which was unanimously passed,
pected action is not only ' _
a higher and more exacting standard of pub*
lie morality,'but it shows that the reform
sentiment of the country has been asserted
so positively that even a Radical Congress
feels occasionally obliged to respect it A
year ago Republicans sneered at this bill as
a Democra t) measure and fe’t strong enough
to reject it, but haring suddenly discovered
that Demoratic and "popular measures are
ideotica), they bare obeyed the behests of
prudence in adojAiwg a mere respectful pol
icy! Thera can be no doubt that a law such
as this bill proposes, wonti introduce * fresh
element or purity into Congressional pro
ceedings. Past events fisre proved that leg
islators with fat retaining fees in thier pock
ets arc not only very uncertain.bat very dan
gerous quantities. When Senators and Rep
resentatives so for fotgst themselves as 10
undertake to serve 'two mssters.their coun
try aud their clients. they are apt to be most
loyal to the one that pays the best, and the
fair fees are frequently paid quitejas much to
make the recipients forgot their official
pledges as for the enlistment of superior le
gal abilities not obtainable elsewhere. It is
.time this practice was wound up.

breeds. Our people will say, ‘-If we have to

animals.” Keeping the poor etock up and
riving them peeper food and care, will, in
the course of time, work their improremeut
tie. the policy seems to promise better slock
nfhetSer by prompting tbeir immediate pur
chase or by their gradual advancement.
We apprehend that old prejudice resulting
from long hebit does more than common
sense in preventing the immediate and uni-
veraal adoption of the “No Fence Law. —
Tbere is also an apprehension that ourgrow
ing crops would not be safe, that slock would
frequently escape and destroy, perhaps in
one night, a large amount of some one a
crop. This is an irrational fear, lor if fenc
ing our fields were dispensed with by law,
the same law would provide most stringently
for the imprisonment of onr domestic ani
mals in perfectly secure enclosures. To do
this will be easy, for on every farm in the
State tbere is an abundant supply of rads
for th'B purpose, even though not half as
many as are required for fencing in the
fields securely. To enforce obedience to
this requirement, a penalty in damages will
be affixed, so that be whose stock injures the
crop of another will be forced, upon convic
tion, to atone in dollars and cents for the in
jury wrought. “ " *
