For this there is lie authority of law and gentlemen mistake the argument when they attempt to make the Majority Committee say that it was merely the use of the $9000. We sap it is a precedent and one which exonorates Governor Rnllook to a great extent. He had ho express authority to expend moneys for that purpose which were not appropriated. By way of apology for this course, the Treasurer staled to tho Rank that it was “the custom of Treasurers” to do (his. Upon investigation howsvor, tho Committee ascertained that it has not been ths custom uf the Treasurers, and that it nevor has been known to be. Why did ths Committee not state, then, that 9 per oent. upon the daily balances of the State funds in the hands of the Georgia National Rank was paid to the Treasurer Angler for his own personal account ? If ilovsrnor Rullock had no authority, either of law or of precedeut, for advancing was not ap* it wan ad van- Ueorgia should refuse to pay it, let the responsibility fall where it may. Out if this advancs was u proper one, ir Governor Oullook had a prece dent for the advanee, and if a reasonable emsrgenoy existed and tbe money has been applied to State purposes, theu, sir, the State should provide for it. “Out,” say some gen tlemen “why did not Governor Bullock report to the Legislature immediately on its meeting the foot of this advance having been made They ignore the fact that Governor Bullock oould not at the time find the Treasurer at kis post and that he desired when sending to the Legislature all the Information about ibis advance, to have n statement from the Treas urer aeoomponled by origieal vouchers which eould be verified and presorted in proper •hope* Had the Treasurer been at his post at that time the Governor telle you distinctly that this should havo boon done. The ory lias been raised all over Georgia that Governor Bullook “stole” this money.— If, ae has been asserted here frequently in the oourso cf this debate, tbe gentlemen be lieve fblly and freely in the Integrity of the Governor, why not have the courage lo eay so by your act. The report of the Finance Committee telle you plainly that it was an unauthorised expenditure; but that it was done with pure intention and for the benefit and welfkre of tbe State. Surely, gentlemen will not maintain a poli cy in thie matter, which is not sustained by frets. They should be willing to find out the truth, regardless of ths feelings or Inter* eets of party, and when eo found, they should be wUllng nnd genetous enough to assert It despite popular clamor. As a menbtr of the Democratic party, 1 was mortified and chagrined yesterday to see that aa soon as the gentlessan from Floyd mo ved in this House to adopt the mlaorlty re- port, the geatleman from Randolph moved the previous question, and thus cut off all explanation. It was saying te ns that the party were goleg it btlad; and therefore they pat on the breaks. Sir, I am eld enough to have learned, by experience, that no party and ne people can maintain its position long in error and deceit. I, sir, love the truth, and 1 love the party who can, upon all occa sions and under all circumstances, maintain it. No party eon long survive a violation of striet honor nnd truth.
