The Wort ! correspondent has secured
from a delegate the result of the anti
anarchist conference, recently held here,
whose proceedings had previously been
kept secret.
First, an international bureau of police
for the surveillance of anarchists is to be
established at Berlin, consisting of nine
members—German, Austrian, French, En
glish. Italian, Russian, Swiss, Belgian and
Dutch.
This bureau will correspond direct with
all the police of Europe and will be rep
j'sented in each country by agents. AH
thf statew represented will contribute
equally to the maintenance of the bureau.
Second, European governments are to
negotiate for the extradition treaties gov
erning anarchists.
Anarchists are defined as all those who
make a public profession < f the anarchist
faith, who are found in possession of an
archist publications, bombs and biters of
."i anarchistic character and all members
of anarchistic societies.
A person convicted of an anarchist crime
will be punished according to the law of
the country where the crime was com
mitted. Anarchist journals are sure to be
placed under censure and their editors, i
printers and distributors proceeded against I
' as anarchists.
All proceedings against anarchists are
to be in secret.
I hese decisions were accepted by the
dtlegabs from Germany, Austria, Russia, !
Laly. Turkey, Spain, Portugal, Sweden,
Dtnmark, Montenegro. Servia and Rouma
nia. but England, France, Switzerland,
Belgium, Holland, Luxembourg and Greece
rejected them.
It us probable that the ultimate result

manufacturing companies which practi- '

are about to combine. These concerns are

Thread Company, with factory at Paw (

in a circular to the trade these three
tim:» announce that after January Ist 1
tiieir separate selling offices in New York
will be abandoned and their business will
■be handled by the Spool Cotton Company
at 345 Broadway. The latter company has
just been incorporated under the laws of ;
New Jersey. Ail of these concerns t were ;
originally English and have still English '
connections, but their American business I
it is said, is larger than that in the parent
country. Their factories here were cstab- ■
lished to avoid the heavy tariff on their .
product.
It is stated that the American factories
will be j-un independently and that the
consolidation of selling agencies does not
imply that a trust has been formed.
The Clark Mill and Spool Cotton Com
pany is capitalized at $2,000,000. The cap
ital of the other is not recorded, but it is
known that it is much in execess of this
a mount.

SAVANNAH'S CAMPAIGN.
McDonough and Myers Candidates For th#
Mayoralty.
Savannah, Dec. 28. —(Special.)—The mu
nicipal campaign is getting quite warm.
Many seem to think that the issue has
narrowed down to Hon. J. J. McDonough
and ex-Mayor Herman Myers as opposing
candidates. Mr. McDonough and Mr. My
ers are representatives of the two factions
pre-eminently and a race between them
will come as near reviving factional poli
ties as it is possible to do. Mr. McDon
ough has spoken strongly against Sunday
liquor selling, gambling and other forms
of vice. His friends, in some instances,
fear that this may injure him, politically,
while the independents believe that it w |
strengthen him. Mr. Myers was the Citi
zens’ club mayor. and has a good follow
ing among that element.
ROME’S NEW DAILY.

Rome. Dec. 28. —(Special.)—The Evening
Argus, a new daily, will make its appear
ance in Rome on Monday, January 2, with
Colonel B. F. Sawyer as editor and man
ager. Colonel Sawyer resigns his place as
editor of the Tribune. W. A. Knowles
•will continue as manager and H. R. Har
per as editor of the Tribune. The Argus
will advocate rhe old slate’s rights doc
trine. will favor state banks issue, cham
pion free silver at 16 to 1 and will be for
Bryan for president in 1900.

Quarantine Regulations Proclaimed by the
Illinois Government.

| Springfield, 111.. Dec. 28 —On the recom
i mendsrion of the state board of live stock
commissioners the governor has issued his
annual proclamation scheduling territory
on account of Texas or Southern cattle
fever and prohibiting the shipment of any
cattle from such territory to Illinois ter
j ritory bet ween January and November 1.
The territory described is the same as last
year with the exception that all of the
state of Calif is placed south of the line
and Gibs county, Tenn., formerly south
of the line is placed north of it. The reg
ulations also provide that cattle that have
been dipped in extra dynamo oil and sul
phur may be brought to any place in the
sate duiing any season of the year.

jury has returned a verdict of murder
against Frances Barnett, colored, and her
I son Ed, for killing her husband, Julius
i Barnett. She struck him tow blows with a
i pole ax across his eyes and temple, crush
! ing bis skull. Julius and his wife t>ad
I been parted. She and her son Ed went to
Julius to take the children by force from

for Frances and Ed.

A Strike in Washington Re
veals Copper,' Silver and
Gold.

Tacoma, Wn., Dec. 28. —News that a big
strike has been made at Leolo copper mine
has just reached Tacoma. Several days
ago a solid five foot vein of ore was open
ed just a few feet below the surface which
runs 20 per cent pure copper and also car
tits 20 ounces of silver and paying quan
tity of gold to the ton. Several veins
ramify over the property which is owned
by Tacoma capitalists. The mine is lo
ired in part of Pierce county at the foot,
cf Mount Tacoma on Canada creek. The '
formation in the district is practically |
identical with that in the Cornwall copper i
fields and the ore can be mined very
cheaply.

MICROBES IN RAW SUGAR.
Discoveries Brought Out By an Investiga
tion In Louisiara.
New Orleans. Dec. 28 —The bacteriolo
gical and microscopic department of the
Louisiana Agricultural Station at Audubon
Park, New Orleans, has been making an
investigation to ascertain the 'cause of the
failure of the Louisiana sugar cane cr''?.
Not a few of the failures in sugar y’eld
which weie believed to be due to meteoro
logical or climatic conditions have been
traced to microbes.
One 1 of the first discoveries stumbled on
by the bacteriologists was the cause of the
deterioration of oruGe sugars, especially
those imported from Cuba and Hawaii. It
has been noticed that these sugars almost
invariably show a falling off of one or
more points in polarization within a few
weeks after shipment. As the reduction
of each degree in polarization means a loss
of one pound to the hundred weight, the
matter is one of considerable commerc’d
importance. A careful examination with
the microscope disclosed the fact that all
sugar which showed a falling off in polar
ization was swarming with bacteria. The
investigation was continued, until the bac
teria which caused the damage were iso
lated. The microbe has not yet been named
but if the bacteriologists succeed in dem
onstating all they hope to. they will be
able not only to show the cause of the de
terioration in raw sugars, but also to de
vise a method whereby the ravages of the
bacteria can be very materially dimin
ished.
Another fact discovered by the Investi
gation is that mould which appears in the
end of stubble cane is due to bacteria, and
is the cause of the failure of the stubble to
grow. The lower buds, from which the
second year’s growth develops, derive
their sustenance from the nutritive mat
j ter stored around them in the base of the
' stalk; and the supply is damaged by fer
i mentation produced by the microbes in the
| mould. The buds do not germinate, and
the stubble is therefore a failure. The dis
covery of this germ is or practical benefit,
because a remedy has been found. By run
ning a furrow so as to cover vp the cut
ends of the stubble, they are protected
i from the bacteria and cannot be injured
: by the microbe.
| While the examination has not gone far
i enough to determine the cause of the fail-
I ure of this year’s cane crop, there is every
reason to believe from what has so far
! been disclosed that this mystery also will
, be solved.
