for what porpoM they did so. Ho was fre
quency interrupted by many voices, with
snob questions as these: “What's tho lex
on warehouses ?” “Whet's the tax on grist
mills?” “What’s the tax on bridges?”
Why tax huckster! $30 to $60; and ware
houses only $40 ?” Col. Tift stated that he
was there as a citizen, bat the meeting was
of the opinion (bat he (poke as a council
man. Ho said that our charter gives author
ity to pan all laws and ordinances not con
trary to tba constitution and Iowa of tho
Slots; thot thia taxing power of eonneil,
by the emended charter, give* practically
unlimited authority for taxation ia tho dis
cretion of council. That tho new conititn-
lion does not limit the Legislature as to
subjects of taxation; it only requires that
the authority levying the tax ahall mike it
uniform on all subjects of taxation, and ad
valorum on all property. That it does not
prohibit or interfere with the power of
council; all powors which bare heretofore
been exercised by mnnicipai governments,
are.epcciully preserved and left subject to
Legislature. That the taxes assessed in the
opinion of eonneil. together with } of 1 per
cent on properly—which is all that tbo law
authorises—will not be more than sufficient
to defray the expenses of the city govern
ment. That tho taxes are deemed eqnitaa
ble and just to all parties. Home and me
chanical industry is not taxed, but those
subieets which are beat able to pay. That
if lawyers, doctors, commercial fertilisers
and other like subjects, are to be relieved
from taxation, the nmonnt must be paid by
tbe owners of t real estate, including many
who own email homes, which they have
straggled for years to acquire, and who are
barely able by their labor lo support their
families. That similar and higher speoifio
taxes bare been levied nnd collected by tbe
sity council every year since 1868—tbe
year of the adoption of our pribled ordi
nances, and every other city of the State
levies and collects similar and generally
moeb higher taxes than ours. That the
complaints of tho specific lax ordinances
were, os understood by him. 1st, that
cooneil has no right to levy and collect them.
If this waa true, be would be gratified to
know it. Council cannot nnd does not de
sire to levy nnd collect taxes illegally. That
tbe members of eonneil hare no personal or
other iotereat, different from other cilizene.
That they detira to benefit nnd promote
the interests of the city by every legal and
proper meant. 2nd, That tbe tax on the
sale of epiritous liquors ere too high. Ho
thougbt not, they are not necessaries, bat
are by all gorernmenle treated at luxuries,
and are taxed higher than necessaries. He
did not think there waa any subject upon
which a large tax can more properly be
levied. 8rd, It was said that tbs tax on
bnckstert occupying steads on the streets
($50) and on private lots ($30) waa too
high. Col. Tift said these lexee are tbe

Death of Mai. Henry Atkinson.
Maj. Henry Atkinson, Supsrintendent of
tho Dawson Car Works, and one of the beet
oilixans that Southwest Georgia ever had,
died at bit residence in Dawson on the tiili
inst. He had grown deep in years; but
kept ap bis sprightly business habits until
the band of affliction woe laid upon him. To
say that bo worked and labored for Dawson,
and for onr whole section, earnestly and
zealously. Is but to express wbat bis friends
and acquaintances already know. With an
interest far everything good and eliaritaldc;
kiad of heart and kind of soul, he waa be
loved. With vim in his very bones, and
energy ia bie very moremente, and a steady
advanee his path, hit influence and acts
will be missed.

The 16th of January saw a motley erowd
of people gathered in this burg to witness
