It is precisely ill this light that the Southern people regard their emanci pated slaves. They wish to give litem labor, fair wages, protection, and friendship, but then not on uondilion of enmity and opposition on their part. They havo no war to make up on the negro; to the contrary, they have conceded to him privileges, civil and political, far beyond his deserts, anil they will permit no war upon themselves. We must harmonize on great questions ol public policy in which both are alike interested, or else we must part.
