We submit that for eur present purpose It doe* not now become necessary to construe either ef said contracts. Suffice It to say that neither the State nor the city contemplated the heatiag and lighting of the temporary capltol, in the extravagant mode adopted, and the Governor was fully apprised of this toct. It is equally evident to us that neither tke State nor the city' contemplated the purchase of an entire new outfit of costly furniture for the temporary capltol. This tho Governor must also have known; ami it la a foot too plain to be disputed that an out lay of $60,000, Inditing up a building which lx to be used for Btato House purpusu* for ton years only, under all tbe circumstance*, was simply reckless extravagance.
