bany doesn't have hanking facilities, 1***-

ment- :
“Diligent inquiry”as to the obser
vance ot law, and good order among
our lellow-eili/.ens reveals to its the
gratifying fuel that while there lias
been presented to us a number of
cases, wherein the law has been vio
lated, yet crime is diminishing in our
midst, amt we find a willingness on
the part4)f good citizens, both white
and colored, lo titudM* tim courts in
upholding the laws. There in one
special crime, however, which bus
been practiced in our county to which
our attention lias been especially
called—that of carrying concealed
weapons. We find that many ('•hir
ed people are in the habit of hearing
small, cheap pistols about tliei** per
sons. These weapons, we have rea
son to believe, liiul ready sale in our
midst, on account of the low price at
which they are offered ; and wc rec
ommend, in orilcr to check the indis
criminate sale of them, that our Rep
resentatives in the next Legislature
do nil in their power to have passed
a law imposing a special license tax
upon all persons offering tire-arms of
this character, for sale.

pairs lo public buildings, etc., arc all
sustained by proper Vouchers. The
records of the proceedings of the
Board are neatly kept, by the Clerk
of the Superior Court, and are ae-
ompaiiietl with an index.
So well satisfied were we ivitli the
ollieiul record of Ihe Commissioners
that we have re-elected them to the
important office*.

The building of new poor houses,
on the laud belonging to Hie county,
until of tin; corporate limits of the
■iiy of Albany, was, in our judgment,
a good step, and wc are gratified to
find the paupers well cared for.—
There are only six inmates iyow ; and
each and all of lliem report them
selves amply and eomforlahlv pro
vided for. AAT; respectfully ask that
the Commissioners proceed at once,
and place a fence around Hint part of
the pauper farm lying on the east
side of the Newton Road, and that
they fence the whole of the laud
when, in their judgment, it becomes
necessary.
THE SHERIFF.
AA r c find on examination of the
hooks of the Sheriff that they are
kept in a very neat manner, and, ns
far as wc arc able to ascertain, are
kept in accordance with the laws pre
scribed ; the jail record showing the
age, sex, crime (Tunmittcd, and time
of discharge of prisoner, by what
court or in what utanner they are
discharged. Also Ills hooks showing
the papers of both civil anti criminal
business, that arc placed in ltis hands
by the Clerk, and further showing
what tlispositiou he has made of
them. He reports *$50 on hand, col
lected as tines, which he will pay over
to the proper person at the close of
this term of court, for the payment of
insolvent costs. A Ye regret to say in
reference to this officer, that in our
judgment it was through his neglect
of duty tint*, certain prisoners recently
inside their escape from the comity
jail, concerning which matter we have
heretofore made special presentment
to this court.

Since April last four commodious
buildings have been erected for the
purpose of taking care of the sick
amt helpless paupers of the comity,
on the land owned l>y the county, at
ost of $000. New bridges have
lieen built at Ball's Mill and at the
Ambrose AVright old place. The lat
ter costing $421, anil tin; former $880:

UUBLIC ROADS AND BRIDGES.
The roads and bridges of the coun
ty are generally iu good repair. The
turn-pike across Chickasawliatclicc
needs tilling in a few places; and Hie
hriilge on the west end of the pike
needs some repairs. Some of the
other bridges need a few plank. The
bridge across Pinv AVoods creek
needs some repairs.
THE PENITENTIARY.
The commission appointed hv this
(■rand Jury to investigate the man
agement and condition of Hie Peni
tentiary in Dougherty county have
attended to that duty, mul submit the
following
report:
The Penitentiary in this county is
managed and controled by Col. Ik G.
Lockett, one of the losses of the Slate
convicts, under the present system of
State Laws governing the peiiiteutia-
ry. lie lias about one hundred anil
eighty convicts, sentenced for various
terms, who are divided and located
at three plantation camps, viz: The
“Royston place,” the “White Hill
Place" and the “Rawls Place.* The
committee by agreement met at the
Royston place at 10 o'clock, a. in., on
Monday, 12th insL, and proceeded
immediately to a thorough investiga
tion of the treatment, and manage
ment of Hie prisoners. The security,
ventilation,cleanliness and liealthful-
ness of tlicir quarters the regulations
for work and rest, food and clothing,
punishment for violations of rules,
duty, etc. AAV made similar iuventi-
alions at the AA’hitchill and Rawls
places, anil closed our labors Tues
day evening, !2tli iust. AVe confess
our surprise mid gratification at I hr
result of onr investigation. The
prisoners are properly worked and
gunnlcd, well fed and dollied, mid
lodged in safe, clean and well venti
lated apartments.
They receive only such reasonable
punishment as is necessary to secure
proper discipline and compliance
with the regulations for that purpose.
They arc allowed as much liberty and
recreation as is consistent, with the
law and llieir proper security: At
dinner time from one to two hours
and from dark mil ii ft o'clock, the
lime of going lo bed. they are allow
ed ron vernal ions with cadi other, and
on Sundays after the duties of thor
ough bathing ami putting on dean
doihing, are allowed the libcrlv of
the large stockade yard around the
penitentiary building, lor such proper
recreation as they may-desire.

ett on liis admirable system of man
agement and success which are at

not on*; was sick, and but one, a while
man, not wyll enough to he at work.
Col. Lockett's three plantations work
ed by Hie prisoners are umdcls of
good management and good farming,
which arc not surpassed iu Hie coun
ty.

FISH IX FLINT RIVER.
Iu view of the fact that the Nation
al Government has recently placed
in the waters of Flint river a large
number of shad and oilier fish, for
Hie henelil of onr people, we respect
fully recommend that onr Represen
tatives in the Legislature also have
passed a law preventing any persou
or persons from constructing, erect
ing or placing iu the waters of said
river or any ot its tributaries, any
daiu, trap, net, seine or any other de
vice for catching lisli, within five
tears after Hie passage of such act.
UNFINISHED BUSINESS.
In closing our labors we must re
port fully call the attention of the
next Grand Jury lo the unfinished
business, we have nccc%<arily sus
pended, iu regard to violations of the
law in gaming. Information receiv
ed by this body convinces us that this
section of (lie penal code has been vi
tiated in our county, hut we have
been unable to get certain witnesses
before us in time to dispose of the
matter at this term ; and we respect
fully ask an ilives:ig.ition by our suc
cessors.
THE BRIDGE QUESTION.
AAV recommend that our County
Commissioners have a hill introduc-
d at the next session of the Legisla
ture, authorizing Donglierlv county
to issue bonds not exceeding $80,000,
for the purpose of buying or build
ing a bridge over Flint river at Al
bany, Col. Nelson Tift having made
a proposition lo the county, through
this Grand Jury, to refer the ques
tion of the value of liis bridge and
bridge privileges to some legal disin
terested party, mutually to Ik? agreed
upon, wc recommend such reference
he made to such person as Col. Tift
ind onr Commissioners may decide,
one-half expenses to be borne by
Col. Tift and oue-lialf by Hie county,
aid valuation to he then referred to
the vote of Hie county (or purchase,
according to law.
