I
j Effort Made to Deprive the
Brunswick Contractor of
His Job.
According to charges filed wkb the war

bar at Brun-wi<-k. Ga.
This bar lies between Jekvl Island and
the entrance to St. Simon Sound and the
work is being done under contract by C. P. I
J Goodyear, of Brunswick.
On November 19 last, Mr. M -Lean wrote ’
i Secretary Alger as follows: “It is calcu
! lated that be (Goodyear) has been paid S3O
I and upward a cubic yard, where other con- ■
t tractors under the government are getting
as low as 15 cents for similar work with
( a dredge.
“I am informed that there is an estimate
l on file In the war department made by
United States engineers, showing that all
I the work done by Mr. Goodyear could have '
I been done with an ordinary sea dredge at
a cost not exceeding $20,000.”
Mr. Goodyear has a claim pending, un- ,
' der t b e terms of his contract, for $90,000.
I If he receives this. Mr. McLean declares '
| in bis communication to Secretary Alger I
that he will have received a total of $215,- '
000. This last statement is borne out by
| the report of Lieutenant Peck, United .
States navy, of the Coast and Geodetic !
Survey.
Fortifying these charges, tbe receipt of
■ which bv rhe way ha<s never been ac- ;
knowledged by Secretary Alger, aopears a
letter to General Wilson, chief of Engi
neers of the army, from R. Moore, a con
tractor at Mobile.
Mr. Moore is dredging for the govern
mem at Fla., for 15 cents a
yard, and he declares that Goodyear for !
doing identically the same class of work
at Brunswick is ‘‘receiving about S3O a
cubic yard.”
Neither of these complaints has been in
: vestigated by the secretary. The work has
been taken out of the hands of the Engi
- ncer corn.? and whether or not Goodyear
has performed it in accordance with the !
contract is a question upon which no posi
, live information can be secured.
Goodyear obtained his contract from j
congress in 1892 bv reason of the novelty '
jof his proposition. His plan, of w hich he >
claimed the discovery, was to clear the j
channel by the use of dynamite and he
was able to convince congress that be
could make a success of it and that it
would be a great thing for future general '
use.
The contract specified that dynamite ;
should be used, but there is no record to i
be found that it has been. It also fixed the
price at $90,000.
A special act of March 1, 1893, extended J
the time to November 1. 1893, with the j
same provision as to tbe use as explosives, j
but provided for the appointment of an en- j
gineer to inspect and report. No such re- 1
port was eve r made so far as can be is- 1
certained.
In the River and Harbor bill of 1894 the
: ust 1 of ex.nlosives was again made manda- 1
i lory upon Mr. Goodyear, and another pro
viso added appointing a board to make
’ surveys.
The last statute in connection with t h ? 1
1 contract appears in the River and Harbor
j bill ot 189 G. This law omits any reference
ito explosives, save by inference. It was
; this amendment which took the work from !
j the engineers and placed it “personally
j under the supervision of the secretary of
war." and required a survey to be made
"by an experienced officer of the Coast !
i ami Geodetic Survey to be designated by
. the secretary of war.”
It is also required that all of the ’
■ ening of tbe bar provided for should be
' completed by June 3, 1899; that no pay
ments should be made except upon the cer
tificate of the secretary after a survey by
ian official of the Coast Survey showing
"that such denths ard widths have been
severely obtained.”
' This was the act that led to a survey by
i Lieutenant Peck, which that official desig
. nated as a report of progress only, inas- '
much as he failed to find either a 25-foot
: channel or a 24-foot channel of any width. 1
I he contractor, therefore, he reported, had
not earned any payments.
About a year ago another survey was
made by H. L. Merinden. who found a ;
number of places where the depth had not j
! been reached. That official is again at
■ Brunswick making the survey upon which
Mr. Goodyear claims his additional pay-
j ments. which, with the bonus awarded him
‘ for the maintenance of the channel, will
bring the amount to the figures named by

The allegations that have been filed with i
me secretary, and which were ignored,
claim that this work has been done by the
‘ usual methods. Messrs. McLean and |
' Moore say that they will go befare a con-
1 gressional committee and ask an investiga- !
t tion.

COUNTY SALARIES CUT.
Commissieners Trimmed Down the Pay of
Severnl Officials.

The county commissioners held their
regtiter meeting yes-terday. In add;tion to
the regular routine business the salaries of
. the court house janitor and superintendent
of •r» Ross Home wire cut. The salary of
the court house janitor was cut from S4BO
per vear to $360 and that of the superin
tendent of the Ross Home from $720 to
I S6OO.

lin order to assist the commissioners to
expenses.
