If no charge were made for a box, every person in the c jtv would he equally entitled to the Use of one, as no favoritism is permitted in|a public office, and this would totally pre- -dfveut their use, They must therefore of necessity be discontinued, or continued on the present principle, against which I have never before heard a complaint. The Literary Cadet states, tha^ at a teceiU meeting of the friends of General Jackson, in Lancaster county,- Penn., a committee of seven was appointed, de- nominated.the Committee of. Vigilance since which four of.the seven have declin ed serving on said committee, "and have published cards in the papers to dial effect. One of them, Mr. Keister, writes as fol lows : I am a democrat, .and a friend to the laws of my country, and cannot, there fore, give my support to Gen’l Jackson, who has so often transgressed those laws, i have made up my mind to sjpport the present administration, as I find nothing swung therein.” Decrease, 13,208 bales. COTTON.—The Market wears a very gloomy aspect; The sales from 23d to 29th inst. inclu sive, we estimate at about 1,000 bales onsisting principally of Uplands, old from 8^ a 9A ; new 10 a lOJ. and New-Orleans, o'd, from 1 iA a 13£. A parcel of very fine New-Oi leans brought 13^ a 14 for home use. The stock of Alabama' is re duced very low, no new crop of this description er ofN. Orleans has yet made its appearance in our market. In consequence of accounts from Liverpool, to the 17th Oct advising of a decline of 1-8 per lb. the market here for two days p-st has been in an uncertain state, holders generally would be willing sellers, but buyers do not seem disposed to meet their views—though prices, since then, have not actually declined, we ques tion if the rates of last Wednesday could be ob tained, except for manufacturers. Disturbances in Lower Canada.—The Gover nor and House of Commons of this province, have come to an opan rupture. The former had objected to, the appointment by the latter of Mr. Paj’ineau, as their sp^ker, and directed a re-electiou, which resulted in a second choice of the same gentleman by almost unanimous vote.— The House then went into a very warm and animated debate on the question of he powers, and determined to sustain its election. Since the last dates of the 16th nothing impor tant has taken place in the market—tue sales of Cotton have been about 2,000 bags for the last four days; at from 16 to 18 sous, for Uplands, and 18 to 23 for Louisiana. The same decline etiits in the recent sales of ordinary Cottons—but we ean see no good rea son for it, except a desire to sell, when there are but few orders to purchase. Dec. 10 Jf TO ARCHITECTS. P ROPOSALS will be received by the under signed, till- the 1st of February next, for erecting a MASONIC HALL in this City. The building is to be sixty feet ftont, by nine ty deep, four stories high, of brick, the roof sla ted, and the front rough cast. The basement story, containing two stores and a passage^ to. be ten feet, pitch : the second floor, appropriated to public purposes, fourteen feet; the third, containing a lodge room and its appendages, fourteen feet; and the fourth, con taining a chapter and preparation rooms, eleveu and a half feet, with an arched ceiling, risin°- ■four and a half feet, and three sky lights. ° In front of each of the second and third stories' are to be four pillars ; the lower Doric, the up per Ionic, iif brick, rough cast, with stone plinths, bases and capitals. The stairs are to be winding, from the ground floorto the top; and under the whole builcing is to be a cellar. Hie .work must be done in the best manner, and of the' best materials. I.umber can be ob tained in this city, at ten dollars per thousand, superficial measure ; and brick, at seven, dollars and fifty cents per thousand. Further particulars will be furnished on appli cation to the undersigned. " When the contract is made, good security will be required for the contractors’ complying with their proposals ; and they will be accommodated with advances, during the progress of the work, the funds'being now in hand for the building.
