the subject of immigration to Georgia, mid
the investment of capital in her lauds. This
correspondence, together with whnt 1 con
tinually see in the newspapers, discloses the
fact that the Northern people have a settled
impression uuou their uiiuds, that a general
spirit oftdwIjHlnasa'nfitl tnohoeriiey prevails
in Georgia—that lynching is either approved
of, or wiuked at by our people—that the civ
il administration does uot afford adequate
protection to life, and property—thai the
ivCs of men are destroyed on Account of
their politicn! opinions—that it is not safe
for Northern men to reside iu Georgia—and
that officers, courts aud juries, either from
harmony of feeling with offenders, or from
indifference to crime, will not hviug lo pun
ishment those who violate laws.
There is no just cause whatever, for ILIh
impression upou the Northern mind. 1 well
know that the great body of the people of
Georgia m e opposed to violence, luw lessuess,
lynching, aud mobocracy, in any shape and
iu every form.
I know that they love law mid order, and
social quiet, and moral progress. Yet a
wide spread impression to the contrary ex
ists, and is duiug us incaicuhahle damage. It
is injurious to our reputation as a State, and
to our character as a people. It is mi unjust
impeachment of the integrity of our Judges,
tiie fidelity of our officers, mid the virtue of
our juries, it very greatly endangers our
political rights, and if not removed ov coun
teracted, will constitute an effectual bar to
immigration, aud hinder all invest incuts of
money from abroad. No man will seek a
home where he thinks it unsafe to dwell. It
is bootless lo discuss the question, as to how
or by what agency, these improper and un
just impressions found a lodgement in the
Northern mind. Suffice it to say, that t hey
are entertained, and are doing us injury
and greatly retard the prosperity of the
Commonwealth. As a cltixen of Georgia,
jealous of her reputation, nnd sincerely de
siring the prosperity nnd happiness of her
people, I want these unfounded impressions
removed. I want the Northern people to
look at Georgia in her true light and do our
icoplc justice. The nets of violence that
iave been perpetrated here, I will not deny,
hut I do most roundly deny that the great
mass of ouf citixens havo any sympathy with
crime, or give any approbation to lawless
ness. 1 freely admit that vrt have iu Geor.
gin, just as they have everywhere else,
rough, reckless, hot-headed, indiscreet,
violent men, who sometimes commit nets of
violence, and perpetrate outrageous crimes;
hut those men are comparatively low iu num
her and are no correct typo of Southern
character iu general. The large majority of
-our people arc good, true and law-abiding.
They deeply deplore every act of crime and
lawlessness, that bad men commit, and will,
I feel confident, exercise their power to
briug to punishment, those who violate tho
law, and to prevent the occurrence of crime.
Now tho question arises, what can wo do
more than we havo already done to removo
the hurtful prejudices that are cutcrlaincd
•r fostered against us '!
Many of the public journals, and the
judges iu their charges to the grand juries,
will cease, and peace, prosperity and Imp-
pin esh will smilo on us again.

commonwealth may speedily cujoy her form

money in our genial clime, pledging to all
who may come, a courteous and hospitable
welcome. The Legislature of Georgia con
forming to, and carrying out- the popular
will, has passed nn Aut, elected officers, aud
appropriated money for the express purpose
of encouraging tha immigration of gpod cit
ixens, laborers, af titans ambmechnmes, and
the investment of capital in lands. Can it
be said with any semblance of truth or jus
tice that we have done all this, to get North
ern men to settle here, simply that we may
have a chauce to insult them and take their
lives? Will any one pretend that all this
trouble and expense have been encountered
simply to induce Northern men to invest
their capital in Georgia, that wo may rob
them of it ? Thp idea is Absurd. Men and
property are as safe in Georgia, as any
where on the globe. We may do one other
thing that has not been done, and I sincere
ly hope our peoplft will make haste, and de

held all over the State, and especially in
those counties in which lawlessness has
been most frequently perpetrated. Let these
meetings be attended and conduoted by our
best and most influential citizens, and let a
solemn declaration be put forth that we have

crime, violence or lynching in any form ;
that we will not tolerate them In our midet,
