Walker's first appointment made after .assuming the duties of his office to-day, was that of Capt. W. O. Cameron, editor of the Petersburg Index, as his Secretary. Capt. JLatxr.—-The alleged fraud discovered in the Methodist Book Concern seems to lie in the Tact that Dr. Porte? allowed his son, who was a paper broker, to charge heavy commis sions on the paper used in tbe establishment. Maueid, September 21 The city jour- nals are still violent agaiost the presumed ua friendliness of the American Government. Some urge an immediate declaration of war, if tho Cubans aie recognized as belligerents. The ministry, after discussing the propriety of returning Sickles’ note unanswered, de rided to postpone the reply until the arrival of Prim. Albany Cotton Market. Since our last report so little has been doing that our report to day amounts to form only. Planters arc taking advantaga of tho fine weather for picking, and are ex erting their utmost energy to get their crops out at an early day. By tho 10th of October theentire crop in this section will have open ed, and a month later will catch very little in the fields of the industrious. The receipts for the week ending yester day, as will be seen by the subjoined state ment, were very light, and the general dis position to hold for better prices has almost put a stop to sales. None sell except those who feel compelled to have a little money, aud they dispose of only so much as is neces sary to relieve their immediate and pressing wants. Buyers take all that is offered, but con- slantly insist that the crop is a heavy one, an! that prices must descend to a much low., ef figure than the present. They see their ride of the question. We look through dif ferent glasses, and see the planter’s picture. Our market reporter hands us the follow ing.* .. TJlie sales for the week have teen very light in proportion to t]ie receipts. Planters generally have deteminedTo hold, in view of the fact that their drafts are light and easily met. The 3 p. m. Total Receipts to date at depot and warehouses, 8095 bales, Shipped to date 2139 “ Stock on hand 950 It will be seen that the stock on hand has increased for the week ending yesterday, while the receipts were no greater than the week previous. At our last report the stock was 381. Now it is 966, showing that the planters are determined to hold. Albany Stock Market. ' The decline in cotton caused planters to withdraw from the market, and a week of dullness is the result. Several horses, how ever,, were sold at fair prices.
