Mr. Mathews’ bill has passed tbc House by
a heavy vote.

This arrangement will satisfy Russian
military honor, without involving the occu
pation of Constantinople.
In the begiuing Russia claimed that she
bad but one aim—namely, the amelioration
of a lot of Christians Now note the stale

ly submitting to the unjust war, and refus
ing to aid Turkey when sho was in a condi
tion to render assistance in opposing Rus
sian agrsssion.
Although the British government now
manifests partial satisfaction at the conJi-

We do not believe any of the Liberian
Emigration Sooiety agents have been
through our section. Though they come in
the dark, and those of us who denounce
their action in attempting to deceive tbe
colored people seldom ever see them. It is
said of these dirty vrretehes, that they came
all the way from Maine, Massachusetts, and
those other dear sister Slates of ours up
there, and gain admission into religious as
semblies of our colored people, and lay out
their promises, closing with an effort to rol
lent the transportation for each family, eash
in advance. A good many Southern blacks
have been thus taken in ; and we under
stand that quite recently the streets of
Charleston were filled with herds of those
who .had been thus doped, there awaiting
tbe arrival of Ihe Liberia ship, which was
to transport them to tbe land of promise.
Tbe ship never did come, and they were
turned back moneyless.
We desire to call the attention of tbe col
ored people to tbe official statement of J,
Milton Turoer, United States Minister to
Liberia for the last seven years.
In a letter to Secretary Evans be says the
climate is a deadly onehorses and catile
are poisoned by the atmosphere of the coast
and die; people are sick six months out of
the year; the republic has never been able
to produce its own food, although every,
thing can be grown there flour is $14
barrel, butler $1 a pound, hams $8, and ev
erything else in proportion. Turner fur-
ther shows that In iesH than six months
after his arrival tbs emigrant is penniless,
and in many cases is found mourning the
loss of tbe whole family. He communicates
many other depressing facta, and eon
eludes:
"I have never known of tbe departure of
a vessel to Ameriea without receiving, fre
quently, a dozen applications to be sent
back. Under tbe law I am powerless to
help them. If. percbancs, the children of
a family survive, it is frequently the case,
the guardians are alarmed when they dis
cover they have left a country where a pul,
lie school system prevails for one where Ihe
childrea will be deprived of this henelit.
Thus surrounded on every hand by discour
aging circumstances, the emigrant natural
ly turns to tbe agent in the United Htaies.

of things. I have been sorry before now
to believe that tbe agent loses much of his
xealous interest in the emigrant with the
conclusion of tbe contract for the provisions
for the support of tbe emigrant for six
months. Tbe agent generally replies with
tbs gratuitous advice to the emigrant to
push his way as far into tbe interior of
Africa as possible, and there settle. Trav
elers to tbs interior of Africa agree that
some distance interiorward from tbe sea
coast we may reach healthier localities.
But when we reflect that there are no roads,
only footpaths cut by tip natives, and the
only means of try exporting their goods is on
the beads or backs of native carriers, we
are not surprised that after so long a lime
as sixty years, the emigrant has not pene
trated the interior more than four or five
hours’ travel, especially considering that

Once upon a time* attracted by the glare

groans assailed the cars in direful cadenoe.
At the dreary portals and ever on the

rnple head who bowled incessantly.
Above him on an arch flashed those sgo
nizing words from Dante “Abandon hope

ty, regarding his subjects with grim satis

review before us, some with faces of inex,

We can scarcely convey to the reader
idea of the terrible din and noise
place, and all produced by some concealed

bled to its foundation and seemed going
