He haa made sorno excellent spccohes daring the present session, and uttered many wholesome truths. If he goes on a little further ho will bo out ot plaoe in tho Kudioal party. The following hits at tho corruption of the times were mado in a late speeoh in favor of the repeal of the abominable Tenuro-of- ofuooaot: “There was a great danger pending, aud he felt it his duly to warn the people of it. Ho read a long account of tho churaotcr and career of tho no- torious.Tudge Jeffreys, aud of tho con dition ot England in his time, which, lie said, was very like tho condition at tho present time.* England at that time was just alter a revolution, and the oountry was thrown under the con trol.of despotic power, and Jeffreys was the eager instrument. Four years ago, this country hod come out of a great civil war. Since that time tho groat work of Congress lmd been, or Bhould havo been, to restore harmo ny and prosperity to the country. How had that work been carried ou ? Is there, he asked, peace at the South ? Is there prosperity or contentment among the people there? Arc they not rather in a state of chronio revolu tion? Is thoro juBtioe in the land? Who that ia a poor man dare attack one that is rich in any court in this land? Is there protection for tho rights or liberties ot tho oil on in this boasted laud ol freedom ? a a immi gration ol this country hud la,, n off 30,000 during the last year, and it would continue to fall of}, because tiro industry and agriculture of the coun try so prostrated at tho West that immigtants could not fiud remu nerative employment, and if they went to farm in tho West they could not sell their products lor enough to supply them with the necessaries of life. Whenever any one in tho Sen ate or elsewhere asked tho reason of the depression of our. commerce and manufacturers, hu was sure to be met with thcP answer that it was owing to tbo fact tiiat wo were not paying spe cie ; bnt the real reason was that the legislation and tho administration ot the Government were so shaped as to encourage capital to speculate upon every industrial occupation in tho country. If this course was to be continued, in less tliitn lire years there would he a clamor for a tariff to keep out foreign cotton ; hut great as was the mismangcmcnl ot our national af fairs in every department, the great est abuses were in our finacial policy. The policy was directed and controll ed by the bankers. They no doubt gave as good advice as they could, out experience bad always shown that dealers in money knew little or noth ing nbqpt tho relations of money to other occupations or interests. Tho henring of all this upon the pending bill was this : It the legislators of the country l.sd dono their own work so badly, how oould thoy dare to assumo the powers and duties of the Execu tive also ? He had intended to say a low words about the relations between himself and eertain other Senators, by tvay ot showing the unfitness of the Senate to exercise a revisory power over the acts of tho President, but lie would reservo them tor another occa sion. lie must, however, before closing, say a word about the social condition of tho oountry, which he thought was quite as had as tho financial condition T|io rioh wore striving to be richer, and the poor were struggling to inti* tale tho rich; and in this struggle virtue was lost. He know something ol the character of tho people of other countries, and he firmly Btated “lhat there was loss virtuo and morality in American society to-day than in any other civilized society on the fooo ot the earth.
