The first letter we take up U on n subjoct
which effects, to some extent, tho salaries of
many offices, vix; “Mailing letters on the
cars.” In the letter before us inquiry is
made “if the Postmastcr-Gcncral can just
ly readjust the salary of an office at a place
where a large portion of the letters are mail
ed on the cars.” We see no injustice in ad
justment under such circumstances. The
laws relating to the postal service are made
for the public good, and that must continue
to be their primary object. In the rapid
increase of population, and the facilities
for quick and frequent communication it be
came almost a necessity that postal facilities
should be correspondingly increased, and
one of the means thereof was the establish
ment of the railway postal sorvico, a meas
ure which is productive of great benefit to
the public at large, with only the private in
jury of reducing slightly tho emoluments of
some offices.

should be properly prepaid by stamps, and
the stamps should not be canceled. A route

These paragraphs.plainly admit the legali
ty of the practice cf “mailing letters on th e
cars,” and show the absurdity of prohibiting
it.
We are clearly of the opinion that any
body may cary stamped letters without in
curring the hundred dollar penalty.

report of the National Agricultural Isurcnu
than wo have in Wall Street speculators, we
publish the following for what it is worth :

Washington, Sep. 21:—The agricultural
report states, regardin
w w corn, that unless the
close of the season is very favorable, there
must be oue hundred anti liny' million bushels
less than a full crop. Regarding cotton,
there will be a reduction in>the yield of cot
ton, from the Carolina* to Alabama, and a
material increase from Mississippi to Texas,
Georgia, Florida and Souidi Carolina, have
suffered most mainly from drought, hut. in a
few localities from rust, the caterpillar and
boll-worm. Our estimates make the increase
in Mississippi, Louisiana and T.xas, respec
tively, 10, 12 un i 14 per cent. The proba
bilities, at present, favor a yield of 2,750,000
bales. The wheat crop is large, and quality
in tho South decidedly superior.
