talking. Gout C. C, Sibley arrived

—and it is supposed that after a par
ley with the civil authorities some-
body will "march up tin- bill*' again.

SoiithwesteH Georgia are men <>! in
telligence, liberal ideai» aud expansive
onterprit*; and appreciating the, irn
porta nee of well disciplined and con
tented Ijbor, they not only contract
fairly ard liberally with the freedmen,
but deal justly, generouslv .and
prooptly with them. Faithful to
their promises, strictly adhering to
their contracts, and firmly demanding
reciprocal fidelity, they have Ruccoed-
d in establishing system, reliability
and good feeling on their plantations*
Many of tho largest planters oxperii
once no difficulty whatever in tip!
management of their laborers; and
from them we receive the gratifying
tolligcnoe that where the uegro
promptly paid and kindly treated, he
works faithfully and gives no trouble.
As evidence of this fact,' in nearly
every such instance within our know
ledge, th?y have begged to remain
ami have re-contracted for the present
year with grateful cheerfulness. There
are, ol course many lazy, rascally
vagabonds who do not like .to work
and who expect to get their living by
stealing or through the teachings e
mischievous leaders of radicalism.-
Such fail to find hirers , or if they d
they are soon found out and diseharg
cm! ; and it is from this cln*«i* that
proceeds all the o\il« that we expo
nonce. They are, however, excop
lional cases, aud we arc glad to ob
serve a decided change for the better
on their pat t.
The Irecdincn have learned the U*»
son that they must labor, and that
industry and good behavior bring sus
tenance, friends and money : The y
have also discovered that their old
masters are their best friends, and that
peace, safely and subsistence can only
be secured by living on good terms'
with our pooplc.
South western Georgia hi peculiarly
blessed in this rogard, aud wo attrib
ute it mainly to the magnanimity and
harmonizing policy adopted by the su
perior intelligence. Tho negro here is
making a good name lor himself, and
though ho frequently developed char
acteristics of tho savage when under
the influoncc ol intoxicating liquors,
he seldom finds cause for quarrel with
tho white man, and as far as wc know
ignores organized mischief against the
|>escc of tho community and the har
mony of its prosperity. Since the
holidays set in our streets have been
crowded day and night with country
freedmen, and as they nil had money
iu their pockets, it was natural that
they should indulge in excesses and
make a noise, hut not a single dilYicul*
ty, or even petty quarrel occurred to
disturb tho peace and good will be
tween them and the white people.
Several lights took place among them
selves, and two or three have been
killed iu the country, but no whitr-
tnan is chnrgablc with the slightest
offense towards any of them, aud they
have observed becoming respect and
kindly feelings towards the whiles.
Our best people^ best understand
tho management of the negro, and are
satisfied with him as a laborer and a
freeman. They would not exchange
him for any other class of laborers,
and least of all such as wc would b<
likely to get from New England or
thedower strata of Gorman society. If
let alone wo can work out the problem
of free labor, rebuild our wasted for
tunes, restore tranquility, and pros
perity to tho counfry, and secure con*,
teutinent, happiness, thrift and wealth
to the negro..
