dential campaign, the pubMo finance* must
be the leading subject, and the payment of
thaao bonds in legal lendera the
chief question in it, and the following ex
tracts fVom the law originating them, are re
spectfully submitted to those of'your readers
who may now feel an interest, in the matter.
On February 25th, 1862, Congress passed
the following act: “Re it ennc'rd by the
Senate ond Houte of Representatives of the
United Slates, in Congress assembled ; That
the Seoretary of the Treasury is hereby au
thorised to issue on the credit of the United
Stales, notes not' bearing interest, payable
to bearer at the Treasury of the United Stales
* , and sneb notes herein au
thorised shall be receivable in payment of all
taxes, internal duties, excises, debts and
demands of every kind due to the United
States, except duties onj imports, and of al
claims and demands against llie United
States of every kind whatsoever, except for
intereet upon bonds and notes, which shall be
in aoin; and shall also be legal money
and n legal tender in payment of all deota
public and private, within the United States,
except duties on imports, and interest-as
aforesaid ; and any bolder of said United
(Rates notes depositing any sum not less
than fif-y dollars, or some multiple of fifty
dollars, with the Treasurer of the United
States * * shall receive In exchange
therefor * * an equal amount of bonds
of the United States, coupon or registered,
bearing interest at tbe rate of 6 per centum
per annum, payable semi-annually, and re
deemable at the plea-ure of the United
States after five years, and payabla twenty
years from the date thereof, and *uch United
States notss shall be received the same as coin at
their par value in payment of any bonds that
may hereafter be told or negotiated by the Sec
retary of the Treasury, and may be re-issued
from time to time as the exigencies of the
public interest shall require.
And be it further enacted. That to enable
theSeereta-y of the Treasury to refund the
Treasury notes and floatiog debt of tl|e
United Slates, be is hereby authorised to ic
on tbe credit of the United Statee coupon
bonds or registered bonds * * re
deemable at the pleasnre or the United States
after five years, and payable twenty years
after date, and bearing interest at tbe rate
of six per centum per annum, payable semi
annually ; and the bonds herein authorized
shall be of tuoh denomination, not less than
fifty dollars, as may be determined upon by
the Seoretary of tbe Treasury ; and the Sec
retary of the Treasury may dispose of such
bonds ad any time at the market value there-
of for lawful money, the coin of the United
8tates, or auy of the Treasury notes that
hare been, or may hereafter be issued under
any formfer aot of Congress, or for the United
Slates notes that may be issued under the
provisions of this act; and stocks, bonds,
and other securities of the United States
held by individuals, corporations or asso
ciations within tbe United States, shall be
exempt from taxation by or under State au
thority."
The greenbacks issued under this law were
endorsed on the back thus: “This note is a
legal tender for all debts publio an 1 private,
except duties on imports and interest on tbe
public debt, and is exchangeable for United
States six der esnt bonds, redeemable at Ibe
pleasnre of the United States af*er five
years.”
The passing of this act was something of
the nature of a forced loan, and when tbe
notes were reeeived by the people it became
a contract, which no other action of either
party could change. No bondholder, at
home or foreign, will claim ihat tbe five>
twenty-bonds issued under this law n*-e not
redeemable in Ibe notes.
On March 3d, 1863, to force tbe green»
baeks into circulation, under plea of milita
ry necessity, an Act was passed withdrawing
from the holders of legal lenders tbe right
ot converting them into five-twenty bonds,
after July 1 s', 1863, and the endorsement
on those issued thereafter reads thus;—
“This note is a legal tender, at its face
value for all debts, public and private, except
duties on imports and interest on the public
debt.”
This, though virtually a violation of
contract by Urn Qoveonmeni—a repudiation
of its notes, did not prohibit the redemption t>f
its bonds in greenbacks.
On Msrob 18tb, 18G9—seven years after
the issue of the greenbacks and the five
twenty bond-, and fonr years after the close
of the war, Congress passed thi* Act .-
It is hereby enacted and declared that
tbe faith of the United States is solemnly
pledged Lo the payment in coin, or its equiv
alent, of atl obligations of tbe United Stalest
and of all the interest bearing obligation.
This outrage on the people was perpetra
ted by a venal Congress, subservient lo tbe
bond ring. No military necessity here. It
was done exclusively in the Interest of
holders of bonds, obtained through bogus
army contracts, and other corrupt means at
half tbeir value. Would any Court, of law
or equity hold this act valid ? To right
his wrong is an imperative duty on the
people, and when they demand tbe same
money for the workingmen that Is paid to
the bondholders, the lying cry of repudia
tion raised hy the bond-ring, and reiterated
by its hirelings, will be heard with even
greater contempt than in the late elections.
An honest Congress ean readily delermino
the amount of currenoy required by the
business of tbe country, and Ibe Radical
bowl about inflation amounts to nothing;
but gold for the bo'dera of unlaxed bonds,
and a depreciated national currency, or
notes of private shaving sbopa for honest in.
