ter addressed by me to the Secretary
of the Treasury, on the conduct to be
observed by officers of the General
Government in relation to the elec
tion*:
“No officer shoold be required or
permitted to take part iu the manage
ment of political organizations, cau
cuses, conventions, or election cam
paigns.' Their right to vote and to
express their views on public ques
tions, either orrallv or through the
prea^ la not denied, provided ft does
not interfere with the discharge of
their official duties. No assessment
for political purposes, on officers or
sabotdinates should be allotted.’’
This rule is applicable to every de
partment of the civil service. It
should be understood by every officer
of the general government that he is
expected to confirm his conduct to
its requirements.

Colonel Wm. A. Harris, of Worth,
will, most likely, be elected Secretary

tion at the bands of our Legislators,
there can be no doubt but that Col
Harris will receive the position
which he asks, without a dissenting

This covers the whole ease. A de-

The Radical Meeting.
It was a^quiet affair—except Jin its
wranglings—but. it revealed the lact
that tin* tail of the party is stilt wig
gling. The minutes of the meeting,
published in another column, show
what was doue, how it was done and
all about it. We hail a consultation
the other day with a prominent Re
publican of the district, tie told us
that efforts were made by leaders of
tlie party to rally it around Col. Sew
nrd. but all efforts that wav were sur
rendered after finding out tl»a* Sew
ard wouldn’t compromise himself.—
Then this meeting was batched out,
with the result as stated in the min
utes.
Our informant does not think that
.Wade will accept the nomination,
and said, “lie is a fool if he does;” It
is probable that the incentive to the
nomination was the desire of Wade,
Krimlterry. Putney, Luke aud a few
colored corn-patriots of theirs to
bring themselves prominently beforo
the Federal administration, to better
enable them tn keep and obtain office.
On the other hand, Brimberry and
Luke say they have assurances that
lie (Wade) trill make the race: in any
event, it will amount to but little. If
he 'runs, our colored people have
only to be shown the game, and we
think they will “sit down” on Wade
to such an extent that when the votes
are counted he will hardly havea cor
poral’s guard.
LATE*—WAKE HAS ACCEPTED.
Just a few hours before going to
press we understood that Wade had
accepted the nomination tendered
him by Luke. Putney and Few, and
will make the race. Indeed, wc have
his letter of acceptance before us,
dated at Quitman, 17th inst., but is
suing from him at Savannah.
The most bitter radical-scallawag-
ism is seen through it all. He says
that if the Democracy triumphs they
will bring about financial chaos and
revolution. He says the enforcement
of the amendments tn the Constitu
tion is the first and paramount issue,
and he makes this the prominent fea
tore of hi* wrangling letter.
Wade will be “squelched”—it will
be like a mountain toppling over
on a mole hill.

Hearing that your first Fall Fair
wa» an unprecedented success, wc
derided “to sec for ourself.” So
acting upon this decision we left
home on the morning of the 17th, to
gether with several of our most
prominent citizens, all of which we
thought were fully capacitated to
care for themselves, but upon board
ing the (rain we found one of our
party with the following inscription,
written on a streamer and pinned to
his coat: “This man lives in Sniith-
ville. Should be get lost please send
him home." Being curious to know
why such wa* the case, we found,
after making some inquiries, flint his
son being very solicitous about his

tion. Wc suppose it had a very salu
tary effect as wc see him stirring
with his usual energy. We arrived
in your town (thanks to Capt. Wm.

Grounds, and upon taking a casual
survey of the displays, etc., we were,

never seen excelled at any of our
State Fairs. The floral display wa*

been, as it was very apparent to us
thnt “jockeying” was indulged iu

invariably detract from the interest
therein. Thursday night we attend
ed the entertainment given by the

and very pleasantly passed a few
hours. Taking the performance all
in all, it was very creditable foy ama
teurs, some of whom we understand
were never on Hie boards before.
Where all done so well we think it
useless to make any speciul mention,
still we. cannot refrain from speaking
of Messrs Kvaus and Rqbinson, who
entered into their parts worthy the
wal of professionals, aud the rendi
tion of tlie “Gambler’s Wife,” bv Miss
Wcslow, was very line. Wc wish to
be understood us’nieaning no dispar
agement to other member*, whatever.
