of last April, and they 'have al
ready accumulated large penalties on ac
count of delay penalties.
The failure of the Union Iron Works
boat to readily accomplish its designed
velocity, althougl* the Scotts who built
her are famous for hte excellence of their
work, as hown in the Oregon, the Monte
rey, the Olympia and the San Francisco
and Charleston and other vessels, is
thought to foreshadow much greater dif
ficulties with the Bath Iron Works boats,
as that Company has hitherto had indif
ferent success with the vessels it has
furnished to hte navy, with the vosible
exception of the gunboats Machias and
Castine, although their performance has
not been extraordinary.
An instance of Pacific coast enery under
difficulties was shown at the navy depart
ment in the issue of orders for Commander
Drake, 'Naval Constructor Spear and En
gineer Smith to meet at the shipyard of
Wolff & Sewicker. Portland, Dre., on Ne
vemn‘f 22 to try the torpedo Davis. It
was abroad this boat about three weeks
.ago that seven men were killed by the
exirtosiou of one of her boilers on a trial
trip.
The new boiler and other extensive re
pairs have been completed in tais remark
ably short time and another atitemp’ will
be made next Tuesday to maintain a
speed of 22% knots for two hours. A 22%
knot boat, the Fox, is also practically com
pleted at the Wolff & Sewicker works
and will be tried as oon as the Davis is
accepted by the government.
The 26 knot boat Rowan, which should
have liven finished by Moran Brothers at
Seattle last January, may be aded to the
navy by the end of the year, completing
the first four and only torpedo boats on
the Pacific coast, the Atlantic fleet having
hitherto monopolized this type of craft.
Robbed the Grave.
A startling incident, of which Mr. John
Oliver, of Philadelphia, was the subject, is
narrated by him as follows: “I was in a
most dreadful condition. My skin was al
most yellow, eyes sunhen, tongue coated,
pain continually in back and sides, no
appetite—gradually growiu weaker day
by day. Three physicians had given me
up. iFortunately a friend advised trying
'Electric Bitters’ and to my great joy and
surprise the first bottle made a decided im
provement. I continued their use for three
w.eeks and am now a well man. 1 know

Bnunil to Get the Robbers.
They tell a pretty good story of a sport
who entered a Lynn shoe store one day
• last week to purchase a jiair of rubbers to
pull over ills ntedle js>int«d shoes. He
was told that no rubber was made that
would fit such shoes, and he asked what
he could do, and the proprietor told him
that the only thing he knew of was to cut
off alwMit two inches.
Another customer came in and occupied
’ the attention of tbe proprietor, and the
next tbe latter saw of the needle toed man
was when he reappeared from the work
shop, which is in the rear of the store,
i with two inches cutoff the end of each
shoe, and inquired if he could find rub
bers to fit The proprietor didn’t know
what to say, but fitted the shoes with rub
bers, and the young man without com

Freak* of a Jar,- Wheel.
Pittsburg people are ruminating over a
jury wheel mystery. In the drawing of
the petit jury for the November term of
the United States circuit court there was
1 taken from the wheel the name of Coroner
Holier McDowell, placed in the wheel 16
years ago while Mr. McDowell was a con
stable In Pittsburg; also the name of
John G. Reading, Jr., that was put in the
wheel over 14 years ago while he was a
law student at Williamsport. Mr. Read
ing is now a leading Pittsburg lawyer. In
contradistinction to the names that have
been In the wheel so long and undisturb
ed 26 of the 48 at the recent drawing were
among these put in the last time the wheel
was filled. The wheel always contains
300 names. When a jury is drawn, as
many names are substituted as are taken
out.—Philadelphia Press.
