: lower house of the Georgia legislature has i
refused to Appropriate the meagre sum
which has been made available bv every j
'general assembly during the past few i
years for t’-e maintenance and Improve- '
ment of state militia, and in so doing i
has s’ynd’.ed an entire lack of apprecia- ■
tian by the state of its troops and an utter i
1 inaiffi rence as to their future.
j That it v js become necessary for the '
present b jslatuie to curtail the stated
'expenses, reduce appropriations and in
j every possible way exercise the most care- :
{ ful economy in admini.stering the finances
'of the state government, no good citizen
will attempt to deny. The city i>? that a
realization of our extravagance \\as not
j sooner forced upon our legislators and
state of'ic ; als, or we might now be so !
deeply concerned over ways and means by
which to temperate our deplete 1 treasury. ;
The present general assembly seems to I
, be most thoroughly Imbued with a very
j -quintessence of the spirit of economy. The !
I pruning knife is being applied with un- I
failing precision and most exquisite im- '
I par tiality to appropriations and exp. ndi
; tures of every kind and in every depart
ment of the state government. The friends
of tire state militia, which has- managed
to get along during recent years on a
niggardly, beggardly annual appropriation
I that was less than any other self-respect- ■
ing estate in the union allowed for a simi- j
lar purpose, bad bored that the zealous
watch dogs of the state exchequer would I
make tin execution in favor of the mil.’- j
tary, but no such good fortune has c-ame I
to pass, and instead of being decreased, as
was feared, the appropriation has been
altogether wiped out.
During the past eight or ten years the
Georgia militia has ranked with the feest
in the Union. In point of numerical
strength. Georgia wa*s reckoned fifth
: among lhe states and the standard of ex- .
cellence to which her troops measured was
' high, al! of which was due to the enter- 1
| prise, liberality and unselftsh pride es the i
I militiamen themselves. The encourage- !
■•ment tbev received from lhe state was <
i practically inconsequential and amounted 1
to an encamrement once a year lasting six '
days, at w rich one-half the state .troops ;
were gathered for practical instruction.
The action of the present legislature in i
cutting off the military appropriation can j
have but one effect. It the com- I
i ple'te demoralization and practical -disin- i
j tegration of .he stale militia. At the >ven j
•time when the troops most need the cn- !
couragement, support and festering of the
state government they have been pushed I
out into the cold, so to speak, and told .to I

GEORGIA’S TAX RULE.
The Muscogee Grand Jury Indorses the
Governor.*

Columbus, Ga., Dec. 2. —The grand jury
of Muscogee county today adopted the
following:
“Whereas, The rate of taxation in the '
state of Georgia m the highest in her liis- i
tory, and unless some appropriations are ■
reduced, so as to bring the state’s ex- <
penses within h*r income, the tax rate ,
will be mu h higher for the next two
years:
“RC'Olved, That we, the grand jurors I
cf MusLosree county, do heartily recom- !
mend to the legislature of Georgia the i
views of H:n. Alien D. Candler, as ex- '
pressed in his recent message to the legis- :
lature, in regard to the reduction of the
school fund appropriation to the amount
of $400,000; a so the necessity of revising
the pension law.-, so as to provide pen
sion: to those Confederate soldiers who ;
actualy need the jtid of the state to sup- j
ply their necessities and keep them from
want.
“That a copy of these’ resolutions’ be '
sen: to his excellency, the governo”, and
to cur immediate representatives, Hon. J.
D. Little. T. J. Chappell and Senator
Leonidas McLes <-r, and that they lie re
quested to use their best efforts to enact
such laws and to provide for the purpose
of parrying these recommmenciationo into

by Rev. Dr. White.
Rev. Dr. White, pastor of the First
'Baptist church, will discuss the election
and i.s result® tomorrow night under
three beads: “Why Prohibition failed to
Carry,” “The ladies at the polls,” “What
the prohibitionists purpose doing.” Some
■sensational things wiil be discussed. The
morning subject will be the resignation
and conversion of Peter, or “The reason
for individual failure in a great crisis.”

morning and evening service.
BORROWED MONEY FOR SCHOOLS.
Brunswick, Dec. "—The board of educa
tion met yesterday and closed a deal
whereby they borrow $5.0’00 on ’long time
at a comparatively low rate of interest.
The arrangement of this loan will enable
the board to nay all its indebtedness, and
for the first time in years, s H ow a clean
financial front to the teachers and credit
ors. The ternm on which the money was
secured are such that by the time the
money is due. a sinking fund that will
be erected will have more than enough in
it to nav the loan. The teachers and cred
itors generally will rejoice to learn that
their monei* will now be forthcoming.
STRIKE AT SAVANNAH.
Savannah. Dec. 3 —Txearly 400 negroes
employed as* longshoremen and truck
hands at the Central railroad wharf have
threatened to go on strike on account of
the new rule under wb.l h two days’ nav
is ’ eld un at end. of the week. Th ’
object of this Is to get the men ~o come
back on Mondav 7 morning. They cannot
understand it. however, and have practi
cally "efused to work under it. The rail
road author’ties believe they will return
to work without objections when they un
derstand the situation.
CHURCH BUILDING BURNS.
Lagrange Dec. 3 —The negra Second
Baptist church was burned yesterday at
3 o’clock. The church was also used as a
schoolroom by them, and it had been but a
short time before the burning that the
scholars and teacher had left the building.
It was a large wooden building and made
a big blaze. There was no insurance, and
betides, they had never finished paying for
the building, still owing about ‘s4oo on : t.
The city is in a law suit with the com
pany that furnishes water, and whenever
a fire occurs there is no water.
