Reform'and retrenchment are yet
to l>c accomplished bv the reduction
of public expenses, comprehending
among ol her tilings a reduction in the
salaries of public officials and pay of
public employes. This will necessari
ly diminish the burdens ot nil oner-
tax upon nil classes of business
-uni industries.
The Resumption Act should In- re
pealed as a measure of relief.
There should lie no further contrac
tion of the currency. To encourage
alior and stimulate industry, there
should Im- an amount of greenback:
issued commensurate with the wauls
if the country, within such limits a:
will enable the Government to main
tain a sound circulating medium.
The National Banking System
lioul.l he abolished and the law re
pealed taxing local bank bills.
The laws regulating revenues in re
gard to tobacco and whiskey should
he remodeled, as well as the license
vstem iu regard to distilleries and
he mnnufactiiriiig oftoliacco.
The national banking system nn.l
the policy adopted hy the Govern
ment iu regard to whiskey and to
bacco and monopolies, fostered for
the benefit of the few at the expense
of the many.
I do not believe iu tlie tyranny of
the caucus system as modernizcil.—
The purity of the ballot-box should
be guarded so as to prevent, an over
throw of the popular will.
, I’arty obligations are hut conven
tional, and when solemn pledges of
friends are disregarded by those for
whose benefit they are niade, then
these obligations cease.
These are mere outlines of my
views touching tlie duties of tlie gov

The toiling masses arc oppressed
lieyoud measure—they must he rc-
jieved. Besides the ballot-box there
is hut one terrible and 'fearful reme
dy, which I sincerely Iio|m- will never
have to he resorted to. A canvass
with a mixed population like ours
cannot* lie pleasant. Efforts will lie
made to draw party distinctions on
color and races. 1 would retire from

Tlie complete returns from Maine
show that tho Republicans have a ma
jority of nine iu the Semite aud the
Democrats nnd Grccuhackers a ma
jority of twenty-one in the House.—
riicse figures give an opposition ma
jority of twelve on joint liallot. As
no one of lh<- candidates for Governor
received a majority of all the votes
‘list, the election is thrown into
the Legislature. But the Maine law
is peculiar. The General Assembly
docs not elect a Governor on joint
ballot. The House by a majority
rote scuds the mimes of two of the
candidates—and only two—to the
Senate, and the latter body selects the
Executive. As the Democrats and
(in hackers have a large majority-
ill the House, they will, of course,
send to the Semite the names uuly of
the Greenback candidate, ami the i-c-
pulilicun Senate, reduced to Hobson's
choice, will have to make one of them
Governor.
