Grand Jury Presentments of Decatur county,
showing the condition of affairs, and what the
people think of tho Courts:
We believe, from the beet information
before our body, that the County Court In
its present ahape inefficient, and fails to fur
ther the ends of justice, besides being a great
source of expense to our already tax ridden
oittsens, and unless it can be made to further
tho ends aimed at io its organisation, enl.vrg.

Legislature the passage of a law abolishing
the tamo We find from the Ordinary’s report
that the cost of tb# court for carrying it on
for the past seven months is $2,940 22.
Wo would especially recommend to our

law by that body requiring parlies who use
the juries of the county to psy for their ser
vices, i. e., compelling parties litigant to de
posit with some designated officer of the court
the foil amount of eost and jury fees before
they can commence their cause of action.—
This would insure to the treasury a consider
able jury fond and lessen the expenditures
for that purpose.
We believe that a reduction of the pay of
jurors to $1 per day would be a great
source of relief to the tax payers of our coun
ty. That matter being regulated at the spring
term, we would earnestly suggest to the
grand jury at that term to make such reduc-
sn.
Wo notice with regret the seeming unne"
ccsaary delay in tho trial of cases before the
courts, an*] think it is attributable to the
tardiness of parties litigant, and thheir coun
sel, thereby cansing delay and continuing
for frivolous causes, oases from term to term,
when they might be dispensed with and
thereby save time, trouble and expense.
Consecration of Bishop Elliott.
Atlasta, November 1G.—Rev. R. W. B.
Elliott was consecrated Bishop of Western
Texas yesterday in St. Philips’ Church. The
Church was paoked to its utmost capacity.
The consecration sermon was preached by
Aiahop Wilmer, of Alabama, and the act ocon-
secretion performed by Bishops Gregg, Quin--
Urd, Howe, Wilmer and beeknith. A large
number of the clergy was present, also a del
egation of thirty Texans headed by Lieut.
Governor Hubbard. Bishop Elliott departs
for his work the first week in dreember. His
future home is San Antonio.

of the grand demonstration last night, was a
number of United States flags, ou public and
private buildings. Every man .who could
mako beg or borrow the star spangled banner,
had one floating from his house, and all were
greeted with cheers by the people. There
were 15,000 in number, mud was the grandest
union demonstration ever witnessed iu the

Governor Garland, the newly elected Gov
ernor of Arkansas, has struck the key note
of Southern honor and Southern fidelity to
just principles aud just government. In his
message he said:
“ But while we do congratulate ourselves
and the people of our sister 8tates, we must
non the victory prudently and wisely, and
show’ the world that wo are worthy of it.
Let no animosities of the past mar its beanty,
let no bitter memories of other days spoil its
charms or lesson its benefits. Let us forget
the past only so far as it may serve to warn
ne against evils in the administration of our
Government, and go forward to remedy those
evils and make and enforce aGovernment for
all alike, with its benefits and lie burdens.
••Wo want no atrife, no inrmoil; but we
want, -and must have, peace and order, and to
this end the laws should and must, bo en
forced rigidly; but no man living under
them should be unjustly or illegally deprived
of ono tots of his rights, and let no man be
put in fear or injured, or denied any right

As a nationaliser our victory is of incalcu
lable patriotic value. It assures the .South
that it is no longer an outcast. It tells us
that we are not aliens in our nfltive country.

which the Radicals, proscriptive and venom-
ous,*bave denied ns. South Carolina can
now salute Massachusetts with genuine feel
ings, as all of os do; and Now Hampshire can
fraternise with Louisiana as in days of yore.
The clouds have passed away from the old
dig. It floats for all of us again—in New
England soil in Dixie—the same godableseed
symbol of equal laws and universal protec
